WORK SESSION:
Mr. Jarrell called the work session to order at 4:07 p.m.
Approval of Agenda
Ms. Hooker made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr. Radford made a motion to approve the minutes of August 3, 2010, which passed
4-0.
Mr. McNeil made a motion to approve the minutes of August 6, 2010, which passed 4-0.
Ms. Hooker made a motion to approve the minutes of August 17, 2010, which passed
3-0-1, with Mr. McNeil abstaining.
Consent Agenda
Ms. Pattisall provided a brief overview regarding the petition of Laura Bryant. She
described the one acre parcel, noting the owner has five small breed dogs. Ms. Hooker

inquired if any complaints had been received from the neighbors. She also inquired if
the petitioner plans to breed the dogs. Ms. Pattisall explained the petitioner discovered
her need for a special use permit when she tried to purchase dog tags. She stated the
petitioner combined two lots in order to have a one acre lot required to apply for a
multiple dog permit.
Mr. Thompson and Ms. Cronise discussed the status of the proposed private road
standards. Mr. Radford requested that the commission be allowed more time to
develop the standards. Mr. McNeil expressed concern regarding citizens living on
private roads not being satisfied with the homeowners' association's maintenance of the
private roads. Mr. Thompson noted any issue with homeowners' association would be
a civil matter. He discussed the need for standards. Mr. Radford agreed the standards
are needed. Ms. Cronise discussed the need for third party inspections. She stated
currently minimal standards are included in both the cluster development and PRD
regulations. Mr. McNeil questioned the need for private roads standards. Mr. Jarrell
noted it will allow for the development of currently undevelopable land.
Ms. Hooker made a motion to approve the October 5, 2010, consent agenda which
passed 3 -1, with Mr. McNeil voting against the consent agenda.
Vinton Area Corridors Plan Implementation
Ms. Blankenship discussed the quarterly implementation meetings and informational
brochure. She discussed proposed downtown revitalization and updates of the master
plan. Ms. Pattisall discussed opportunities for additional landscaping and streetscape
design. Ms. Blankenship discussed planned road improvements at various locations,
including the Glade Creek low water bridge and William Byrd Middle School. Ms.
Hooker inquired about maintenance of landscaping and signage at the gateway
locations. Mr. Thompson discussed this issue. Ms. Blankenship and Mr. Thompson
discussed the status of the master plan amendments which will include new covenants
for the Vinton Business Center.
Route 419 Plan
Mr. Jake Gilmer, Roanoke Valley- Alleghany Regional Commission, discussed
transportation issues of the Route 419 corridor. He provided a brief history of the focus
group meetings which included issues such as greenways and retail areas. He
reviewed the vision for the corridor which includes safe and efficient mobility and
access. He discussed the plan goals, including traffic congestion, connectivity,
reduction of accidents, and scenic enhancement. He reviewed demographics,
population, and employment of the area. He discussed increasing multi -modal
accommodations, including connectivity with other mass transit systems. He also
discussed implementation which would include multi -modal investments. Mr.
Thompson discussed steps necessary to move forward including funding, incorporation
into the comprehensive plan, streetscape design, and coordination with other
jurisdictions.

Commissioner and Staff Comments
Mr. Thompson reviewed the Board of Supervisors Resolution regarding Non - conforming
Structures.
Mr. Patriarca provided a brief status of the Peters Creek Corridor Study.
With no further comments, Mr. Jarrell adjourned the work session at 5:41 p.m.
EVENING SESSION:
Mr. Jarrell called the Public Hearing to order at 7:00 p.m. Mr. McNeil gave the
invocation and led the pledge of allegiance.
1. The petition of Bobby B. Twine to rezone 6.54 acres from AR,
Agricultural /Residential, District to AV, Agricultural/Village Center, District and to
obtain a special use permit for the purpose of operating a construction yard,
located at the intersection of Twine Hollow Road and Meacham Road, Catawba
Magisterial District.
Ms. Micklow presented the staff report, noting currently the parcel is designated
as transitional land use. Ms. Hooker inquired about outside storage and
buffering requirements. Ms. Micklow discussed both issues, including different
types of buffering requirements. Ms. Hooker noted that the revised site plan is
better fit for the area. Mr. Radford inquired about building and storage of
equipment. Ms. Micklow stated that the nature of equipment is considered
construction equipment. Mr. Thompson discussed proffers and equipment
storage requirements. Mr. McNeil inquired about surrounding zoning. Ms.
Micklow reviewed adjoining zoning. Mr. McNeil inquired about buffering
standards. Mr. Thompson and Ms. Micklow discussed requirements and options
for buffering. Mr. Jarrell inquired about location of buffering. Ms. Micklow stated
described buffering would be facing the public right of way. Ms. Hooker
suggested excluding fence option from buffering.
Mr. Nickie Mills, Abbott Engineering & Surveying, stated they plan to incorporate
large deciduous trees into the buffer. He described the location of the buffering.
He reviewed the landscaping plan, noting they are willing to add evergreens.
Ms. Hooker stated more tree plantings are needed. Mr. Jarrell inquired about
the driveway turn - around. Mr. Mills discussed this issue. Mr. Jarrell noted
there is more exposure on Meachum Road. Mr. McNeil noted more traffic is on
Twine Hollow Road. Mr. Radford suggested integrating evergreen trees with the
deciduous trees. Ms. Hooker stated she approves of the proposed buffering but
more plantings are needed.
Ms. Hooker made a motion to recommend approval of the petition to the Board of
Supervisors with the following conditions:
1. The site shall be developed in general conformance with the concept plan
prepared by Abbott Engineering and Surveying, dated September 1, 2010,
and shall include a Type "A" Buffer.

2. The hours of operation shall be from 7 a.m. to 7 p.m., Monday through
Friday, except for emergency service operations such as snow removal.
3. There shall be no outside storage of materials or equipment.
Mr. Thompson called the roll and the motion passed (4 -0) with the following vote:
