Call to Order
Mr. Henderson called the meeting to order at 6:06 p.m.
Approval of Agenda
Mr. Woltz made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr. McMurray made a motion to approve the minutes from January 3, 2023, and
January 17, 2023, which passed 3-0-1 with Mr. Henderson abstaining.
Mr. Bower made a motion to approve the minutes from February 7, 2023, which passed
4-0.
Proposed Revisions to Planning Commission Bylaws
Mr. Thompson noted that bylaws have been posted for 30 days, and the Planning
Commission is now able to take action on the document. Mr. Bower questioned if the
bylaws need to be posted in the Roanoke Times as legal ads do. Mr. Thompson and
Ms. Nash noted that posting on the website is sufficient for these purposes.
Mr. Bower made a motion to adopt the amended bylaws, which passed 4-0.
Discussion of Zoning Ordinance Amendments
Ms. James discussed the proposed amendments for the commercial kennel to allow the
breeding of dogs as a Home Occupation in Roanoke County.
Mr. Thompson introduced the topic of cluster zoning, noting a resolution from the Board
of Supervisors to have staff investigate making a zoning ordinance amendment. Ms.

James noted the stringent standards developers must meet to have cluster zoning.
Planning Commissioners and staff discussed possible changes to the standards for
cluster zoning. They discussed having conversations with developers about cluster
zoning to bring insights into development issues.
Discussion of Roanoke County 200 Plan
Mr. Thompson reviewed future land use designations. Mr. Thompson reviewed future
land use maps from the 1985 Comprehensive Plan and discussed how similar changes
are being made in the Roanoke County 200 Plan. Mr. Thompson noted that he believes
most changes will be made to the Land Use Types in the future land use descriptions.
Mr. Woltz verified that the changes Mr. Thompson was discussing will not affect
property rights, which Mr. Thompson confirmed. Mr. Thompson discussed adding High-
Intensity Residential to be allowed in Core. The Planning Commissioners and staff
reviewed the land use types and determinants for each future land use designation.
Mr. Jones overviewed the Roanoke County 200 Plan Draft Reveal Meetings schedule.
Mr. Thompson reviewed the process of preparing the Roanoke County 200 Plan to be
ready to present to the Board of Supervisors.

There were none.
Comments of Planning Commissioners and Planning Staff
Mr. Woltz questioned a discussion on the federal level of requiring more housing in
different areas and questioned if that is coming to this area. Mr. Thompson noted that
would be something that the County would decide. Mr. Thompson explained that the
federal level is saying that you are not able to take federal money for housing and have
exclusionary zoning. However, Mr. Thompson noted that this is a conversation to be
had about allowing townhouses or apartments in certain zoning districts with a special
use permit. Mr. Thompson discussed what may be on the agenda at the March public
hearing.
Mr. Thompson noted that Alyssa has been going through the 360 properties with
conditions and noted that the economic development authority may be the applicant to
help remove proffered conditions on some of the properties to help encourage
commercial and industrial development.

Mr. Woltz adjourned the meeting at 7:40 p.m.
