Approval of Agenda Mr. Marrano made a motion to approve the agenda, which passed 3-0. Aqproval of M Mr. Woltz made a motion to approve the minutes of August 6, 2013, and August 20, 2013, which passed 3-0. Consent Mr. Thompson provided an overview regarding the petition of Richard L. Atkinson and Kay S. Atkinson, including a brief history, surrounding zoning, and future land use. He stated the house on the property is a rental property and the petitioners do not live onsite. He stated the petitioners' son owns the adjacent property. He stated currently seven pigs are kept on their property. He discussed possible conditions and allowable uses if the property is rezoned. He stated the petitioner plans to use the pigs for personal use and not commercial use. Mr. Thompson and the Commissioners discussed the surrounding zoning and rural nature of the area. r r, Fmxrmsyaswll r -Tmmmn. Mr. Marrano inquired about the status of Explore Park. Mr. Thompson and Ms. Kuhnel provided an update. ROANOKE COUNTY PLANNING COMMISSION MINUTES SEPTEMBER 3, 2013 Mr. Thompson and Ms. Mahoney briefly reviewed the 3B Properties LLC petition including the existing proffered conditions. With no further comments, Ms. Hooker adjourned the work session at 4:26 p.m. for site viewing. EVENING SESSION Ms. Hooker called the Public Hearing to order at 7:00 p.m. Mr. Woltz gave the invocation and led the pledge of allegiance. 1. The petition of Brambleton Baptist Church to obtain a Special Use Permit in a C- 1, Office, District for the operation of a religious assembly on approximately 0.58 acre, located at 4313 Old Cave Spring Road, Windsor Hills Magisterial District. Ms. Cronise presented the staff report, including surrounding zoning, concept plan, signage, and future land use designation. Mr. Woltz inquired about parking. Ms. Cronise discussed this issue. Mr. Marrano inquired about signage. Ms. Cronise stated allowable signage would be a multi- tenant sign. Mr. Tim Spear, Pastor, discussed proposed signage. He stated he has consulted an architect who has recommended constructing a wheelchair ramp to improve accessibility. Mr. Marrano inquired about the operation of the church. Mr. Spear discussed the history, number of parishioners, and budget issues of the church. Ms. Hooker opened the public hearing for public comment. With no citizens requesting to speak, Ms. Hooker closed the public hearing. Mr. Woltz made a motion to recommend approval of the special use permit with the following condition: 1. Only one freestanding sign shall be permitted to serve all office building tenants. Mr. Thompson called the roll and the motion passed (4 -0) with the following vote: AYES: Hooker, Jarrell, Marrano, Woltz NAYES: None ABSTAIN: None 2. The petition of 3 B Properties LLC, to amend the proffered conditions on property approximately 0.343 acre in size and zoned C -2C, General Commercial, District with conditions, located at 4345 Brambleton Avenue, Windsor Hills District. Ms. Mahoney reviewed the existing proffered conditions. She stated petitioner recently signed a three year lease agreement with Vogue Cleaners. She discussed surrounding zoning, noting nearby businesses include a car wash and retail sales. Page 2 of 4 ROANOKE COUNTY PLANNING COMMISSION MINUTES SEPTEMBER 3, 2013 Ms. Sherri Beregovoy, 3 B Properties LLC, discussed potential difficulty marketing the property with the current proffered conditions if the current dry cleaning business terminates their lease. Ms. Hooker opened the public hearing for public comment. With no citizens requesting to speak, Ms. Hooker closed the public hearing. Mr. Woltz made a motion to recommend approval to remove the proffered conditions. Mr. Thompson called the roll and the motion passed (4 -0) with the following vote: AYES: Hooker, Jarrell, Marrano, Woltz NAYES: None ABSTAIN: None Final Orders 1. The petition of Blue Ridge Autism and Achievement Center to obtain a Special Use Permit in a R -1, Low Density Residential, District for operation of an educational facility, primary/secondary on approximately 2.967 acres, located at 8132 Olsen Road, Hollins Magisterial District was approved by the Board of Supervisors at a Public Hearing on August 27, 2013. Mr. Woltz inquired about the status of the security gate at the main school. Mr. Thompson discussed this issue, noting that gating one of the entrance sites is a safety provision for students because it prevents through traffic at the school. Citizen Comments With no citizens requesting to speak, Ms. Hooker closed the citizen comment period. Commissioners' and Staff Comments Mr. Thompson requested guidance from the Commission regarding prioritization of future projects. The consensus of the Commissioners was to have a work session to discuss future projects. Mr. Marrano inquired about the status of the proposed Zoning Ordinance Amendments. Mr. Thompson stated the proposed amendments have been scheduled to be discussed at the September 10, 2013 Board of Supervisors Work Session.
