Approval of Minutes Ms. Hooker made a motion to approve both the April 6, 2010, minutes which passed 4-0 and April 20, 2010, which passed 4-0. Tour of Private Roads Commissioners and staff took a tour of various private roads. (4:10 p.m. — 5:50 p.m.) (Break for dinner p.m. to 5:50 p.m. — 6:35 p.m.) Page 1 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES MAY 4, 2010 Private Roads Discussion Ms. Cronise provided an overview of the private road standards, including suggestions proposed by the Roanoke Regional Homebuilders Association. Mr. McNeil inquired about both state standards and county standards regarding grade. Mr. Woodrum discussed using a maximum grade of 15 percent. Mr. Epperley explained VDOT uses ASHTO guidelines regarding this issue. Mr. McNeil expressed concern regarding slope restriction. Ms. Cronise inquired about flexibility on this issue. Mr. Azar stated the work session should be a primarily an exchange of information since all commissioners were not present. Mr. Woodrum discussed maintenance and storm sewer issues on steep slopes. Mr. McNeil requested more information regarding storm -drain shelf dimensions. Ms. Cronise provided examples which would allow pedestrians to walk along side of road and slow down stormwater runoff. Mr. Azar requested this issue be left open for discussion. Mr. Azar inquired about landscaping islands. Ms. Cronise discussed curb and gutter proposal. Mr. Huffman discussed fire and rescue regulations which would allow for the passage of fire trucks. Mr. McNeil discussed the difficulty of trucks turning within roundabout. Mr. Epperley stated the maximum landscaping island could be smaller. Mr. McNeil suggested using fire and rescue recommendations. The commissioners agreed the width islands should be consistent. Ms. Williams stated she would send issues out for comments from the RRHBA members. Ms. Cronise discussed proposed curbing specifications. Mr. Woodrum stated VDOT would like to keep as many as possible at 90 degree angles on curbing. Ms. Hooker stated additional discussion is needed regarding these topics. Ms. Cronise discussed parking grade requirements. Mr. Azar inquired about enforcement issues. Ms. Cronise explained the homeowners' associations for the developments would need to enforce this regulation. Mr. Thompson noted additional discussion will be needed on the proposed regulations. Ms. Cronise discussed design standards for developments and third party inspections of private roads. Mr. Epperley discussed engineering inspection and approval process necessary for private road construction. Mr. Woodrum discussed surety bond and inspection requirements by both VDOT and third party inspectors. Mr. Azar discussed the homeowners' association responsibility for road maintenance and damage throughout construction of the subdivision. Ms. Hooker suggested adding language regarding phasing requirements of projects. Mr. McNeil suggested requiring a timeline from the developer for road development. The commissioners discussed liability issues regarding roads. Ms. Hooker suggested acquiring additional feedback from homeowners residing on private roads in order to determine their concerns and problems. Other Comments Mr. Thompson stated the commissioners have been invited to attend a wind turbine conference sponsored by James Madison University on June 18, 2010, being held in Greenbrier County. Mr. Patriarca announced community meetings regarding Peters Creek/Hollins Community Plan will be held on May 19, 2010 at 6:30 p.m. in the Mountain View Elementary School Gymnasium and on May 20, 2010 at 6:30 p.m. in the Northside Middle School Auditorium.
