't 1 ROANOKE COUNTY PLANNING COMMISSION MINUTES MARCH 4,2025 Mr. Nathan Grim presented an overview of the petition, the current use, proposed use, and future land use designation. 4. The petition of Roanoke Valley Holdings, LLC to rezone approximately 11.688 acres from C-2S, High Intensity Commercial District with special use permit, to R-3, Medium Density Multi-Family Residential District, located at 5627 and 5633 Williamson Road and along the 5300 and 5400 block of Florist Road, Hollins Magisterial District. Ms. Alyssa Dunbar presented an overview of the petition, the current use, proposed use, and future land use designation. Mr. Woltz made a motion to approve the consent agenda, which passed 4-0. Citizen's Comments There were none. Comments of Planning Commissioners and Planning Staff Mr. Thompson noted the Community Meeting for Route 419 Safety and Pedestrian Improvements on March 13th at Oak Grove Elementary School from 5:00-7:00 p.m. Mr. Thompson noted that the 2025 Planning Commission Work Plan is before them due to the previous copy not including an Annual Review of the Roanoke County 200 Plan. Mr. James made a motion to amend the 2025 Planning Commission Work Plan as recommended by staff. The motion passed 4-0. Adjournment for Site Visit The meeting was adjourned at 4:44 p.m. for site viewing. EVENING SESSION Mr. Bower called the meeting to order at 7:01 p.m. Invocation Mr. Henderson led the invocation and pledge of allegiance. Public Hearings 1. The petition of LovABLE Services, Inc. to obtain a special use permit to operate a drive-in or fast food restaurant on approximately 0.7 acre zoned C-1, Low Intensity Commercial District, located at 6426 Merriman Road, Cave Spring Magisterial District. Mr. Nathan Grim presented an overview of the petition, the current use, proposed use, and future land use designation. Beth Woodrum and her son Chris Woodrum spoke on behalf of their application. She spoke about their nonprofit LovABLE services, and how she wanted to have a business to offer individuals with special abilities job opportunities. She noted that she loves historical buildings, which is what drew them to this location when they were looking to purchase land rather than lease. She noted that they are very excited about this location. Jack Allanwood, 2122 Carolina Avenue, with Parker Design Group, noted that Page 2 of 5 ROANOKE COUNTY PLANNING COMMISSION MINUTES MARCH 4,2025 he assisted with preparation of the site plan for the application and offered to answer any questions. Mr. James questioned how many people are in the workforce currently. She noted that they currently employ 36 young adults at Chris' Coffee and Custard. Mr. James questioned if there were any design constraints or challenges with the historical aspects of the building and the floodplain or floodway. It was noted that they will work with an architect in the near future to work on conserving historical aspects of the building and ensure that nothing will affect it being registered on the registry of historic places. Mr. McMurray questioned if the parking lot being proposed would be connected to Penn Forest Elementary. It was noted that it will be totally separate. Mr. Bower opened the public hearing. Carl Kempa, 107 Kempa Drive, noted that he just wanted to speak in support of this application. He noted that he has known Beth Woodrum for many years and is friends with the Woodrums. He noted that he is a contractor that will probably be involved in this project and is on her board too. He noted that Beth Woodrum has a vision and is driven by that vision. He thinks that from a consumer standpoint that this will be wonderful for the community. He believes that this will be well embraced by the community-and wanted to speak in support of this. Reverend Dwayne Veley, 6425 Merriman Road, noted that he moved here three years ago and took over as the reverend at Covenant Reformed Episcopal Church, directly across the street from the proposed location. He noted that he represents the congregation. He also noted that he lives next door to the church directly across the street from this proposed project. He explained that he met the Woodrum's shortly after moving in. He looks forward to them moving across the street and wishes them well in their endeavor. He thinks that it will be very exciting for his church. He hopes that they can work together with them. He does not know what that will look like but looks forward to that in the future. He noted that he fully supports the petition. Raymond Cobb, 5444 The Peaks Drive, noted that he is a retired banker. He noted that he has seen many companies come and go to meet and perceive needs. Occasionally, they would have a business that had not only an ability to meet and perceive needs in the community, but that also contributed value. He noted that is exactly what LovABLE Services and Chris' Coffee and Custard will do. He noted that he is pretty close to the family and thanked the Planning Commission for the opportunity to affirm what should be done in this County. Paul Rutcker, 6707 Parkway Drive, current owner of Old Starkey school. He noted that he is thrilled with LovABLE services. He never listed the building because he cares about the building. He noted that he hosted multiple class reunions of people who attended that school, who love that school. He noted that he gave away coal from one of the coal bins in plastic bags at one of the reunions- he explained that you would have thought he was giving them gold. There were a lot of great memories there, and that's why he wants to preserve it. He cares a lot about who would get in there, and what kind of business. He did not want the building destroyed or the ceilings lowered. He wanted it Page 3 of 5 S Z ROANOKE COUNTY PLANNING COMMISSION MINUTES MARCH 4,2025 kept like it is. Kept historical-and do something wonderful for the community. He noted that he is thrilled with them going in there and is excited about what they are doing. He thinks that it is a great match. He thinks that it is a great fit for the community. He noted that is the only remaining community building from the old Starkey community which used to have its own magistrate and police department. He noted that it is an interesting and wonderful structure. He is thrilled for them to go in there and thinks it will be a great use for that building. Nirish Shah, 4929 Fox Ridge Road, noted that he happened to be here and is very appreciative of what they are doing and their mission. He explained that as the parent of a special needs child this holds a special place in his heart. He noted he completely supports this and would love to see them move into this space. Mr. Bower closed the public hearing. Mr. Bower noted that he believes that this is something that can add value to our community and our County. Mr. Woltz commented that they see many petitions and believes this is very exciting. He noted that he will be there and thinks that it will be great. Mr. McMurray noted that he has lived off of Starkey since 2013. He noted that he walks the trails in that area all the time with his wife. He noted that this seems like something that is doubly good to him, and he is very excited. Mr. James noted that this is a very special project. He noted that the adaptive reuse of a historical building is outstanding. He noted that he wholeheartedly endorses this project. Mr. Henderson noted that this is a no brainer. Mr. McMurray made a motion to approve the petition with the following one condition: • 1. The property shall be developed in general conformance with the concept plan titled "Chris's Coffee & Custard Concept Plan v2 For Special Use Permit Application" prepared by Parker Design Group dated 01/08/2025, subject to any changes required by the comprehensive site plan review process.
