Mr. Woltz made a motion to approve the:September 2,.:2025, which passed 5-0. Consent Agenda: November 3,.2025 (Monday) 1 . The petition of T.P:B. Enterprises, LLC to rezone.approximately 9;$55 acres of land zoned C-2CS, High Intensity Commercial District:with conditions and special use permit, to R-4C, High Density Multi-Family Residential District with :conditions to construct multi- family dwelling units,:located at 5050 Keagy Road, Windsor Hills Magisterial District. : Ms. Alyssa Dunbar presented an overview of the petition, the current use, proposed use, and future land usedesignation. 2. Proposed Comprehensive Plan Amendment. The proposed amendment:would incorporate the West Roanoke River Greenway Feasibility Study as a component:of:the Roanoke County 200 Plan: The purpose of the West Roanoke River Feasibility ity to d y is to identify multiple realistic alignments for the Roanoke River Greenway between Green Hill Park and Montgomery:County. Mr. Philip.Thompson summarized the history of the draft document that was:provided to the Planning:Commission: ROANOKE COUNTY PLANNING COMMISSION MINUTES OCTOBER 7,2025 Mr. McMurray made a motion to approve the consent agenda, which passed 5-0. Public Hearings 1.The petition of Hamlar Properties, LLC, to rezone approximately 3.8 acres from AR, Agricultural/Residential District, to AV, Agricultural/Village Center District, and obtain a special use permit to construct a multi-family development located at 3037 and 3133 Rutrough Road, Vinton Magisterial District. Ms. Skylar Camerlinck presented an overview of the petition, the current use, proposed use, and future land use designation. Mr. James questioned if the recommended conditions have been discussed with the applicant, which Ms. Camerlinck noted that they had. Mr. James questioned if the buffer requirements were shown on the concept plan, but Ms. Camerlinck noted that they are not. However, it was noted that the buffer requirements will be addressed during the site plan review process. Mr. Beckner and Mr. Hamlar noted that the request is primarily the same. The only change is the request to zone to AV rather than R-3. Mr. Beckner noted that if this project does fail, the property would be rezoned AV which would allow for a single family home to be built. This is unlike the first request which would have the land tied up with the proffers if they had proceeded with the R-3 rezoning. It was noted that for the AV zoning district they cannot increase the numbers of units. Mr. Bower opened the public hearing. C.V. Reed, 3021 Rutrough Road, noted that his home is adjacent to the project. He noted that last century he and his wife lived in Salem for ten years. He noted that the only problem was that they did not own it. He told the story of finding their current home in 2001. He noted that he has seen accidents involving deer, people, skunks, raccoons, and kids. He noted that he has the same concerns that everyone else brought up. He noted that there was a huge bicycle event on Rutrough Road. He noted that if you get 24 families with kids driving and pets on the road you will have more accidents. He opined they should build something community expanding and not something that will bring new traffic. Mr. Bower closed the public hearing. Mr. James questioned Mr. Hamlar regarding the two suggested conditions and confirmed that he was amenable to the conditions. Mr. James noted a Housing Analysis webinar that he attended on Wednesday of last week. He noted that there is a housing shortage in Roanoke County. He expounded on the need for housing in Roanoke County, and how project like this will help with that deficit. Mr. James made a motion to approve the rezoning from AR to AV and to approved the special use permit for multi-family dwellings with the following conditions: 1. The properties shall be developed in substantial conformance with the concept plans entitled "Conceptual Site Plan — 3133 Rutrough Road' and "Conceptual Page 2 of 6 1y ROANOKE COUNTY PLANNING COMMISSION MINUTES OCTOBER 7,2025 Site Plan — 3037 Rutrough Road" both prepared by Jones & Jones Associates and both dated August 28, 2025, subject to any changes required during the comprehensive site plan review process. 2. The building shall be constructed in general conformance to the elevation drawing entitled "Ballyhack Luxury Apartments Hamlar Properties, LLC" prepared by Jones & Jones Associates, dated June 6, 2025, subject to any changes required during the building plan review process. The motion passed 5-0. 2.The petition of Aila Boyd to obtain a special use permit to operate a short-term rental on approximately 0.5 acre of land zoned R-1, Low Density Residential District, located ' at 3352 Colonial Avenue, Cave Spring Magisterial District. Ms. Skylar Camerlinck presented an overview of the petition, the current use, proposed use, and future land use designation. Mr. Bower questioned how this application came to staff,,and it was noted that they contacted the County asking about requirements. Mr. McMurray questioned if staff received any complaints, which Mr. Camerlinck noted they had not. Mr. James confirmed that Ms. Boyd will continue to occupy the top floor of the home. Mr. Wotlz questioned which site the applicant plans on using, and she noted that she had not made that decision. He notified her that she can make the comment that by making the reservation they are accepting the house rules. Mr. McMurray questioned if there will be room for guests to park, which Ms. Boyd confirmed. Mr. Bower opened the public hearing and with no one wishing to speak, closed the public hearing. Mr. McMurray made a motion to approve the special use permit to operate a short-term rental with the following seven conditions: 1. The short-term rental shall be limited to the lower level of the existing residential dwelling (approximately 1,305 square feet). 2. The number of overnight guests shall not exceed four(4) people. 3. One (1) off-street parking space shall be provided for each guestroom in addition to parking spaces required for the principal dwelling. All parking shall be provided on-site and shall be located in driveways and other designated approved parking areas. 