ROANOKE COUNTY PLANNING COMMISSION �acJ MEETING MINUTES APRIL 18, 2023 Commissioners Present: Mr. Troy Henderson, Chairman (arrived during the discussion on cluster zoning) Mr. Rick James, Vice-Chairman Mr. Wayne Bower Mr. Kelly McMurray Mr. Jim Woltz Staff Present: Mr. Phillip Thompson, Secretary Ms. Rachel Lower, Senior Assistant County Attorney Ms. Rebecca James Ms. Alyssa Dunbar Mr. Lionel Cruz-Cruz Mr. Ross Hammes Ms. Cecelia Thomas, Recording Secretary Call to Order Mr. James called the meeting to order at 6:07 p.m. Mr. Thompson introduced Megan Baker, Economic Development Director and Karli Foster the new Economic Development Specialist for Roanoke County. Approval of Agenda Mr. Bower made a motion to approve the agenda, which passed 4-0. Approval of Minutes Mr. McMurray made a motion to approve the minutes from March 23, 2023, which passed 3-0-1 with Mr. Woltz abstaining. Mr. Woltz made a motion to approve the minutes from April 3, 2023, which passed 4-0. Discussion of Zoning Ordinance Amendments Mr. Thompson discussed the topic of cluster zoning and explained the request from the Board of Supervisors to further investigate the subject. Mr. Thompson explained that staff met with Alexander Boone, a local developer to discuss cluster zoning. Mr. Thompson presented the draft of the zoning ordinance amendment of cluster zoning. The Planning Commissioners agreed with the presented draft. Mr. Thompson explained that they were requested to look into Industry Type 1 and Industry Type 2 definitions. Ms. James explained that she started by looking at the current use types in Roanoke County. Ms. James reviewed the Industry Type 1 and Industry Type 2 definitions of other localities and noted the differences that she would like to add to the Roanoke County definitions. ROANOKE COUNTY PLANNING COMMISSION MINUTES APRIL 18, 2023 Mr. Thompson discussed the process of these amendments being brought to the Planning Commission at its June 6, 2023 Public Hearing. Discussion of Roanoke County 200 Plan Mr. Hammes presented the summary documents for the Roanoke County 200 Plan. Mr. Thompson reminded the Planning Commission of its previous meetings regarding the plan. Citizen's Comments There were no comments. Comments of Planning Commissioners and Planning Staff Mr. Thompson questioned if the Planning Commission on May 2 would like to do a site visit or to use the time for a work session to discuss the Roanoke County 200 Plan. Mr. Woltz noted that he will not be present for the May 2 meeting. The Planning Commissioners chose not to do a site visit at their May 2 meeting. Mr. Woltz noted that he has had many questions regarding the proposed zoning for Bent Mountain. Mr. Thompson discussed the rural village and rural preserve future land use designations to explain the proposed changes. Ms. Dunbar reviewed her research of creating a list of all of the properties in the County with conditions or proffers. Ms. Lower discussed the Board of Zoning Appeals case that was held in Circuit Court earlier in the day.
