WORK SESSION:
Ms. Hooker called the work session to order at 4:06 p.m.
Approval of Agenda
Mr. Azar made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr. McNeil moved to approve the minutes of September 1, 2009, and September 15, 2009,
which passed 3-0-1, with Mr. Azar abstaining from approval of September 15, 2009, minutes.
Approval of Consent Agenda
Mr. Holladay stated a community meeting regarding Foxhall Properties, LLC, will be held
October 12, 2009, at 7:00 p.m. in the Glenvar Middle School auditorium.
Mr. Azar made a motion to approve the consent agenda, which passed 4-0.
Mr. Thompson reviewed Mr. Paul Mahoney's memo regarding voting procedures. He reviewed
the proposed amendments to bylaws which include term limits, voting regulations, and time
limits for speakers at public hearings. The commissioners briefly discussed applying time limits
to speakers.

Presentations on Training
MS. MicWOxv and M6. Blankenship provided 8 PovverPoiDt presentation during which they
discussed the Roanoke River Watershed Conference. Ms. K4iCkovvfirst discussed the upper
Roanoke River watershed, hVdnO|O8ic cycle, and pollution issues. K48. Blankenship discussed
trends and issues which impact the watershed, including VVGt8[ quality and quantity, land UG8
and government policies. She reviewed General Assembly House Bill 1177 which allowed for
the development of Virginia Stormvvater Management Program /V8MP\. She stated this
program provides for the consolidation and |OCa| governing of resources. She reviewed
definitions, technical criteria, and fees associated with projects. She reviewed pollutant
restrictions, Total K48XiDlUDl Daily Load (TMC)[). MS. Blankenship discussed the infrastructure
in the Roanoke Valley, including i[8at08Dt plants, p011UbOO control plant, and bulk water sales iO
neighboring localities. She discussed strategic VVeSt8[O Virginia VyGb9[ /\UthO[ib/ (W\8W/\)
programs which include asset Ol8DGgHrOeOt and CODlDlUOitv pnOgn8OlS. She discussed the
impact of transportation OO VV8te[ quality issues, including the effects Of pervious and impervious
surfaces and long range transportation planning.
MS. MicNnw stated the goal of the 2003 Long Range Water Supply Study is t0 insure safe
drinking water. She Stated the study included existing VV81e[ SVGtgRU3, population projections,
d808Dd analysis, and alternative sources of supply. She discussed the |8Odcare programs
which are currently in G[8ySOD County and the Catawba area. She stated the goals include
increasing incomes, improving community services and amenities, and protecting resources.
MS. Pendleton provided a POVVerPoiOt p[8GeDt8tiOO regarding Managing VV8t Weather with
Green Infrastructure. She discussed the consequence of development to U[b@D streams. She
C0DlpGFed the effects of large SbJ[Dls and SDl8|| sbJr[DS. including runoff volume and pOl|Ut8O[S
both pre-development and post-development. She discussed green infrastructure practices,
including amended soils, bioret8DUOO permeable pavements, green roofs and walls, and water
conservation. She stated Upfront costs are often higher but projects provide long range
savings. She stated benefits include increased property values, public health benefits, C[iDle
F8dUCtiVn 8i[ qU@Utv i0pn}Ve0eOt. and surface VV8tOr protection. She stated the Western
Virginia R8giOD8| Jail has iDCD[pO[8t8d g[88D features into the structure. M[. Radford inquired
about implementation of green development. Ms. HDOk8[ inquired about incentives and
regulating green development. Mr. Holladay discussed LEEO incentives and other programs
available. M[. McNeil inquired about cost comparison. M[. ThODlp8OD discussed reducing
requirements for 8tOr0VV@te[ 0@O8g8nneDt ponds which would allow for more 18Od for
development. MS. Pendleton discussed the advantages of using O8UN3 pl8Ots, including
decrease ofmaintenance costs for plantings. Mr. Thompson noted the decrease in costs for
long [e[0O 0naiOtGO@OCG Of retention ponds. M[. McNeil expressed concern regarding the
expense of green roof leakage. yWo. PeDd|8h}O discussed this ieeUe. noting many green roofs
are integrated into new construction. Ms. Hooker discussed the importance of staying abreast
of this type of development. K8F. Azar discussed fees involved in this type of development,
noting the importance Of developer participation.
LEED Incentives
M[. Thompson discussed the importance of exploring greener development and having
incentives available. He discussed the need to have eX80p|ee of this type of development
|OC8||y. He noted green development may be more prevalent 8G land values increase.
Commissioner and Staff Comments
Mr. Thompson briefly updated the commission oD the public hearing petitions.

