Call to Order
Ms. Hooker called the meeting to order at 6:00 p.m.
Approval of Agenda
Mr. Jarrell made a motion to approve the agenda, which passed 4-0.
Smith Gap Landfill Host Community Fund
Mr. Dan Miles provided a video presentation regarding the history, funding, and
operation of the Roanoke Valley Resource Authority (RVRA), He stated before the
RVRA began in 1992, a citizen group was selected from residents along Bradshaw
Road. He stated the Host Community Fund was designed to benefit the host
community by developing a source of revenue to be used to provide additional services
for residents. He discussed the need to increase the cap of this fund to correlate with
the current economy. He stated the RVRA plans to add funds when the cap is
increased.,
Mr. Miles and the Commissioners discussed management of the fund. They discussed
potential operating costs depending on the project chosen by the Bradshaw Citizens
Association (BCA). Mr. Miles noted some projects may require phased plans. Mr. Keith

Garman thanked the Commission for reviewing the plan, noting they will have more
information to present within the next six months. Mr. Thompson and the
Commissioners discussed the purpose of a cap being placed on the fund. Mr. Miles
also discussed the purpose for Property Protection Fund which is designed to assist
nearby property owners when selling their property.
Ms. Hooker made a motion to support the proposal, which passed unanimously.
Plantation Road Improvements Update
Ms. Cronise discussed the Community Information Meeting (C1M) which was held on
January 30, 2014, noting over 100 people attended the meeting. She provided a
PowerPoint presentation which included input received from the comment sheets. She
stated most attendees received information regarding the project meeting from direct
mail and email. She stated the most frequent topics included sidewalks, trail /paths,
signals, and safety. She stated the overall concept plan will include shared use paths.
She reviewed the typical section exhibit, including Plantation Road section, multi -use
trail along Plantation Road, and multi -use trail along neighborhood roads. She reviewed
proposed landscaping and lighting plans. Ms. Cronise and the Commissioners
discussed utility placement. She discussed the gateway rendering exhibit with signage
options and palette board exhibit. She reviewed the timeline, including public hearing
schedule, right -of -way acquisition, and construction plans.
2014 Planning Commission Work Plan
Mr. Thompson discussed the draft 2014 -2015 Work Plan, including amending Route
221 Area Plan to incorporate the proposed waterline expansion along Bent Mountain
Road. He discussed extensive Comprehensive Plan review and analysis in order to
update various sections of the plan, including data collection, organization, document
format, and public input. He discussed reviewing the future land use map in areas
which may be inconsistent with land use changes within the County. He discussed
reviewing vision statements to reflect how the County plans to move forward. He stated
additional planning effort include ongoing efforts such as Explore Park and Partnership
for a Livable Roanoke Valley. He stated they will also review design guidelines, design
handbook, and commercial matching grant.
Mr. Thompson discussed reviewing portions of the Zoning Ordinance, including
permitted uses and commercial /industrial zoned areas to remove obsolete restrictions.
He discussed reviewing the 1992 Zoning Map to determine which undeveloped areas
may need less intense zoning.

There were none.
Other Comments
The Commissioners and staff discussed designation of magisterial districts. Mr.
Thompson noted magisterial districts are reviewed every ten years after the census has
been completed.

The Commissioners requested to review the subdivision ordinance and digital signage
regulations during review of the Zoning Ordinance.
Mr. Thompson stated since no petitions are scheduled for public hearing on March 4,
2014, only a work session will be held.
The Commissioners welcomed new Planning staff members Ms. Mary Zirkle and Ms.
Tammi Wood.
With no further business or comments, Ms. Hooker adjourned the meeting at 8:92 p.m.
