WORK SESSION:
Mr. Azar called the work session to order at 4:00 p.m.
Approval of Agenda
Mr. Jarrell made a motion to approve the agenda, which passed 5-0.
Approval of Minutes
Ms. Hooker made a motion to approve the minutes of February 16, 2010, which passed
5-0.
Discussion of Zoning Ordinance Amendments (Wind Energy)
Ms. Blankenship provided an overview of different types of wind systems, including
small, micro, hybrid, and utility scale systems. She stated many areas with sufficient
wind to support a system are located in protected areas and cannot be developed. She
reviewed a map illustrating wind class designations for appropriate sites for systems.
She reviewed permitted uses and conditional uses which would require a special use
permit. She then discussed general and design standards including setback
requirements, minimal lot size, and maximum height of structure.
Mr. McNeil inquired about method of measuring structures. Ms. Blankenship explained
stipulations can be applied to the regulations. Mr. Azar inquired about height and
setback restrictions. Mr. Jarrell inquired about easement acquisition for fall zones. Ms.
Blankenship discussed proposed setbacks and fall zones for various types of structures.

Ms. Hooker inquired about the timeline of ordinance. Mr. Thompson discussed current
restrictions and the adoption process of the ordinance. Mr. McNeil noted some
systems could potentially be very large. The commissioners and staff discussed wind
farms currently operating in other states. Mr. McNeil discussed the importance of
being prepared for future proposals. Ms. Hooker noted many ridgetop areas are
federally protected from development. She discussed FAA lighting requirements of
towers. Mr. McNeil discussed concentrating on areas which are practical for this type
of development. Mr. Azar suggested studying individual sections of the county. Ms.
Blankenship discussed incentives available for smaller systems. Mr. Azar discussed
the importance of determining the AMP amounts. He stated systems would also need
storage capability. Mr. Thompson noted monitoring of systems would be needed. Ms.
Hooker expressed concern regarding systems which may be abandoned or
decommissioned. Mr. Holladay suggested measuring setbacks from the property I
ine since buildings may be constructed on adjacent properties in the future.
Commissioner and Staff Comments
Mr. Thompson stated Ms. Audrey Palmer, Community Development's IT Technical
Contact would be available to assist with computer questions and issues at the first
meeting of each month.
Mr. Radford suggested incorporating input received from outside engineers into the
private road standards. Ms. Cronise noted VDOT has changed some private road
requirements.
With no further comments, Mr. Azar adjourned the work session at 4:50 p.m.
EVENING SESSION:
Mr. Azar called the Public Hearing to order at 7:00 p.m. Ms. Hooker gave the invocation
and led the pledge of allegiance.
1. The petition of Roanoke Moose Lodge #284, to obtain a special use permit in a
ARCS, Agricultural Residential, District with conditions and special use permit, to
operate outdoor gatherings on approximately 25 acres, located at 3233 Catawba
Valley Drive, Catawba Magisterial District. Ms. Nicole Pendleton presented the
staff report, including the history of the property and general use standards. She
stated the special use permit would be effective for two years at which time the
petitioner would be required to reapply for another special use permit.
Ms. Hooker inquired about security and fire and rescue provisions. Ms.
Pendleton stated the police department does not have any road requirements.
Ms. Jarrell inquired about the music event and camping. Mr. Thompson
discussed regulations regarding outdoor gatherings and camping.
Mr. Willie Wines, Administrator, Roanoke Moose Lodge #284, stated camping is
permitted at all times behind the lodge. He stated he has spoken with volunteers
for security and others are available to provide emergency services. Ms. Hooker
inquired about the number of security volunteers and how they will be identified.

