Call to Order:
Ms. Hooker called the meeting to order at 6:00 p.m.
Approval —Agenda
Mr. Jarrell made a motion to approve the agenda, which passed 3-0.
Route 221 Area Plan Amendment
Ms. Cronise discussed the Route 221 corridor, including the location of fire hydrants,
schools, and existing development. She discussed the Western Virginia Water
Authority (WVWA) Capital Improvement Program and funding availability. She
suggested conducting a community meeting in September to receive citizen input. Ms.
Cronise reviewed the Utility Phasing plans, noting both fire and rescue and the area
schools would likely be in favor of connecting to the waterline. She stated schools in
the area test water from the existing water tanks each day.
Mr. Jarrell inquired about the need for pumping stations. Ms. Cronise stated the WVWA
will install a pumping station but they are currently unsure of its location. Mr. Jarrell
inquired if they plan to utilize the bridge. Ms. Cronise discussed this issue. She stated
most of the waterline will be located within the VDOT right-of-way which will reduce the
impact to the area. Mr. Marrano inquired about the addition of sewerline if an additional
school is constructed. Ms. Cronise discussed this issue.

The consensus of the Commissioners was for staff to continue researching the addition
of the Route 221 Corridor waterline. Mr. Thompson discussed a tentative timeline,
including conducting a community meeting to receive citizen input.
Transportation Projects
Mr. Holladay provided a PowerPoint presentation regarding transportation projects,
including an overview of 1-81 Corridor Improvement Study, Virginia PPTA Project
Pipeline, Route 11/460 Widening Project, Route 221 Widening Project, and Regional
Surface Transportation Program. He provided information and website links regarding
these projects. He noted research is still being conducted on the proposed 1-73
corridor.
Mr. Holladay discussed progress and funding of the Route 11/460 - West Main Street
improvements, noting some portions of the construction are currently being paved. Ms.
Hooker discussed traffic impacts due to ongoing construction.
Mr. Holladay discussed the Route 221 Widening Project, noting it will be a four lane
divided highway when completed. He discussed the timeline of project, noting Ran
Lynn Drive and Cotton Hill Road will be realigned. He discussed plans to widen Cotton
Hill Road to Monet Drive and add a sidewalk on one side of Cotton Hill Road. Mr.
Thompson stated area property owners are interested in developing the old road bed
into a greenway.
Mr. Holladay provided website links for information regarding the Regional Surface
Transportation Program (RSTP). He stated the findings of the 2010 Census provided
the area access to more funding for improvements. He discussed the collaborative
effort of the surrounding localities in order for the area to acquire stronger results and
more funding. He provided an update on the progress of the Roanoke River Greenway.
Ms. Hooker inquired about funding for damage due to flooding of the greenway. Mr.
Holladay, Ms. Cronise, and the Commissioners discussed this issue. Mr. Holladay also
discussed the ranking system of the projects.
Mr. Holladay discussed the Exit 140 Park & Ride Project, noting it is a collaborative
effort of the County and VDOT. He provided a brief history of site, including the addition
of the Smart Bus and increased carpooling. He stated a cemetery located on the site
will require further research prior to construction. Mr. Holladay discussed options for
people who use the parking lot while it is being developed. He noted a residence
located nearby will require provisions to mitigate light and glare issues from the lot.
Ms. Cronise discussed Plantation Road Streetscape improvements. She stated the
consultants are ready to proceed with the project. She discussed the impact to the
area.
Mr. Holladay discussed the West Main Street Pedestrian Improvements, including
funding of the project. He discussed proposed changes in the striping of the roadway to
accommodate pedestrians.

Mr. Holladay reviewed a letter to the Secretary of Transportation regarding the draft
Fiscal Year 2014-2019 Six Year Improvement Program, including the County's
comments and recommendations.
Other Comments
Mr. Thompson discussed the petitions, Brambleton Baptist Church and 3 B Properties
LLC, which are scheduled for public hearing on September 3, 2013. Mr. Thompson and
Ms. Pattisall provided a brief overview of the petition of Richard L. Atkinson and Kay S.
Atkinson, which is scheduled for public hearing on October 1, 2013.
Mr. Thompson stated staff is researching the status of the gated closure of the BRAAC
second entrance.
Mr. Thompson, Ms. Kuhnel, and the Commission discussed the possibility of revisiting
portions of the wind energy ordinance, including airport impacts, noise issues, and
setback requirements. The consensus of the Commission was to delay discussion of
these issues until all Commissioners are present and can provide input regarding this
consideration.
With no further business or comments, Ms. Hooker adjourned the meeting at 7:44 p.m.
