Discussion of Safe Streets and Roads for All Comprehensive Safety Action Plan
Megan Cronise introduced Thomas Roffe who presented on Safe Street and Roads for
All Comprehensive Safety Action Plan. Ms. Cronise noted potential Roanoke County
Transportation projects.
Discussion of Roanoke County 200 Plan Implementation
Mr. Thompson presented the Recommendations (Chapter 10) from the Roanoke
County 200 Plan to discuss implementation with the Planning Commission.
Discussion of 2025 Planning Commission Meeting Schedule
Mr. James made a motion to approve the 2025 schedule, which passed 4-0.
Citizen's Comments
There were none.
Comments of Planning Commissioners and Planning Staff
Mr. Thompson informed the Planning Commission that a member of Planning staff,
Brian Epperley, Transportation Engineer, passed away on December 2, 2024. They
were informed of the times and location of the visitation and service.
Mr. Thompson noted that staff has no new items to have the Planning Commission
review at their December 16th meeting.
Ms. Cronise informed the Planning Commission of VDOT's "Pardon Our Dust" meeting
regarding the diverging diamond interchange on February 3rd at South County Library
from 5:00-7:00 p.m.

EVENING SESSION
Call to Order
Mr. James called the meeting to order at 7:00 p.m.
Invocation •
Mr. James led the invocation and pledge of allegiance.
Public Hearing
1.The petition of Tracy Etayo to obtain a special use permit to operate a short-
term rental on approximately 0.18 acre of land zoned R-1, Low Density
Residential District, located at 5445 Endicott Street, Hollins Magisterial District.
Ms. Skylar Camerlinck presented an overview of the petition, the current use,
proposed use, and future land use designation. It was noted that the parcel has

been operating as a short-term rental since 2016. Ms. Camerlinck noted that.
there have been no concerns relayed to the County about its operation.
Danielle Cummings, 171 Dove Lane, a friend of Tracy Etayo, represented the
applicant due to the applicant being in Panama. She noted that she is the
secondary contact for the rental property. She noted that the primary contact for
the rental property lives three blocks away from the property. It was noted that
the applicant does live in Panama, but travels to the United States a few times a
year. Ms. Cummings noted that Tracy has given numbers to all the neighbors to
contact should there be any issues. She noted that one neighbor does contact
her, even with minor things. Ms. Cummings noted that the limitation on parking
will be updated to reflect the recommendations of Roanoke County staff. It was
noted that the short-term rental is listed on Airbnb and VRBO. It was noted that
there are cameras on the property so she can monitor what is going on at all
times. It was noted that Tracy does have a cleaning service hired to take care of
the home after every stay.
Mr. James opened the public hearing, and with no one wishing to speak closed
the public hearing.
Mr. Bower noted that this one he would be wary of due to the absentee owner.
However, if this were a local owner he believes that they would pass this without
much question. So given the fact that there is no one here to speak against it,
and the County having no records of complaints he is ready to make a motion.
Mr. Bower made a motion to approve the application with the following (7) seven
conditions:
1. The short-term rental shall be limited to the finished area of the existing
residential dwelling indicated by the applicant (approximately 1,900 square
feet).
2. The number of overnight guests shall not exceed ten (10) people.
3. The number of vehicles allowed at the short-term rental shall be limited to the
number of provided onsite parking spaces located in driveways and other
designated approved parking areas, which is four(4) vehicles.
4. The property owner shall provide and maintain in good working order every
smoke detector, carbon monoxide detector, and fire extinguisher required by
law. Exits required by law shall not be obstructed.
5. The property must maintain a residential appearance. No signage shall be
allowed with the short-term rental use.
6. No events such as parties, banquets, weddings, receptions, meetings, or
similar events shall be allowed with the short-term rental use.
7. A business license shall be obtained from the Commissioner of Revenue for
the short-term rental use.
The motion passed 4-0.

Comments of Planning Commissioner's and Planning Staff
Mr. Thompson informed the Planning Commission that the State of the County is
Thursday, at 7:00 a.m.
Mr. Thompson informed the Planning Commission of the Roanoke County Christmas
Luncheon.
Mr. Henderson made a motion to cancel the December 16th, 2024, Planning
Commission meeting, which passed 4-0.
Final Orders
The rezoning application of Dale Wilkinson was approved by the Board of Supervisors
at its October 22, 2024, meeting. ,
The zoning ordinance amendments to limit the proximity of a tobacco/vape shop within
1,000 feet of a school was approved by the Board of Supervisors 4-1 at its October 22,
2024, meeting.