EVENING SESSION:
Ms. Hooker called the Public Hearing to order at 7:00 p.m. Mr. Radford gave the invocation and
led the pledge of allegiance.
The petition of Fralin S P, LLC, to rezone 12.691 acres from C-2, General Commercial,
District, and R-3, Medium Density Multi-Family Residential, District to R-4C, High
Density Multi-Family Residential, District with conditions for the purpose of constructing
multi-family and townhouse residential units (maximum of 115 units), located at 6044
Peters Creek Road, Hollins Magisterial District. Mr. John Murphy presented the staff
report, including land use designation, history of the property, and stormwater
management. He reviewed concerns from community meeting which included
increased traffic on Nover Avenue. He stated VDOT encourages connectivity of roads.
He stated the facade of the buildings has not been proffered. He stated the petitioner
has agreed 5.5 acres will be dedicated to the county for a stormwater retention pond.
Mr. Robert Fralin, Fralin S P, LLC, stated the proposed development would be a
reduction in density compared to the currently permitted use. Mr. Sean Horne, Balzer &
Associates, Inc., provided a brief history of the process, noting originally the
development was to be zoned R-3. He stated the petitioner has been working in
conjunction with Mr. George Simpson, County Engineer, to dedicate the land in order to
reduce the density. He stated the buffer has been increased in order to keep the
apartments separated from single family residences. He stated the most significant
concern is connecting to Nover Avenue which is the most feasible option. Mr. Fralin
noted they are not adding a connection but using a roadway which already exists. Mr.
Horne stated that although the petitioner has the right to connect to all public roads, he is
limiting access only to Nover Avenue which will serve predominantly existing residents
traveling to the traffic light.
Ms. Hooker inquired about property ownership. Mr. Fralin stated he is a general partner
of Fralin S P, LLC. Ms. Hooker inquired about proffered conditions. Mr. Horne stated
the Master Plan is being proffered. Mr. Mahoney discussed this issue, Mr. Fralin
agreed to the addition of a proffered condition regarding a timeline for amenities. Mr.
Jarrell inquired making Nover Avenue a one way street which would allow exiting only.
Mr. Horne reiterated the intent of using Nover Avenue is connectivity. Mr. Jarrell
inquired about bonding. Mr. Horne noted bonds are required by the county. Mr. Jarrell
inquired about when the walking trail would be constructed. Mr. Fralin stated typically it
would be constructed in phases. Mr. Horne discussed the site plan including the
elevation of the proposed construction and existing homes. Mr. Jarrell inquired about
trash collection. Mr. Horne stated they are working on clumpster placement. Mr. Jarrell
noted the petitioner may need to apply time restrictions for emptying dumpsters. Mr.
McNeil requested information regarding about the conformity to the concept plan. Mr.
Horne stated the petitioner would agree to substantial conformity. Ms. Hooker inquired
if the appearance of the building would be included. Mr. Horne affirmed the appearance
would be included in substantial conformity. Mr. Azar inquired about signage and
fencing design. He also reviewed community concerns regarding phasings of
development. Mr. Fralin stated they plan to build the walking trails as buildings are
completed. Mr. Azar expressed concern regarding incomplete list of materials to be
used. Mr. Horne agreed to use wood or vinyl fencing in compliance with county
requirements. Mr. Azar inquired about maintenance of walking trails. Mr. Fralin stated
the Homeowners' Association (HOA) would be responsible for maintenance. Mr.
McNeil inquired about transfer of responsibility when completed. Mr. Fralin stated he
would be an owner within the HOA. Mr. Horne noted Mr. Fralin would be the
predominant owner of rental units.
Mr. Jarrell inquired about the development of roads and traffic flow. Mr. Scott Woodrum,

