Ms. Hooker gave the Approval of Agenda Mr. McNeil made a motion to approve the agenda, which passed 5-0. Approval of Minutes Ms. Hooker made a motion to approve the minutes of June 15, 2010, which passed 3 -0- 2, with Mr. McNeil and Mr. Peters abstaining. Mr. Radford made a motion to approve the minutes of July 6, 2010, which passed 4-0-1, with Ms. Hooker abstaining. The petition of Bobby B. Twine to rezone 5.892 acres from AR, Agricultural/Residential, District to 1-2, High Intensity Industrial, District for the purpose of operating a construction yard, located near the intersection of Twine Hollow Road and Meacham Road, Catawba Magisterial District. Ms. Micklow presented the staff report, including an overview of the proposed use and the area land use designation. She also provided input received from citizens regarding traffic concerns. Ms. Hooker inquired about the hours of operation. Ms. Micklow reviewed the revised hours. Ms. Hooker inquired about land use designation. Ms. Micklow discussed the transitional designation of the parcel and surrounding area. Mr. Jarrell inquired about the time change for the hours of operation. Ms. Micklow stated the revised hours coincide with the asphalt company business hours. ROANOKE COUNTY PLANNING COMMISSION MINUTES August 3, 2010 Mr. Nickie Mills, P.E., Abbott Engineering & Surveying, spoke representing the petitioner. Ms. Hooker inquired if the sole purpose for this rezoning was for a storage yard. Mr. Mills explained that although the original concept plan was for a storage yard, the current proposed use is to operate a construction yard. Ms. Hooker expressed concern regarding road conditions and traffic. Mr. Mills described the type of paving equipment and number of daily trips. He discussed the roads, noting some trees will need to be removed which will improve sight distance. Mr. McNeil inquired if sight distance issues are within VDOT's right -of- way. Mr. Mills stated when the study and plan have been completed they will provide sight distance results and an improvement proposal. Mr. McNeil inquired about waterline availability. Mr. Mills stated information regarding this issue should be available this week. Mr. McNeil stated all information should be available prior to action on the petition. Mr. Thompson explained approval will be required during the site plan review process. Mr. Radford inquired about construction of a left hand turning lane. Mr. Mills stated that sufficient area is available to meet the requirement for the development of a lane. Mr. Radford expressed concern regarding fire flow confirmation. Mr. Mills stated he has had detailed conversations with fire and rescue regarding this issue. He stated since property will be used for equipment storage only, they have not anticipated plumbing and sprinkler requirement issues. Mr. Jarrell inquired about water availability to the site. Mr. Mills discussed water availability in the area. Mr. Jarrell inquired if an office would be on the property. Mr. Mills stated the property will strictly be a construction yard with the office operating from within the house. Mr. Jarrell inquired about fuel storage. Mr. Mills stated only a few gallons of fuel would be stored on property. Ms. Hooker expressed concern regarding verbiage on proffer #3. Mr. Thompson discussed the verbiage options. Mr. Mills stated the construction yard would be in operation five days per week. Mr. McNeil inquired about parking on the lot. Mr. Mills stated there will be no outside storage of equipment. Mr. Charles Landis, 5268 Glenvar Heights Boulevard, expressed concern regarding the development of the property, stating the rezoning is a detriment to the area and the request is spot zoning. He also expressed concern regarding the landfill previously constructed in the area. He suggested the petitioner use another parcel for this use. He requested that the commission deny the rezoning. Ms. Kathie Brown, 6233 Meacham Road, expressed concern regarding safety with increased traffic on curves especially during bad weather. She also noted the roadway is not wide enough for large trucks. Ms. Judy Conyers, 4844 Little Bear Road, expressed concern regarding the Glenvar area having a disproportionate amount of industrial zoning. She stated the community is hoping for a planned designated industrial area to be developed from the Glenvar Corridor Study. Mr. Mel Kirby, 6406 Kelley Street, expressed concern regarding safety issues with increased truck traffic turning on Twine Hollow Road and Meacham Road. Mr. Mills noted paving will not take place during bad weather. He stated they plan to improve the current sight distance. Page 2 of 4 ROANOKE COUNTY PLANNING COMMISSION MINUTES August 3, 2010 Mr. Brian Blevins, VDOT, stated a commercial entrance would be required to meet sight distance requirements. He discussed the need for a speed study in this area. He discussed traffic volume which would determine the need for a left hand turning lane and speed study information needed for sight distance requirements. Mr. McNeil inquired about clearing of trees. Mr. Blevins noted it would be part of the site plan process. Mr. Jarrell inquired about sight distance requirements. Mr. Blevins discussed sight distance requirements for both commercial and residential entrances. Mr. Mills discussed the classification of the roads. Ms. Hooker inquired about the status of the speed study. Mr. Mills stated that the speed study has not been completed. Ms. Hooker suggested continuing the petition in order to acquire additional information regarding the petition and historical information of the area. Mr. Peters concurred with Ms. Hooker, noting more information is also needed regarding fire hydrants and water availability in the area. Mr. McNeil expressed concern regarding more information being needed to consider permanently rezoning the property. Mr. Radford noted by right homes could be built on this property which could increase up the traffic counts. He stated more information is also needed on fire flow, speed study, and sight distance. Mr. Jarrell stated detailed answers are needed prior to making a decision on petition. Ms. Hooker made a motion to recommend continuing the petition until the September 7, 2010, Planning Commission Public Hearing, requesting more information regarding traffic, water availability, and history of conversations conducted at time of the development of the Dixie Caverns Landfill. Mr. Thompson called the roll and the motion passed (5 -0) with the following vote: AYES: Hooker, Jarrell, McNeil, Peters, Radford NAYES: None ABSTAIN: None Final Orders There were none. Commissioner and Staff Comments Mr. Thompson stated Joint Roanoke County /Roanoke City Planning Commission Work Session will be held August 6, 2010, at 12:00 p.m. in the Noel C. Taylor Municipal Building.
