HomeMy WebLinkAbout3/5/2024 - Minutes ROANOKE COUNTY a PLANNING COMMISSION 7838 MEETING MINUTES MARCH 5, 2024 Commissioners Present: Mr. Rick—James, Chairman Mr. Wayne Bower, Vice-Chairman Mr. Kelly McMurray Mr. Jim Woltz (present for the evening session) Commissioners Absent: Mr. Troy Henderson Staff Present: Mr. Philip Thompson, Secretary - - - - - _ Ms. Rachel Lower, Deputy County Attorney Ms. Rebecca James, Zoning Administrator - Ms. Skylar Camerlinck, Planner I Ms. Cecelia Thomas, Recording Secretary WORK SESSION Mr. James called the meeting to order at 4:04 p.m. Approval of Agenda Mr. McMurray made a motion to approve the agenda, which passed 3-0. Approval of Minutes Mr. Bower made a motion to approve the minutes from February 6, 2024, and the minutes from February 20, 2024, which passed 3-0. Consent Agenda 1. The petition of the City of Salem Water Department to obtain a special use permit for a major utility service (water tank) on approximately 0.38 acre of land zoned R-1, Low Density Residential District, located at 1490 Hearth Lane, Catawba Magisterial District. Ms. Camerlinck presented on the existing use, proposed use, and the future land use designation. It was noted that the need for the special use permit is due to the increase in height requested by the applicant. 2. The petition of Sheetz, Inc. to remove the proffered conditions on approximately 0.978 acre of land zoned C-2C, High Intensity Commercial with conditions, located at 4143 Franklin Road, Cave Spring Magisterial District. Ms. James presented the existing conditions, and explained the proffered conditions that they wish to remove. Mr. McMurray made a motion to approve the consent agenda, which passed 3-0. • ROANOKE COUNTY PLANNING COMMISSION MINUTES MARCH 5, 2024 Citizens Comments There were none. Comments of Planning Commissioners and Staff There were none. Adjournment for Site Visit Mr. James adjourned the meeting for site viewing at 4:24 p.m. EVENING SESSION Mr. James called-the mee it`ng to order a : p.m. Invocation Mr. Bower led the invocation and pledge of allegiance. Public Hearings -- - 1. The.petition of Kevin Manor to obtain-a special use permit to operate a short-term rental on approximately 1.23 acres of land zoned R-1, Low Density Residential District;located at 4127 MockingbirdHill Road,, Hollins Magisterial District.. Ms. Camerlinck presented on the existing use, current zoning,-and the future-land use - - - designation. Mr. James questioned if house rules exist for this application, which Ms. Camerlinck noted were included in the packet. It was noted that there have been no neighborhood complaints in regards to this property. Mr. Kevin Manor, 4127 Mockingbird Hill Road, noted the reason for the short-term rental was to provide a space for people coming into Roanoke. He noted that they operate through AirBnB. He noted that they primarily rent to hikers. He noted-that they have done really well with it. Mr. James questioned if they have had any complaints from neighbors, which Mr. Manor noted they have not. Mr. Woltz questioned if they strictly use AirBnB, which was confirmed. Mr. James opened the public hearing, and with no one wishing to speak closed the public hearing. - Mr. Bower made a motion to approve the application, with the following conditions: 1. The short-term rental shall be limited to the lower level of the existing residential dwelling (approximately 2,200 square feet). 2. The number of overnight guests shall not exceed six (6) people. The motion passed 4-0. 2. The petition of Neil Aneja to obtain a special use permit to operate a short-term rental on approximately 0.30 acre of land zoned R-1, Low Density Residential District, located at 2726 White Pelican Lane, Cave Spring Magisterial District. Comments of Planning Commissioners and Staff Mr. Thompson noted the March 7th, the Carson Road Safety Improvements community meeting at Bonsack-Elementary-School from 5:00-7:00 p.m He also-noted-the-March 18th, the Peters Creek Road/Williamson Road Multimodal Safety Improvements community meeting at the Hollins Library from 5:00-7:00 p.m. He noted that the new Planner II, Sarah Gilmore, starts on March 18th so they can look forward to meeting her. Mr. Thompson also explained-that staffi ill In the hiring process for a Planner, I. Mr. Thompson noted that staff is working to schedule a joint meeting with the Board of Supervisors to discuss short-term rentals, and will provide an update on that at the Commission's next meeting. Final Orders The Board of Supervisors voted to approve the rezoning fc-(r Appalachian-Power — Company 4-0-1 -with--Tammy Shepard-abstaining. The Board also voted to approve the - rezoning requested by Patricia Sink 5-0.
