HomeMy WebLinkAbout3/18/2014 - MinutesCommissioners Present: Ms. Martha Hooker Mr. Rick James Mr. Gary Jarrell Mr. Gene Marrano Mr. Jim Woltz Staff Present: Mr. Philip Thompson, Secretary Ms. Megan Cronise Ms. Tammi Wood Ms. Mary Zirkle Ms., Susan McCoy, Recording Secretary Call to Order Ms. Hooker called the meeting to order at 6:17 p.m. Approval of Agenda Mr. Jarrell made a motion to approve the agenda, which passed 5-0. Design Guidelines, Design Handbook and Commercial Matching Grant _Pro aram Ms. Zirkle provided an overview of the Design Handbook and Commercial Matching Grant Program. She stated the main focus of the review will be areas which have no standards. She stated landscaping standards are present in all documents. She stated the handbook will be used as a guide but not all inclusive. She stated some sections may also include guidelines regarding the use of various types of imaterials. She stated the purpose of the overview is to determine the direction the County wants to go with guidelines. Ms. Zirkle and Mr. Thompson discussed various areas guidelines are used including special use permits. He stated the notebook is to be used as a reference document. He stated some of the topics were written a long time ago and may now be included in the Zoning Ordinance. He stated the goal is to put the guidelines into one handbook and graphically represent them for easier reference. He discussed expanding geographic boundaries for the matching grant program. He also discussed inventorying the corridors to determine which businesses would benefit from the program. Mr. Thompson and the Commissioners discussed developing more consistent guidelines to help streamline implementation of the guidelines. They discussed developing lighting options and regulations. Mr. Thompson discussed providing incentives to aesthetically improve the areas. Mr. Thompson and the Commissioners discussed funding of the matching grant program. Page 1 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES MARCH 18, 2014 2014 -2015 Planning Commission Work Plan Mr. Thompson reviewed the timeline for proposed changes to the work plan. He discussed lighting regulations and requirements for the subdivision of property. He stated revisions are not limited to these issues since new issues are presented each day which will need to be addressed. Mr. Thompson discussed the importance of making it easier for citizens to develop and also protect resources. Mr. Woltz made a motion to adopt the work plan revisions, which passed unanimously. Citizens' Comments There were none. Other Comments Mr. Thompson provided an update of the McDonald's USA, LLC Community Meeting, stating approximately forty people were in attendance. He stated most citizen concerns were regarding traffic and drainage issues. Mr. Thompson also provided an update on the Corporate Properties Services, Inc. Community Meeting, noting the citizens expressed concern regarding traffic issues. Mr. Thompson stated the Richard and Nancy Koplow Community Meeting has been scheduled on March 20, 2014 at 6:30 p.m. at Burlington Elementary School. Mr. Thompson stated a neighborhood informational meeting will be held in conjunction with the Western Virginia Water Authority on March 24, 2014, to discuss Grandin Road Extension sewage issues. Mr. Woltz stated he will not be in attendance at the April 1, 2014 Planning Commission Public Hearing. Staff and Planning Commissioners discussed coordination of community meetings.