VDOT, discussed the review process of the proposed roads. He reviewed the VDOT's
traffic analysis, noting residential traffic was a primary consideration. He explained the
importance of connectivity of roads. Mr. Azar inquired about private roads within the
development. Mr. Woodrum explained the county would not be responsible for roads
within development. Mr. Radford requested more information regarding VDOT's
preference for connectivity of roads. Mr. Woodrum discussed issues which occur in
areas which do not have connectivity of roadways. He stated traffic flow and safety are
important considerations.
Mr. Steve Schmitt, Balzer & Associates, Inc., stated they are working with VDOT to meet
regulations. Mr. Jarrell inquired about developing the property without opening Nover
Avenue. Mr. Murphy explained subdivision requirements. Mr. Jarrell suggested
exploring development of private road access. Mr. Murphy expressed concern regarding
VDOT requiring turning lanes for the development. Mr. Horne stated road would serve
both residential and commercial areas. Mr. Mahoney discussed private road standards
in Planned Residential Developments. Mr. Murphy discussed private roads in R-3 and
R-4 zoning districts. Mr. Horne explained the private road would extend across property
and would include a commercial entrance. Mr. McNeil inquired about issues if property
is sold. Mr. Horne discussed commercial entrance options of the C-2 zoned properties.
Mr. Radford expressed concern regarding private roads in mixed use areas.
Mr. Radford inquired about regional stormwater management. Mr. Simpson discussed
stormwater management, including the 5.5 acres which will be dedicated to the county.
He discussed the history of the property. He stated the pond will provide a major
advantage downstream from the site. Mr. Jarrell noted residents on Nover Avenue have
previously experienced stormwater runoff issues. Mr. Simpson noted drainage in this
area is poor due to the flat topography.
Mr. Thomas Bandy, 1312 Nover Avenue, expressed concern regarding safety of children
in the area due to speeding vehicles and increased traffic. He also expressed concern
regarding maintenance of the proposed the development.
Ms. Deborah Reedy, 1343 Nover Avenue, expressed concern regarding traffic and
grading impacts to Vivian Avenue and Nover Avenue.
Mr. Horne discussed grading of Nover Avenue. Mr. Jarrell inquired about the
construction of a retaining wall. Mr. Horne discussed maximum height of the retaining
wall. Mr. Jarrell stated growth is positive for the area but impacts on neighborhood are
unfortunate. Mr. Azar noted it is an opportunity to acquire a good development. Ms.
Hooker requested proffered conditions be clarified. The petitioner, commissioners, and
staff discussed and agreed on the proffered conditions as follows:
1. The developer hereby proffers substantial conformance with the "Suncrest
Masterplan", prepared by Balzer and Associates, Inc. dated 4-3-09, revised 8 -7-
09, and last revised 8-31-09.
2. The developer proffers a maximum of 115 residential units for the R-4 portion of
the subject property.
3. There will be no vehicular access from Vivan Avenue to the subject parcel.
4. Signage for the Suncrest community will be provided by a monument style sign
not to exceed 8' in height and 15' in width and be in compliance with Section 30-
93 Signs of the Roanoke County Zoning Ordinance.

5. Site and parking lot lighting shall be provided utilizing residential post top
mounted fixtures and be in compliance with Section 30-94 Exterior Lighting of the
Roanoke County Zoning Ordinance.
6. A 15' buffer yard shall be provided along the eastern property line and a portion
of the northern property line as indicated in Section 30-92-6 of the Roanoke
County Zoning Ordinance.
7. The community walking trail shall be a minimum of 5' in width and be constructed
of asphalt, concrete, or a crushed stone material to be completed with each
residential phase of construction.
8. The developer hereby proffers substantial conformance with the "Suncrest
Multifamily Residential Development Front Elevation", prepared by Balzer and
Associates, Inc. dated 9-16-09.
9. The developer shall dedicate fee simple to the Roanoke County Board of
Supervisors approximately 5.5 acres as shown on the "Suncrest Masterplan"
prepared by Balzer & Associates Inc. dated 4-3-09, revised 8-7-09, and last
revised 8-31-09. This dedication shall take place upon the approval of the
subdivision plat or site plan for the first residential phase of the project.
Mr. Jarrell moved to approve the petition including nine (9) conditions to the Board of
Supervisors.
Mr. Thompson called the roll and the motion passed (5-0) with the following vote:

2. The petition of StellarOne Bank and Bonsack Baptist Church Trustees to rezone 4.64
acres from R-1, Low Density Residential, District and R-1S, Low Density Residential,
District with a special use permit, to C-1, Office, District for the purpose of constructing a
bank with a drive-thru, located at 4903 and 5007 Cloverdale Road, Hollins Magisterial
District. Ms. Nicole Pendleton presented the staff report, including the current zoning
regulations and concept plan. Mr. Radford inquired about signage. Ms. Pendleton
discussed signage options in C-1 zoning district.
Mr. Sean Horne, Balzer & Associates, Inc., discussed the need for both the bank and
church properties to acquire additional access to the traffic light. He discussed bank
signage, noting the bank prefers not to proffer signage. Mr. Jarrell requested the
commission be shown a rendering of signage. Mr. Horne agreed to this request. Mr.
Radford inquired about church parking. Mr. Horne stated the parking will serve as
auxiliary parking for the church. Mr. Jarrell inquired about the status of the barn. Mr.
Horne stated the barn will remain intact. He stated the bank would be willing to proffer
the signage if allowed to have monument style sign in conformity with the county
standards. Mr. Azar expressed concern regarding visibility of signage for nearby
neighborhood. The petitioner, commissioners, and staff discussed signage.
Mr. Larry Patton, StellarOne Facility Director, stated the company has several signage
styles. He expressed concern that restricting signage would reduce visibility of the
building location for potential customers. He stated the signage would complement the
building style of the bank. Mr. Jarrell suggested continuing the petition in order to

