Call to Order:
Mr. Peters called the meeting to order at 6:00 p.m.
Approval of Agenda
Mr. Marrano made a motion to approve the agenda, which passed 4-0.
Data Driven Policing
Mr. Howard Hall, Chief of Police, provided a PowerPoint presentation regarding police
resources and crime analysis in order to proactively provide police coverage in the
County. He reviewed calls for service (CFS), including traffic stops, building checks,
and warrants. He stated a small increase in the number of calls occurs during the
summer months. He described call types such as suspicious circumstances, traffic
crashes, domestic issues, and theft. He discussed the breakdown of CFS locations and
types of issues in those areas including medical assist calls. Ms. Kuhnel noted some
calls are directed to child protective services,
Mr. Hall discussed traffic crash data including the number and location of accidents.
He described methods his staff uses to compile data, which includes using the CAD
system and a density overlay of crash locations. He discussed the incidence of criminal
offenses including homicide, sex offenses, aggravated assault, and property crimes.
Mr. Hall stated that Data Driven Approaches to Crime and Safety (DDACTS) is the
operational model which uses integration of location based crime and traffic data to
establish effective and efficient methods for deploying law enforcement and other
resources. He stated this method focuses, on geography and overlap of incidents to
create target areas. Mr. Peters inquired about 1-81 corridor crashes. Mr. Hall stated the

State Police primarily cover this area with assistance from the County, Mr. Hall
discussed patrol type coverage in target areas. He stated Roanoke County, Roanoke
City, City of Salem, and Town of Vinton police departments, plan to work together in
order to provide better police coverage. Mr. Woltz inquired about patrol areas. Mr. Hall
discussed this issue, noting State legislation has been passed to allow law enforcement
from different localities to work in conjunction with each other. Mr. Thompson inquired
about acquiring crash data from the State Police, Mr. Hall discussed this issue.
Mr. Hall, Mr. Thompson, and Ms. Cronise discussed providing information to the police
department regarding land use development which could impact police coverage.
Mr. Peters recessed the meeting at 7:23 p.m. and reconvened at '7:28 p.m.
Richfield Retirement Center Entrance Road Improvements
Ms. Cronise, Mr. Thompson, the Commissioners discussed funding of the improvement
project. Ms. Cronise provided a PowerPoint presentation regarding the matching grant
application, including proposed signage. Mr. Jarrell inquired about the cost of proposed
signage. Ms. Cronise discussed this issue and reviewed application regulations. She
discussed design guidelines in the Glenvar area. Ms. Hooker stated evergreen trees on
the property need to be replaced since previous plantings were unsuccessful. Ms.
Cronise and the Commissioners discussed proposed signage style, dimensions, and
location. She reviewed proposed landscaping and fencing. Mr. Marrano inquired about
sidewalk plans. Ms. Cronise discussed plans for sidewalks ' in this area. She reviewed
project costs and approved funding. She discussed program compliance and project
'timeline.
Potential Planning Projects
Mr. Thompson discussed the status of staffing vacancies within the Planning
Department. Mr. Thompson and the Commissioners discussed future planning projects.
He discussed Comprehensive Planning which includes Route 221 Area Plan
Amendment, noting the next step will be a community meeting to receive input from
citizens. He discussed reviewing the Comprehensive Plan including citizen outreach,
update of plan sections, and Vision statements. He discussed updating Route 419
Frontage Plan including a landuse plan. Ms. Cronise noted this area has a current
landuse designation of transition with high traffic volume. Mr. Marrano discussed the
importance of encouraging businesses locate in Roanoke. He discussed developing a
new plan for each community, including engaging the citizens in the process. He
discussed consolidating information regarding the Blue Ridge Parkway, including
potential impacts and recommendations for protection of the parkway.
Mr. Thompson, Ms. Cronise, and the Commissioners discussed conducting an analysis
of all areas to determine commonalities which could be incorporated into the Use and
Design Standards. Ms. Hooker noted each area has different nuances. They
discussed the Corridor Improvement Plan including VDOT Comprehensive Roadside
Management Program. They discussed updating of Demographics and Housing
information.

They discussed Zoning Ordinance Amendments, including review of zoning districts,
available commercial /industrial areas, and analysis of existing proffers. They
discussed Future Ordinance Amendments and Comprehensive Plan. Mr. Marrano
discussed the importance of citizens understanding the Vision of the County, Ms.
Cronise suggested also connecting the Zoning Ordinance to the Greenway Master Plan.
Mr. Woltz inquired about revisiting the Wind Energy regulations, Mr. Thompson
discussed procedural action needed in order for the Planning Commission to review the
regulations.
Ms. Kuhnel and Mr. Thompson provided status update of the proposed Zoning
Ordinance Amendments. Mr. Thompson stated the Board of Supervisors will have a
work session on October 8, 2013, regardingi the proposed amendments.
Other Comments
Mr. Thompson and the Commissioners briefly discussed upcoming public hearings.
Mr. Thompson stated Board of Supervisors and Virginia Recreational Facilities Authority
will conduct an open house to discuss the status of Explore Park on September 19,
2013, at 6:00 p.m. at the Blue Ridge Parkway Visitors Center.
With no further business or comments, Ms. Hooker adjourned the meeting at 8:51 p.m.
