Approval of Minutes Mr. Jarrell made a motion to approve the minutes of February 4, 2014, and February 18, 2g 14, which passed 3-0. Consent Agenda Mr. Thompson provided an overview of the State Central Bank petition, including a brief history of the petition and proposed changes regardingi trails and lighting. Ms, Pattisall stated the petitioner will be submitting a new masterplan addressing the proposed changes. Ms. Pattisall discussed the petition of Corporate Properties Services, Inc., including the history of the property, buffering requirements, and traffic circulation. Ms. Pattisall, Mr. Thompson, Ms. Kuhnel, and the Commissioners discussed storm!water management 9�=' ROANOKE COUNTY PLANNING COMMISSION MINUTES MARCH 4, 2014 issues. Ms. Pattisall discussed surrounding zoning and future land use designation. Mr. Thompson and the Commissioners discussed the traffic impact analysis submitted by the petitioner, including sight distance and property access issues. Ms. Wood provided an overview of the McDonald's USA, LLC petition, including the concept plan, surrounding zoning, and future land use designation. She noted the property is located within the Clearbrook Village Overlay District (CVOD). She stated a Community Meeting has been scheduled for March 10, 2014, at the Clearbrook Elementary School at 6:30 p.m. She discussed access to the property, signage regulations, and traffic circulation. Ms. Wood and the Commissioners discussed the traffic impact analysis submitted by the petitioner. Ms. James provided an overview of the petition of Richard and Nancy Koplow, including the concept plan and surrounding zoning. She noted two parcels are included in the petitioner's request. Ms. James and the Commissioners discussed the concept plan and proposed changes. Mr. James made a motion to approve the consent agenda, which passed 3 -0. Citizens Comments There were none. Commissioners' and Staff Comments Mr. Thompson stated community meetings have been tentatively scheduled for Corporate Properties Services, Inc. on March 13, 2014, and Richard and Nancy Koplow on March 20, 2014. He stated notices will be sent when dates and times have been confirmed. Ms. Hooker adjourned the meeting for site viewing at 4:33 p.m. EVENING SESSION Ms. Hooker called the meeting to order at 7:10 p.m. GIS Demonstration Mr. Wray and Mr. Morland provided a demonstration of the new GIS system which is scheduled to be released to the public in the near future. Mr. Wray stated the new system will assist users with visualizing, analyzing, and interpreting inquiries. He provided a brief history of the County's GIS system, noting the new system will allow many other departments to access and utilize available information. He stated the information will be available on mobile devices which will allow departments to use the information while working out in the field. He discussed various uses of the system, including crime analysis, real estate sales tracking, and researching zoning designations. Mr. Wray, Mr. Thompson, and the Commissioners discussed the ability to view zoning conditions and restrictions. Mr. Wray stated the new system will save money, increase efficiency, improve decisions, improve communications, and allow for better record keeping. He stated the user can illustrate issues with visual maps. He stated the objective of the new website is to empower the user and the goal is to provide a transparent government. Mr. Wray and Mr. Morland provided a demonstration of the Maps and Apps system, including GovView, VoterView, OneView, and TaxView. He stated TaxView provides demographic and income reports, Google street view, and zoning designations. Mr. Wray and Mr. Morland explained OneView has more tools and is for more advanced users. Mr. Wray stated GovView provides information regarding services available including trash pick -up, water and sewer availability, recreational facilities, libraries, fire and rescue coverage, and election polling sites. Mr. Morland stated voting districts and directions to the precincts are available through this application. Mr. Wray stated TaxView provides sale information, schools, zoning, and zoning standards. Mr. Wray stated with OneView the user can access layers, including environmental, utility, tax maps, aerial maps, and zoning maps. Mr. Thompson discussed applicable uses for staff and Planning Commission members. Mr. Morland discussed using OneView to research various layers including zoning, historic, overlay districts, future land use, and topography. Mr. Wray stated accessibility to the improved mapping system will assist users to make better decisions. New Computer E ui ment Mr. Thompson and the Commissioners discussed needs, options, and preferences regarding computer equipment for the Commissioners. Staff Report Format Mr. Thompson discussed redesigning the staff report format from a narrative document to a tabular document for easier reference by the public and the Commissioners. The general consensus of the Planning Commission was in favor of the new staff report format. Final Orders 1. The petition of Carol Lachowicz to rezone approximately 15.72 acres from PRD, Planned Residential Development, District to AG -3, Agricultural /Rural Preserve, District, located in the 7600 block of Apple Grove Lane, Windsor Hills Magisterial District was approved by the Board of Supervisors at a Public Hearing on February 25, 20'14. 2. The petition of Daniel Smith to obtain a special use permit for a restaurant, drive -in or fast food (snow cone stand) in a C -1, Low Intensity Commercial, District, on approximately 0.33 acre located at 3540 Brambleton Avenue, Cave Spring Magisterial District was approved by the Board of Supervisors at a Public Hearing on February 25, 2014. Commissioners' and Staff Comments Page 3 of 4 ROANOKE COUNTY PLANNING COMMISSION MINUTES MARCH 4, 2 094 Mr. Thompson and the Commissioners discussed the status of the Blue Ridge Autism and Achievement Center at 8132 Olsen Road, which was approved by the Board of Supervisors on August 27, 2013.
