Approval of Agenda
Mr. Bower made a motion to approve the agenda. The motion passed .3-0...:
Approval of Minutes
Mr. McMurray made a motion to approve the'December3, 2024, minutes. The motion
passed 3-0.
Consent Agenda .
1. The petition of April Joyce Hernandez Lemus to rezone approximately 12.61 acres: :
from R-1, Low Density'Residential District,:to AR, Agricultural/Residential District,..
located at 1807 Mayfield Drive; Vinton Magisterial District. Ms. Skylar Camerlinck
presented an overview of the petition, the current use, proposed use, and:future land
use designation. She noted this application came to the department through a code.
enforcement complaint. Ms: Camerlinck noted that there have:been some difficulties
with identifying the:property owners.:The deed shows:four property owners, but the GIS
system shows two owners. She noted:that is why the deed is included: She noted that
this application is not consistent with the future•land use designation, but it is consistent
with historical use of the property. Ms. Camerlinck noted that the easement on the
property is for access:to 1811 Mayfield :Drive. The agricultural use of the property was
discussed. Ms. Camerlinck.noted that she has only had one:citizen call about:the . •

application. She noted that the citizen was confused because they thought that it
already was zoned for agricultural use.
2. The petition of B2X Online, Inc., to obtain a special use permit to construct a
broadcasting tower approximately 80 feet tall on approximately 6.972 acres of land
zoned AR, Agricultural/ Residential District, located at 9731 Tinsley Lane, Windsor Hills
Magisterial District. Mr. Thompson presented an overview of the petition, the current
use, proposed use, and future land use designation. Mr. Thompson noted that B2X
Online, Inc. is the contractor for the County's broadband project on Bent Mountain.
3. Proposed Comprehensive Plan Amendment. The proposed amendment would
incorporate the Roanoke County Safe Streets and Roads for All Comprehensive Safety
Action Plan as a component of the Roanoke County 200 Plan. The Comprehensive
Safety Action Plan outlines targeted strategies to improve road safety, reduce crashes,
and promote a culture of responsible driving. Mr. Thompson presented the proposed
amendment.
Mr. McMurray made a motion to approve the consent agenda. The motion passed 3-0.
Election of Officers
Mr. James made a motion to elect Wayne Bower as chairman for 2025. The motion
passed 2-0-1 with Mr. Bower abstaining.
Mr. James made a motion to elect Mr. McMurray as vice-chairman for 2025. The motion
passed 3-0.
Discussion of public comments received on Roanoke County Safe Streets and
Roads for All Comprehensive Safety Action Plan
Ms. Cronise presented the Roanoke County Safe Streets and Roads for All
Comprehensive Safety Action Plan. Ms. Cronise summarized the outreach for the plan.
She reviewed the comments submitted as part of the survey for the plan, as well as
staffs responses to the submitted comments. Ms. Cronise reviewed potential projects
for implementing the Safe Streets and Roads for All Comprehensive Safety Action
Plan.
Amendment of 2025 Planning Commission Meeting Schedule
Mr. Bower made a motion to amend the meeting schedule to move the Commissioner's
December work session from December 16th to December 15th, which passed 3-0.
Comments of Planning Commissioners of Planning Staff
Mr. Thompson noted that Summer Bork, our new Transportation Planner, started today.
Mr. Thompson discussed the flyer for VDOT's Pardon Our Dust Public Information
Meeting for the Route 220 and Route 419 Intersection Improvements that is on Monday,
February 3rd from 5:00 p.m. - 7:00 p.m. at the South County Library. Mr. Thompson
also discussed the flyer for Roanoke County's East Roanoke River Greenway Gap
Feasibility Study meetings. He noted both meetings are from 5:00 p.m. - 7:00 p.m., and

that the meeting dates are February 5th at the Charles R. Hill Senior Center and
February 10th at Mount Pleasant Elementary School.
Final Orders
Mr. Thompson noted that the Board of Supervisors voted to approve the application of
Tracy Etayo with the conditions recommended by the Planning Commission.
Adjournment
Mr. James adjourned the meeting at 7:32 p.m.
