Approval of Minutes Ms. Hooker made a motion to approve the May 4, 2010, minutes which passed 4-0. Update on Planning Studies Ms. Micklow provided a brief overview of the Glenvar Community Plan survey results, including demographics, amenities, schools, and libraries. She stated citizens are concerned about industry, recreation, housing, and environmental issues in the area. She discussed stakeholder interviews and community meetings, stating community meetings have been scheduled at Fort Lewis Baptist Church on June 29, 2010, and July 15, 2010, at 7:00 p.m. Ms. Hooker noted the citizens are concerned about the influx of industry in the area. Mr. Holladay discussed interest in making businesses more aesthetically acceptable by developing design standards for the area, which would include sign and parking designs. Mr. McNeil inquired about possible zoning changes in the area. Mr. Holladay discussed this issue, stating an overlay could be added to the Glenvar Community Plan. Mr. Jarrell inquired about housing development. Mr. Page 1 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES JUNE 1, 2010 Holladay and Mr. Obenshain discussed regulations regarding implementation of housing restrictions. Mr. Patriarca provided an update on Peters Creek /Hollins Community Plan, including outreach methods used to acquire input from citizens. He discussed various concerns expressed by citizens, including roads, water and sewer issues, and bus service. He provided a tentative timeline for the development of the plan. He stated they are not going to utilize the advisory committee due to scheduling constraints. Mr. Patriarca briefly discussed stormwater and floodplain issues. Mr. Thompson stated stormwater issues may be more evident in future meetings. Mr. McNeil inquired about acquiring information from citizens. Mr. Patriarca stated staff will be requesting information from citizens through churches, civic leagues, homeowners' association, and radio. Mr. Thompson discussed Hollins Area Plan Implementation plan. He stated staff had a semi - annual meeting with Hollins University on May 5, 2010, noting some issues could be specific to Hollins corridor. Mr. Obenshain stated meeting with Hollins was positive. Mr. Thompson discussed historic resources in the area which may allow them to establish a historical district in order to implement design guidelines. He discussed grant application funding and progression of the greenways development. Ms. Blankenship provided an update of the Vinton Area Corridors Plan Implementation, including sign installation and removal, construction grants, and downtown revitalization. She stated they have evaluated parking in downtown. Mr. Thompson discussed options for covenants and restrictions in the business centers. Ms. Blankenship stated a newsletter is being developed for this area. Other Comments Mr. Holladay stated a Joint Roanoke County /Roanoke City Planning Commission meeting is being planned for August 6, 2010. Mr. Thompson provided an update on the 6 Year Road Plan which was approved by the Board of Supervisors, including road improvements to Cotton Hill Road.