review signage. Mr. McNeil discussed monument signage on other properties nearby.
Mr. Horne noted the church would prefer to move forward with the petition. Ms.
Pendleton discussed staff's recommendation regarding signage height. Mr. Azar
reiterated continuing the petition until more detailed information is received regarding
signage. The petitioner, commissioners, and staff discussed signage. The petitioner
agreed to the following proffered conditions:
The petitioner hereby proffers substantial conformance with the "StellarOne
Bank", Exhibit 'A' Conceptual Masterplan, prepared by Balzer and Associates,
Inc., dated 08/07/09 and amended 09/16/09, for Future Tract 'A' and substantial
conformance for access provided on Future Tract 'B'.
2. The architecture of the building to be constructed on Tract 'A' will be in
substantial conformance with Exhibit 'B', dated 08/06/09.
3. Signage shall be a monument style with a maximum height of 10 to the top of the
sign structure. The sign face shall not exceed 40 square feet of sign area. This
condition shall apply to both tracts "A" and "B". This proffer, however, will not
prohibit the incorporation of an electronic readerboard into either monument sign.
Mr. Jarrell moved to approve the petition including conditions to the Board of
Supervisors.

3. The petition of Fountain Head Land Company, LLC, to amend the Planned Residential
Development Master Plan related to at-grade golf cart crossing on Pitzer Road for
Fountain Head Golf Resort (Ballyhack) which measures approximately 375 acres, Vinton
Magisterial District. Mr. John Murphy presented the staff report.
Mr. Barry L. Draper, 4266 Horseshoe Bend Road, voiced concerns regarding the
petition. He discussed safety issues with the site, noting several accidents have
occurred in this area. He stated he supported the original request believing a tunnel
under the road would be constructed for the golf cart crossing on Pitzer Road.
Mr. Gerald Sink, 3455 Pitzer Road, expressed concern regarding safety near the
proposed crossing due to vehicles travelling at a high rate of speed in this area.
Mr. Azar stated the citizens were told the golf course would have tunnel access for the
Pitzer Road crossing. Mr. McNeil agreed, noting an at-grade crossing was never
mentioned during the previous public hearing. Mr. Radford suggested allowing the at-
grade crossing and constructing the tunnel when economy improves. Mr. Jarrell stated
the commission previously agreed the tunnel would be constructed. Mr. Horne
discussed allowing the at-grade golf cart crossing for 2-3 years until the economy has
stabilized. He noted the tunnel was previously scheduled to be built in conjunction with
the clubhouse. Mr. McNeil inquired about when the clubhouse would be constructed.
Mr. Horne stated it was scheduled to be constructed in spring 2010.
Mr. Azar expressed concern regarding safety issues. Ms. Hooker discussed the similar
safety issue when farm equipment crosses Pitzer Road. She noted other by-right uses
may increase density. Mr. McNeil inquired about enforcement of time limit if crossing

temporarily allowed. Mr. Mahoney discussed enforcement of this issue
Mr. Azar moved to approve the amended PRD including conditions to the Board of
Supervisors.

Final Orders
1. The petition of Clyde and Amelia Roberson to obtain a Special Use Permit in a R-1, Low
Density Residential, District to operate a private stable on 35.987 acres, located at 1927
Laurel Mountain Drive, Catawba Magisterial District was approved with condition by the
Board of Supervisors at the Public Hearing on September 22, 2009.
Staff and Commissioners' Comments
Mr. Thompson stated a community meeting will be held on Foxhall Properties, LLC, on Monday,
October 12, 2009 at 7:00 p.m. in the Glenvar Middle School Auditorium.
Mr. Thompson also stated the Town of Vinton will have a work session regarding the Vinton
Corridors Study on October 8, 2009. Mr. McNeil affirmed he would be attending the work
session.
Mr. Azar requested that a Planning Commission link be placed on the first page of the Roanoke
County website to allow for easier access of information.
With no further business or comments, Ms. Hooker adjourned the meeting at 9:57 p.m