Mr. Wines stated approximately 10 people will provide security for the event and
will have tags indicating they are security. He noted last year approximately 700
people attended the indoor event. Ms. Hooker inquired about total volunteers
and campers. Mr. Wines stated approximately 75 volunteers and 50 campers
would attend the festival. Ms. Hooker inquired about camping facilities. Mr.
Wines stated at least 50 camping spaces and 30 hook -ups are available. He
stated people with special needs would have first priority for the hook -up sites.
Ms. Hooker inquired about parking in the field. Mr. Wines stated hard surface
parking and parking in the field would be allowed. Mr. Radford suggested using
the term emergency personnel in lieu of the term nurses. Ms. Hooker suggested
having 3 emergency personnel available during the festival. Mr. Wines stated
many lodge members are EMS personnel and would provide assistance during
the event. Mr. Jarrell inquired about traffic circulation from Route 311. Mr.
Wines stated the long driveway will provide an area for incoming vehicles which
will prevent stacking of traffic on Route 311. Mr. McNeil inquired about event
coordination with fire and rescue. Mr. Wines stated he has spoken with rescue
personnel but has not yet spoken with the fire department. He noted he is a
retired firefighter. Mr. McNeil suggested factoring the cost of fire fighter into
event budget. Mr. Azar suggested having an ambulance onsite. Mr. Wines
discussed this issue. Mr. Azar expressed concern regarding allowing fires at the
event. Mr. Wines stated only the individual campsites would be allowed to have
small camp fires. Mr. Azar expressed concern regarding sight distance on Route
311 at night. Mr. Wines discussed current lighting on the grounds. Mr. Azar
suggested that lighting be provided on parking grounds for security and safety
coverage. Mr. Thompson discussed 2010 and 2011 proposed dates for the
event. He suggested deferring the fire issue to the fire marshal. Mr. Azar
inquired about rain dates. Mr. Wines stated the event would be moved inside the
building.
Mr. Bob Colby, 3619 Absalom Smith Road, expressed concern regarding drug
control, curfew of noise, and stage location.
Mr. Wines discussed the proposed location of the stage. He stated the show will
end 11:00 p.m. He noted they do not anticipate drug use at the event. Mr. Azar
inquired about alcohol. Mr. Wines stated they will be selling alcohol. Ms.
Hooker inquired about lighting for the parking area. Ms. Pendleton noted it would
require a photometric plan and is not recommended by staff. Mr. Azar suggested
using a light tower. Ms. Hooker stated since it is a temporary parking area, the
lighting along the road should be sufficient. Ms. Pendleton noted vehicles will be
coming and going throughout the event, as well as security with flashlights. Mr.
Wines stated golf carts with lights will be used during the event. Mr. McNeil
noted sporting events often do not have lighting in overflow parking. Mr. Wines
stated alcohol will not be sold in the concert area.
Ms. Hooker made a motion to recommend approval of the petition to the Board of
Supervisors with the following conditions:
1. Substantial conformance with concept plan dated February 9 2010.

2. Substantial conformance with Detailed Plan of Facilities dated February
11 2010.
3. Maximum number of ticket sales shall not exceed 1,200 tickets sold per
day.
4. The special use permit shall be valid for a period of 2 years, with events
taking place June 3 -5, 2010, and June 2 -4, 2011.
5. The Roanoke Moose Lodge shall notify the Zoning Administrator in writing
of the event contact person with contact information at least 60 days prior
to each event.
6. There shall a 100 -foot buffer along Route 311 where no parking will take
place.
7. There will be no camping in front of the building.
8. A parking plan shall be submitted to the Zoning Administrator for review
60 days prior to each event to determine parking capacity and circulation.
9. There will be at minimum of 10 volunteers to provide security and a
minimum of three (3) emergency medical personnel volunteers during the
event. These volunteers will be identified by vests or badges.
Mr. Thompson called the roll and the motion passed (5 -0) with the following vote:

Final Orders
1. The petition of Green Ridge Baptist Church to obtain a Special Use Permit in a
R -1, Low Density Residential, District to operate a religious assembly on 0.259
acre, located at 2721 Diplomat Road, Catawba Magisterial District was
approved with conditions by the Board of Supervisors at the Public Hearing on
January 26, 2010.
2. The proposed amendment incorporating Vinton Area Corridors Plan into the
Roanoke County Comprehensive Plan was approved and adopted by the Board
of Supervisors at the Public Hearing on February 23, 2010.
