Call to Order:
Mr. Peters called the meeting to order at 6:05 p.m.
Approval of Agenda
Mr. Marrano made a motion to approve the amended agenda, which passed 4-0.
Approval of Minutes
Ms. Hooker made a motion to approve the minutes of March 6, 2012, which passed 4 -0-
1, with Mr. Woltz abstaining.
Mr. Marrano made a motion to approve the minutes of June 4, 2013, which passed 5-0.
Mr. Marrano made a motion to approve the minutes of June 18, 2013, which passed 4-
0-1, with Ms. Hooker abstaining.
Consent Agenda
Mr. Thompson and the Commissioners discussed the proposed Zoning Ordinance
Amendments.
Ms. Pattisall provided a brief overview of the Blue Ridge Autism and Achievement
Center petition, stating the petitioner plans to teach life skills to the students. She
stated they plan to have eight students for a full day as recommended by the State of
Virginia. She stated the petitioner will shuttle students from the existing center to the
proposed site. Ms. Pattisall reviewed the site plan and surrounding zoning. She stated
that she has not received any neighborhood concerns regarding this petition.

Mr. Jarrell made a motion to approve the consent agenda, which passed 5-0.
Route 221 Area Plan Amendment
Ms. Cronise discussed the Route 221 corridor, including the location of the 2009 plans
for water lines and sewer lines. She reviewed the location of existing subdivisions and
utilities, including utility phasing plans. She discussed existing subdivision build-out
analysis including zoning, total lots, and homes constructed. She stated requirements
to subdivide a parcel are based on zoning district, acreage, frontage on a public street,
and access to public utilities. She discussed zoning districts with the utility phasing and
buffer, including an analysis of the 500-foot buffer. She stated zoning designations
along the corridor are predominately agricultural or residential. She discussed road
frontage outside of the subdivisions, including Bent Mountain Road, Mount Chestnut
Road, Twelve O'Clock Knob Road, and Martins Creek Road. She reviewed subdivision
development potential based on currently available road frontage. She stated that with
public water available a maximum of 24 additional lots could be created. She discussed
future land use with utility phasing and buffer plans. She stated 122 residential lots are
available for development within existing subdivisions. She stated future land use
designations support rural development and low density residential and agricultural
uses. Mr. Thompson explained future land use designations, noting the impact on
development is dependent on how far the water line extends from the road. Ms.
Cronise noted the proposed water line will run alongside the road.
Mr. Woltz stated some of the properties are not developable due to topographical and
floodplain issues. He stated current subdivision regulations would allow subdividing
properties without changing character of property. Mr. Marrano inquired about the size
of buffer. Ms. Cronise discussed buffering, noting few developable lots are located
within the proposed buffer. Mr. Marrano discussed water line hookup fees. Mr. Peters
discussed issues reported by Western Virginia Water Authority (WVWA) regarding
Carriage Hills and Forest Edge subdivisions. Mr. Marrano inquired about the need of
the water line. Ms. Cronise discussed wells which are failing in the area. Mr. Jarrell
inquired about the homes affected by the water shortage. Ms. Cronise stated
approximately 150 homes are affected. Mr. Holladay discussed the current public water
system which was taken over by the County in the 1990's. Mr. Woltz suggested
developing well lots in the Autumn and Vista subdivisions which have sufficient water
flow.
Mr. Thompson and the Commissioners discussed the WVWA proposal and the impacts
on the County. Mr. Peters suggested researching fire suppression in this area. Mr.
Marrano noted issues regarding water shortage in this area need to be addressed. Mr.
Jarrell inquired about existing water tanks which serve this area. Mr. Holladay
discussed the history of the existing water tanks. Mr. Marrano inquired about funding.
Mr. Holladay discussed this issue. Mr. Marrano suggested incorporating a walking path
along the water line. Ms. Cronise and Mr. Holladay discussed the location of the
proposed water line.
Mr. Thompson and the Commissioners reviewed the amendment process for the water
line including community meetings, public hearing, and incorporating the amendment
into the Comprehensive Plan if approved. Mr. Woltz inquired about the status of school

construction in the area. Ms. Cronise discussed this issue. Mr. Marrano inquired if a
sewer line would also be constructed. Ms. Cronise stated the sewer line would follow a
different route and is not currently needed. The Commissioners and staff discussed the
use and lifespan of water tanks.
It was the consensus of the Commission to schedule a community meeting in order to
receive public input regarding the proposed water line.
Other Comments
Mr. Holladay stated a Community Meeting will be held on July 25, 2013, to discuss the
temporary closure of the bridge on Starkey Road. He discussed the traffic flow impact,
signage, and detour plan during the closure.
Mr. Thompson provided a brief update on August 6, 2013 Planning Commission Public
Hearing regarding the Blue Ridge Autism Achievement Center and Zoning Ordinance
Amendments.
Ms. Cronise provided a brief overview of the special use permit request submitted by
Brambleton Baptist Church. Ms. Mahoney provided a brief overview of the 3 B
Properties LLC petition requesting to amend the proffered conditions. Both petitions are
scheduled for public hearing on September 3, 2013.
Mr. Thompson discussed the petition of Richard L. Atkinson and Kay S. Atkinson
submitted for public hearing on October 1, 2013.
Mr. Thompson provided an update regarding the Route 11/460 Corridor Study meeting
conducted by VDOT. He reviewed the timeline and funding of the project.
With no further business or comments, Mr. Peters adjourned the meeting at 7:12 p.m.
