HomeMy WebLinkAbout1/7/2014 - MinutesCommissioners Present: Ms. Martha Hooker Mr. Gary Jarrell Mr. Gene Marrano Mr. Jim Woltz (arrived after election of officers) Staff Present: Mr. Philip Thompson Mr. Paul Mahoney, County Attorney Mr. Ruth Ellen Kuhnel, Senior Assistant County Attorney Ms. Megan Cronise Ms. Becky Mahoney Ms. Tara Pattisall Ms. Susan McCoy, Recording Secretary Guest: Mr. Rick James Work Session: Ms. Hooker called the work session to order at 4:13 p.m. Approval of Agenda Mr. Marrano made a motion to approve the agenda, which passed 3-0. Election of Officers Mr. Thompson opened the floor for nominations of chairman for the 2014 calendar year. Mr. Jarrell nominated Ms. Hooker. No other nominations were received and the commission unanimously voted for Ms. Hooker as chairman for 2014. Ms. Hooker opened the floor for nominations of vice-chairman for the 2014 calendar year. Ms. Hooker nominated Mr., Jarrell. No other nominations were received and the commission unanimously voted for Mr. Jarrell as vice-chairman for 2014. Approval of Minutes Mr. Marrano made a motion to approve the minutes of December 2, 2013, and December 16, 2014, which passed 3-0-1 with Mr. Jarrell abstaining. Consent Agenda Ms. Pattisall provided an overview of the Carol Lachowicz petition, including a brief history of the 2009 rezoning of the property and existing proffers. Ms. Pattisall and the Commissioners discussed current zoning, private road standards, and potential density of the property. Page 1 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES JANUARY 7, 2014 Ms. Mahoney provided an overview regarding the petition of Daniel Smith, including surrounding zoning, land use designation, concept plan, and buffering requirements. She stated proposed plans will include a mobile structure. Ms. Mahoney and the Commissioners discussed visibility, signage, and surrounding businesses. Ms. Mahoney, Mr. Thompson, and the Commissioners discussed mobile structures, parking availability, and inspection requirements. Mr. Jarrell made a motion to approve the consent agenda, which passed 4-0. Final Orders 1. The petition of Gary and Tamera Tickle to rezone approximately 0.93 acre from C-1, Low Intensity Commercial, District to C-2, High Intensity Commercial, District and to obtain a Special Use Permit for the operation of a car wash, located at 1905 Electric Road, Windsor Hills Magisterial District was approved by the Board of Supervisors at the Public Hearing on December 10, 2013. Mr. Thompson stated the petition of Roanoke County Board of Supervisors to rezone approximately 0.51 acre from R-1, Low Density Residential, District to C-2, High Intensity Commercial, District, located at 3319 and 3323 Westmoreland Drive, Cave Spring Magisterial District was withdrawn by the petitioner. Citizens' Comments There were none. Commissioners' and Staff Comments Mr. Marrano inquired about the status of the Blockbuster sign on Route 419. Ms. Cronise, Mr. Thompson, and Ms. Kuhnel discussed signage regulations with the Commissioners. The Commissioners and staff welcomed Mr. Rick James to the Planning Commission. Ms. Cronise stated an Open House will be conducted at Comfort Inn & Suites, located at 7860 Plantation Road on Thursday, January 30, 2014, to discuss the preliminary improvement plans for Plantation Road.
