WORK SESSION MINUTES
JANUARY 17, 2023

Call to Order
Mr. James called the meeting to order at 6:03 p.m.
Approval of Agenda
Mr. McMurray made a motion to approve the agenda, which passed 4-0.
Proposed Revisions to Planning Commission Bylaws
Mr. Thompson reviewed the proposed amendments to the Planning Commission
bylaws.
Ms. Nash questioned if citizens are able to make comments when they read the post.
Mr. Thompson answered that citizens are encouraged to send emails if they want to
comment on anything posted.
Discussion of 2023 Planning Commission Work Plan
Mr. Thompson reviewed the 2023 Planning Commission Work Plan. He explained the
intent of staff to look at parcels with outdated proffers to work with Economic
Development to rezone the property to remove the proffers. The Planning
Commissioners and Mr. Thompson discussed that this process would be done at no
expense to the owners of the property. They would only need to agree and fill out
paperwork. Mr. Woltz questioned the difficulty for staff of finding properties with
outdated proffers. Mr. Thompson explained that on GIS, any property zoned with a "C"
on the end notes that the property has conditions.

Mr. Thompson reviewed the process of having a consultant for the zoning ordinance.
Mr. Thompson discussed having citizen input during the process of rewriting the zoning
ordinance, and the possibility of having a citizen's committee.
Mr. James discussed defining affordable housing.
Mr. Bower made a motion to adopt the 2023 Work Plan, which passed 4-0.
Discussion of Roanoke County 200 Plan
Mr. Jones presented the summary of the public input from the 2022 spring meetings
that were held for the Roanoke County 200 Plan. Planning Commissioners and staff
reviewed the proposed land use maps for each CPA.
Comments of Planning Commissioners and Planning Staff
Mr. Thompson noted in other jurisdictions that if applicants come in with a rezoning
application that is not in conformance with the future land use application they require
applicants to fill out a future land use amendment. He noted that typically you amend
the future land use before amending the zoning ordinance. He questioned if the
Planning Commission wanted to consider doing an annual review of the comprehensive
plan, staff would be able to ensure the map is updated.
