Mr. Thompson suggested having third party certified professional monitor noise
regulations. Mr. Jarrell inquired if decibel level restrictions could be part of the permit
process. Mr. Thompson discussed this issue. Mr. Jarrell noted enforcement would be
difficult if rely on random inspections by property owners. Mr. Thompson, Mr. Mahoney,
and commissioners discussed noise in various zoning and enforcement of violations.
Mr. Thompson discussed the need for general standards and zoning district standards,
which would include abandonment, removal, and accessory uses. Mr. Radford stated
mortgage underwriters may be concerned about the fall zone of the units. Mr.
Thompson discussed this issue.
Private Road Standards
Ms. Cronise provided a brief overview of the proposed standards. Staff and
commissioners discussed maximum grade and minimum turning radius. Ms. Cronise
and Mr. Mahoney discussed the fire code regulations and issues in other developments.
Ms. Hooker suggested contacting current private road residents regarding roadway
problems and concerns. Ms. Cronise noted the standards include cluster
developments and planned residential developments. Mr. Radford inquired about
general services standards on private roads. Mr. Thompson discussed schools and
general services standards. Ms. Hooker suggested allowing flexibility within the
standards in order to minimize land disturbance. Mr. Huffman discussed difficulty for
ladder trucks to maneuver if allowable grade is increased.
Gateway Corridor Overlay District Process
Mr. Thompson provided an overview of the gateway corridor overlay process, including
matching grant contacts and community outreach. He reviewed the timeline, noting
citizen outreach will include meetings with individuals, businesses, and the various
communities.
Other Comments
Mr. Thompson provided updates on the Hollins Area Plan and Town of Vinton
Implementation Plan.
He announced that a Joint Roanoke County /Roanoke City Planning Commission
meeting will be held on August 6, 2010, in the Roanoke City Municipal Building.
Mr. Thompson provided an update on the Glenvar Community Plan, noting community
meetings are scheduled for both June 29, 2010, and July 15, 2010, at 7:00 p.m. in the
Fort Lewis Baptist Church Fellowship Hall.
Mr. Azar requested to proceed with a closed session with the dismissal of staff
members.
Closed Session
Mr. Jarrell made a motion to go into closed session pursuant to Section 2.2- 3711.A.1 of
the Code of Virginia (1950, as amended) for discussion or consideration of the
appointment, resignation, or removal of a specific public officer or appointee, namely a
member of the planning commission. The motion passed 4 -0.

The closed session lasted from 7:33 p.m. to 7:48 p.m.
Mr. Jarrell made a motion in accordance with Section 2.2- 3712.D of the Code of Virginia
(1950, as amended) certifying that to the best of each members knowledge (i) only
public business matters lawfully exempted from open meeting requirements under this
chapter and (ii) only such public business matters as were identified in the motion by
which the closed meeting was convened were heard, discussed, or considered in the
meeting by the public body. The motion passed 4 -0 with the following recorded vote:
AYES: Azar, Hooker, Jarrell, Radford
NAYS: None
ABSENT: McNeil
With no further business or comments, Mr. Azar adjourned the meeting at 7:50 p.m.
