Call to Order
Mr. Henderson called the meeting to order at 4:04 p.m.
Approval of Agenda
Mr. Bower made a motion to approve the agenda, which passed 3-0.
Approval of Minutes
Mr. McMurray made a motion to approve the minutes from August 1, 2023, which
passed 3-0.
Consent Agenda: September 5, 2023
1. The petition of Glenmary Drive Roanoke LLC to amend a portion (approximately
19.06 acres) of the Roanoke County Center for Research and Technology Master
Plan to allow warehousing and distribution as a permitted use, located within the
5200 and 5300 blocks of Glenmary Drive, Catawba Magisterial District. Ms. Dunbar
presented the proposed use and noted that it is consistent with the future land use
designation. It was noted that this is an existing business in Roanoke County that is
expanding, and it was clarified that this is a request to allow warehouse and
distribution on this lot only.
2. The petition of Terry Dooley, Jr. to obtain a special use permit to operate a short-term
rental on approximately 0.2363 acre of land zoned R-1, Low Density Residential
District, located at 4501 Girard Drive, Cave Spring Magisterial District. Mr. Cruz-Cruz

presented the location and noted it is in conformance with the future land use
designation. Mr. Thompson, noted that this used to be operated as a short-term
rental and the County received complaints from neighbors. He now operates it as a
long-term rental. However, he would like to have the option of operating as a short-
term rental.
Mr. James made a motion to approve the consent agenda, which passed 4-0.
Citizen's Comments
There were none.
Comments of Planning Commissioners and Planning Staff
Ms. Cronise introduced Mr. Nathan Grim, the new Transportation Planner, to the
Planning Commission.
Adjournment for Site Viewing
Mr. Henderson adjourned the meeting at 4:19 p.m. for site viewing.
EVENING SESSION
Mr. Henderson called the meeting to order at 7:00 p.m.
Invocation
Mr. Woltz led the invocation and pledge of allegiance.
Public Hearings
1. The petition of Roanoke County Public Schools to rezone approximately 12.013
acres from R-3, Medium Density Multi-Family Residential District, to C-1, Low _.
Intensity Commercial District, and to remove the proffered condition on approximately
5.0 acres of land zoned C-1 C, Low Intensity Commercial District with conditions,
located at the end of Burlington Drive, 6305 Peters Creek Road, and 1120 East
Drive, Hollins Magisterial District. Ms. Dunbar presented the history of the property,
its current use, and the proposed use. She noted that the proposed use is consistent
with the future land use designation.
Dr. Nicely spoke regarding the CTE Center. He noted that he views this as an economic
investment for Roanoke County. Chris Burns from Balzer & Associates explained that
the proffered condition that is being removed stems from the condition of Burlington
Drive. He explained that the entrance for this project will be from Peters Creek Drive,
and that road will not be used for the purpose the proffer was intended. Mr. James
questioned the concept plan in the packet is dated for July, and Mr. Burns noted that
there have been changes to the packet. Mr. James questioned if Mr. Burns could
explain what changed, as he knows that they are not offering general or substantial
conformance. Mr. Burns noted that sidewalk has been added to the plan, and a signal
has been added. He noted that he is not aware of any changed to the buffer. Mr. Woltz
questioned how many students attend the school. Dr. Nicely noted that there are
currently 600 students enrolled. Mr. Woltz questioned if the curriculum is going to be
expanded, or if the school will have enough room to expand. Dr. Nicely noted that some

programs will be expanded, some will be added, and they want to have flexible spaces.
Mr. Burns noted that the site has plenty of space for expansion. Mr. Woltz questioned
when they will have plans for how the school will be built. Dr. Nicely said it will be a 6-9
month process for building plans and site plan. Mr. Bower questioned Dr. Nicely when
he refers to a modern facility. He questioned why not build on the existing site. Dr.
Nicely noted that the Citizen's Advisory Committee determined that due to the flood
plain on the site it would be best to pursue a new location.
Mr. James opened the public hearing, and with no speakers present closed the public
hearing.
Mr. Bower made a motion to approve the application, which passed 4-0-1 with Mr.
Henderson abstaining.
Citizens' Comments
Mr. Mike Wray thanked the Planning Commission for the work they do, and explained
that this will be a benefit to Roanoke County.
Comments of Planning Commissioners and Staff
Mr. James noted that Mr. Tim Snyder is with the Botetourt Planning Commission and
welcomed him to the meeting. He thanked him for attending.

Mr. Henderson adjourned the meeting at 7:37 p.m.