4. The property owner shall provide and maintain in good working order every smoke detector, carbon monoxide detector, and fire extinguisher required by law. Exits required by law shall not be obstructed. 5. The property must maintain a residential appearance. No signage shall be allowed with the short-term rental use. 6. No events such as parties, banquets, weddings, receptions, meetings, or similar events shall be allowed with the short-term rental use. 7. A business license shall be obtained from the Commissioner of Revenue for the short-term rental use. The motion passed 5-0. • Page 3 of 6 ROANOKE COUNTY PLANNING COMMISSION MINUTES OCTOBER 7, 2025 y�. 3.The petition of Hotel Shift Capital, LLC to obtain a special use permit to construct 100+ multi-family dwelling units on approximately 3.35 acres of land zoned C-2, High Intensity Commercial District, located at 6510 and 6520 Thirlane Road, Catawba Magisterial District. Mr. Nathan Grim presented an overview of the petition, the current use, proposed use, and future land use designation. Mr. Ben Crew, from Balzer& Associates, overviewed how he became involved in the application. Mr. James asked Mr. Cartwright if they have had similar projects in other localities, which he confirmed. Mr. Cartwright noted projects in Texas and Georgia that are similar to the scope of this application. Mr. James questioned the occupancy rates of the two that are leasing, which Mr. Cartwright noted they are at 70% on one project and 50% on another project. Mr. Woltz questioned the targeted rents for this property, which Mr. Cartwright answered $900 including utilities. Mr. Henderson questioned that he noted that they did not receive help from any municipality, but he had inferred that it was subsidized housing. Mr. Cartwright noted that it will not be Section 8 housing. Mr. Bower opened the public hearing and with no one wishing to speak, closed the public hearing. Mr. Henderson made a motion to approve the special use permit for multi-family dwellings with the following three conditions: 1. The property shall be developed in substantial conformance with the concept plan entitled "6520 Thirlane Road — Multi-Family Redevelopment Concept Plan" prepared by Balzer& Associates dated 9/8/2025 subject to any changes required by the comprehensive site plan review process. 2. The proposed buildings shall be renovated in general conformance to the schematic renderings, exterior elevations, and schematic floor plans (Exhibits B, B1, B2, B3, B4, B5, and B6) prepared by Balzer & Associates dated 9/8/2025 subject to any changes required by the building plan review process. 3. The maximum number of multi-family dwelling units shall be 105. The motion passed 5-0. • 4.The petition of WRV Properties, LLC, to rezone approximately 25.3 acres from ARS, Agricultural/Residential District, to I-1, Low Intensity Industrial District, and to obtain a special use permit to operate a construction yard located at 3233 Catawba Valley Drive, Catawba Magisterial District. Ms. Alyssa Dunbar presented an overview of the petition, the current use, proposed use, and future land use designation. Mr. Ben Crew, from Balzer& Associates, provided a history of the applicants and their business. Mr. Austin Vaughn from WRV Properties, LLC noted his excitement for the project. Mr. James questioned what the plan is for the property. Mr. Vaughn explained that they have always wanted to operate an aquatic facility. He also noted that they are outgrowing their facility on Melrose Avenue in the City of Roanoke. Mr. James questioned if they plan on the baseball field remaining, which Mr. Vaughn noted that they do intend on keeping it. Mr. Woltz questioned if this rezoning will meet all of their needs for the future of their business, which Mr. Vaughn noted that he believes that it will. Randall Hancock, 3344 Absalom Smith Road, noted that he has been a neighbor to the Moose Lodge for the last forty years. He noted that occasionally there was some loud music. He noted that in the last four or five years the property has become overgrown, and something needs to happen with the property. He noted that this is probably a good use for the property, and that it will be a good thing. He noted that he does not know the Vaughn's personally, but they maintain their properties very well. He noted that his only concern is the storage of hazardous materials on site. He just asked that during the site plan review process that it be ensured that the materials are stored safely,so that they do not affect any nearby creeks. Mr. Bower closed the public hearing. Mr. Lee Vaughn noted that he was tasked with handling the storage of chemicals for their existing location. It was discussed that the process for ensuring that the storage of chemicals is considered safe, will be rigorous and must be approved by multiple departments. Mr. Henderson made a motion to approve the rezoning with the following proffered condition and to approve the special use permit for a construction yard : 1. The development of the property shall be in substantial conformance with the concept plan entitled "WRV Properties, LLC" dated 8/26/2025, prepared by Balzer and Associates, Inc. subject to those changes required by Roanoke County during its comprehensive site plan review. The motion passed 5-0. Citizen's Comments There were none. Comments of Planning Commissioners and Planning Staff Mr. McMurray noted that they have spent a lot of time identifying needs for Roanoke County, and that this felt like a great night for Roanoke County. He thanked staff for working closely with the applicants to bring such excellent applications before them. Mr. James seconded his comments and thanked staff. Mr. Thompson noted the Planning Commission's next meeting is on October 21, 2025. He informed the Planning Commission of the community meeting for T.P.B. Enterprises, LLC is on October 22, 2025. He noted that the Glenvar Community meeting is October 29, 2025. Mr. Thompson noted that Cecelia Thomas accepted the position of Development Review Coordinator.
