Please note that no formal meeting minutes for the Planning Commission's March 30, 2010, special meeting were developed. All five Commissioners attended, as did Joe O, Doug, Philip, Tammi, Lindsay and me. We looked at and drove through Gander Way, Plantation Road, and all of the side streets to include the Old Dominion Trailer Court. Based on the presentation I gave at the February 16th Work Session we talked about the uses that would continue to be permitted, the uses that would need special use permits and the uses that would become nonconforming using the materials I provided last night. By the end of the trip the Commissioners said that they were fine with the proposed limited uses and new nonconformities. Doug also agreed on the proposed uses. We also discussed lighting heights and the numbers that they are comfortable with are between 18 and 25 foot heights from grade, which fits in with most of the lighting currently on Plantation and Gander Way. The signage discussion was merged with setback discussion. They liked the idea of having a maximum 20 foot setback from Plantation which would not leave much room for signage and would affect the appropriate signage scale. We talked about the possibility of having a small monument -style sign (6 feet tall or so) closer to the road with a larger building- mounted sign (similar to Carpetland's situation) or allowing a larger sign with a smaller building - mounted sign as a trade -off. Thanks again to Lindsay and Chris for providing the lighting and signage details from their site inventory two years ago! Thanks also to Becky for additional sign permit information on the newer signs in the area. Steve Azar also requested that we look into fencing requirements as the chain -link fences along Plantation and within the GCOD area could be improved. They liked the black wrought -iron fencing at ITT's newer building along Lila Drive. We will also look into gas station/convenience store canopy requirements. They are also interested to know how property assessments will change with the new overlay and I will check with Real Estate on that topic. The next step is scheduling a community meeting for the affected property owners and surrounding community. I will start looking at dates in May (once Timberbrook is past the PC) to hold this meeting. I would greatly appreciate any feedback on the materials, concepts, discussion, etc. This is a pretty new concept with lots of detail involved and I want to make sure that we're covering all of the angles and not going overboard so please let me know what your thoughts are!
