Camerlinck presented an overview of the petition, the current use, proposed use, and
future land use designation.
4. Proposed amendments to the Roanoke County Zoning Ordinance)The proposed
amendments would: amend Sec. 30-1 (Authority and Citation) in Article I (General
Provisions); add or amend definitions dealing with broadcast tower, wireless
communication facility, and temporary portable storage containers in Sec. 30-28
(Definitions) and Sec. 30-29 (Use Types; Generally) in Article II (Definitions and Use
Types); amend Article III (District Regulations) by adding wireless communication
facility, Class 1, Class 2, and/or Class 3 as a permitted use and/or as a special use in
agricultural zoning districts (AG-3, AG-1, AR, AV), residential zoning districts (R-1, R-2,
R-3, R-4), commercial zoning districts (C-1, C-2), industrial zoning districts (I-1, 1-2), and
the EP (Explore Park) zoning district, and amend the site development regulations of
the EP zoning district; amend and/or add use and design standards for accessory
apartments, mini-warehouse, broadcasting tower, wireless communication facility, class
1, class 2, and class 3, and temporary portable storage containers as a residential
accessory use in Article IV (Use and Design Standards); and amend the development
standards for ground-mounted and pole-mounted solar energy systems in Sec. 30-100-
13 (Solar energy systems) in Article V (Development Standards). Mr. Philip Thompson
presented an overview of the proposed zoning ordinance amendments.
Mr. McMurray made a motion to approve the consent agenda, which passed 4-0.
Citizen's Comments
There were none.
Comments of Planning Commissioners and Planning Staff
Mr. Philip Thompson introduced William King, who is interning with Planning and
Economic Development over the summer. Mr. Thompson noted that Alyssa Dunbar and
her husband Todd welcomed their baby boy into the world yesterday. Both mom and
the baby are doing well. He noted that VDOT is doing a project pipeline study for Route
419 from Starkey Road to Springwood Park Road with a survey that is open until June
16th. He informed the Planning Commission that the housing consultants will be here
June 23-35. He informed the Planning Commission that there is a phishing scam
requesting additional funds be wired for land use applications. He noted that the scam
emails have been sent to IT, the county attorneys, and administration so they are
aware.

Mr. Bower called the meeting to order at 7:00 p.m.

Approval of Minutes
Mr. Woltz made a motion to approve the meeting minutes from April 1, 2025, which
passed 4-0-1 with Mr. McMurray abstaining.
Invocation
Mr. McMurray led the invocation and pledge of allegiance.
Public Hearings
1. Proposed amendments to the Roanoke County Zoning Ordinance. The proposed
amendments would amend Sec. 30-90 (Site Development Plans) in Article V
(Development Standards) regarding the information required on site plans (Sec. 30-90-
1), the format of plans (Sec. 30-90-2), and the minimum standards and improvements
required (Sec. 30-90-4) addressing individual lot drainage, stormwater management,
and erosion and sediment control. The proposed amendments would also amend Sec.
30-100-1 (Plot Plans) in Article V (Development Standards) addressing individual lot
drainage, stormwater management, and erosion and sediment control. Mr. Thompson
explained that these changes need to be amended to be consistent with the erosion and
stormwater management program ordinance. He noted that the Planning Commission
had many questions that he could not answer so he has asked the people who worked
on the erosion and stormwater management ordinance to answer their questions.
Mr. Doug Blount noted that he is very happy to speak to the Planning Commission
tonight regar ing lot drainage. He provided some history on the Omendments and
explained the reasoning behind the proposed changes. He explained the philosophy
behind the changes of ensuring that we are protecting existing homes in Roanoke
County from drainage issues, as well as not discouraging affordable housing in
Roanoke County. He explained working with local developers to ensure that these
changes are ones that everyone can live with, and the process involved in those
decisions.

Mr. James noted that he understands the intent of the changes and he is not as certain
about the interpretation. He noted that the Planning Commission is often told that
affordable hosing is an issue in Roanoke County. He asked Mr. Moneir to explain his
interpretation of a plot plan, whether it is acceptable to use a zoomed in portion of the
subdivision plan to be used as a building plot plan or will a developer have to have an
engineer do double the work. Mr. Tarek Moneir explained the new process for the
required plot plans. He explained the intention behind the proposed changes. Mr.
Moneir gave an example of a parcel that this process would have helped correct. Mr.
Henderson questioned how this process works when there are issues on site. Mr.
Moneir opined that Development Services will work with developers during those
issues. Land Use Disturbance permits and the requirements to obtain one, were
discussed. Mr. Henderson noted he would like to see parameters around what could be
waived by the director. Mr. Bower asked which developers were met with regarding
these changes. Mr. Blount reviewed the names of the legislative committee.

Mr. Bower opened the public hearing, and with no one wishing to speak closed the
public hearing.
Mr. Bower made a motion to recommend approval of the proposed zoning ordinance
amendments with minor changes to Section 30-100-1 of the Zoning Ordinance, which
would require "plot plans for development that disturbs 5,000 square feet or more shall
be prepared by a licensed engineer, a licensed architect, a licensed land surveyor, a
licensed landscape architect or other licensed professional who is registered by the
Commonwealth of Virginia and is conducting their practice in accordance with section
54.1-400 et seq. of the Code of Virginia".
The motion passed 3-2, with Henderson and Woltz dissenting.

There were none.
Comments of Planning Commissioner's and Planning Staff
Mr. Bower commented that there is not a work session in June. He noted that the next
Planning Commission meeting will be in July. Mr. Henderson thanked Mr. Blount for
coming to speak to the Planning Commission on the proposed zoning ordinance
amendments. He noted that he struggled to support the idea that he believes that this
will make it more difficult for anyone wishing to build their own home. Mr. Woltz echoed
Mr. Henderson's comments on not wanting to make it more difficult for anyone wishing
to build their own home. He believes it will be good to have for developing large
developments, but would like to see definitions clarified in the future.
