HomeMy WebLinkAbout5/16/2023 - Minutes ROANOKE COUNTY 4iglr' PLANNING COMMISSION 1838 r MEETING MINUTES MAY 16, 2023 Commissioners Present: Mr. Troy Henderson, Chairman (present via phone) Mr. Rick James, Vice-Chairman Mr. Wayne Bower Mr. Kelly McMurray Mr. Jim Woltz (arrived during the discussion on Roanoke County 200 Plan) Staff Present: Mr. Phillip Thompson, Secretary Mr. Alex Jones Mr. Jake Harding Mr. Ross Hammes 'Ms. Cecelia Thomas, Recording Secretary Call to Order Mr. James called the meeting to order at 6:00 p.m. Approval of Agenda Mr. McMurray made a motion to approve the agenda, which passed 4-0. Discussion of Roanoke County 200 Plan Mr. Thompson discussed the history of attaining all of the comments that staff received that will presented in the data presented this evening. Mr. Jones discussed the overview and the outline of the presentation. Mr. Hammes and Mr. Harding reviewed the citizen comments and staff responses for Countywide issues as well as several Community Planning areas. The remainder of the citizens comments will be reviewed at the next Planning Commission meeting. Citizen's Comments Cathy Chandler, 10890 Green Hollow Drive, noted that the comments need to be looked at in regard to recent land use applications. Mr. Jake Harding recommended looking at the packet from this meeting to view staff responses to comments made in reference to the Roanoke County 200 Plan. Mr. James noted that he supports looking at the packet before the June 6th meeting which will cover comments received regarding Bent Mountain. Grace Terry, 4718 Wembley Place, noted that she submitted the comment about preserving historic resources. She explained that they have not gotten over the fact that the Mountain Valley Pipeline is coming. She noted that they have done dozens of comments over the last eight years. She stated that she hopes that they will read her comments. She explained she was not suggesting that there be an Architectural Review Board. Her intent was rather asking for help with preserving historic buildings in the ROANOKE COUNTY PLANNING COMMISSION MINUTES MAY 16, 2023 area. She asked what specifically is Roanoke County suggesting to help. She noted that she included a link to a grant to provide funding to get these buildings listed as a historical resource. Mr. Thompson noted that there are options if individuals wish to have their properties listed as a historical resource. Ms. Chandler, noted that there is knowledge of the hydrology on Bent Mountain due to lidar. She noted that the floodplain is knowable. She noted she will be out of town for the June 6th meeting, so Mr. Thompson offered to hold a meeting with Ms. Chandler before the next meeting to hear her comments. Comments of Planning Commissioners and Planning Staff Mr. Thompson noted that Mr. Will Crawford has left working with Roanoke County and is now with VDOT. Staff is currently looking for a new Transportation Planner. The West. Roanoke River Greenway Feasibility Study will be holding their next set of meetings on July 10th and July 13th. Mr. Jones informed the Planning Commissioners about the next Airport Master Plan meeting and the 2023 American Planning Association Annual Virginia conference.
