Mr. Jarrell called the Roanoke County Planning Commission meeting to order at 6:09
p.m.

Mr. Chrisman called the Roanoke City Planning Commission meeting to order at 6:09
p.m.
Approval of Agenda
Mr. McNeil made a motion to approve the agenda, which passed 4 -0.
Briefings:
Mr. Radford provided an update on the Green Ridge Recreation Center. Mr. Scholz
suggested information regarding the recreation center be placed on the city's website
since it is a regional facility. Mr. Chrisman inquired about status of new library and
roundabout. Mr. Moneir provided an update, noting protection of the nearby wetlands is
an important issue. He discussed the roundabout location and progress of the project.
Mr. Holladay further discussed the design and function of roundabout. Ms. Penn
discussed the Peters Creek library which is shared by city and county residents. Mr.
McNeil stated the Green Ridge Recreation Center is a catalyst for growth and
development in the area. Mr. Scholz noted a large of amount of developable land is
available in the Valley Park area. Mr. Radford stated the recreation center is the
anchor for the business park. Mr. Williams stated since access by bicycles and
pedestrians is difficult to many venues other options should be made available. Mr.
Holladay discussed trails. Mr. Chrisman suggested providing links from greenways to
the recreation center. Mr. Jarrell stated connections to nearby parks should be
developed as well. Mr. Williams suggested connecting Hollins and Lick Run
Greenways to the recreation center.
Mr. Thompson provided status updates for the Peters Creek Corridors Plan and the
Hollins Corridors Plan. He discussed retro- fitting areas as components of transportation
will need to be a collaborative effort with the city in order to make the connections. Mr.
Chrisman inquired about the status of Tinker Creek Greenway. Mr. Obenshain
discussed this issue. Mr. Thompson stated the Roanoke Valley Regional Commission
will be updating its bike plan this year. Mr. McNeil inquired about city's method of
acquiring property easements for greenways. Mr. Carr stated flood reduction
improvements can be used to enhance greenways. He stated greenways generally
increase value of surrounding properties. Mr. Williams discussed the importance of
designating pedestrian and bicycle areas. Mr. Holladay discussed designated crossings
needed on Peters Creek Road. Mr. Chrisman requested that city staff research this
issue.
Mr. Scholz inquired about status of wind energy ordinance. Mr. Thompson stated no
applications have been received but several citizens are interested in this issue. Mr.
Carr stated the city has investigated placing wind energy on lighting structures in certain
areas.
Mr. Chrisman inquired about the status of Slate Hill. Mr. Thompson provided an update.
Mr. Chrisman discussed lease agreements which may prohibit certain types of
development in specific areas. Mr. Williams discussed the importance of offering
incentives to developers. Mr. Scholz discussed density issues and controlling growth in
certain areas. Mr. Thompson discussed the importance of infrastructure planning. Mr.
Chrisman discussed stormwater runoff management. He stated Western Virginia Land

Trust (WVLT) is protecting area lands. He suggested encouraging the state to continue
to provide incentives to protect open spaces. Mr. Scholz discussed open spaces
shared by both the city and county such as Carvins Cove. Mr. Thompson and Ms.
Cronise discussed efforts by county to protect open spaces. Mr. Chrisman discussed
the importance of protecting ridgeline areas. Mr. Williams discussed making center
points within areas for mixed use. Mr. Radford and Mr. Jarrell discussed village centers
which are part of the county's planning process and currently being implemented.
Mr. Scholz inquired about public transportation availability in the county. Ms. Cronise
stated currently a shuttle runs from Hollins University to the shopping mall and
downtown area. She stated Plantation Road is also interested in bus service. Mr.
Patriarca stated Route 419 and Brambleton Avenue area may also be interested in this
type of service. Mr. McNeil inquired about how to acquire this service for the county.
Mr. Chrisman stated the city subsidizes Valley Metro. Mr. Thompson noted a ridership
survey would need to be conducted to see if it would be a viable service for the area.
Mr. Patriarca reviewed previous use of this service within county.
Mr. Jarrell inquired about how city advertises public information. Mr. Carr and Mr.
Chrisman discussed the importance of reaching out to area clubs and organizations,
including churches. The county commissioners discussed reaching out to large groups
previously involved in other issues. Mr. Holladay stated the county has use RVTV,
radio, newspaper, retirement centers, civic leaders, and electronic notification. Mr. Carr
stated currently the city is working on street design guidelines, which includes updates
of neighborhood plans.
With no further business or comments, Mr. Jarrell adjourned the meeting at 7:46 p.m
