HomeMy WebLinkAbout1/2/2007 - MinutesROANOKE COUNTY PLANNING COMMISSION MINUTES JANUARY 2, 2007 Commissioners Present: Mr. Gary Jarrell Mr. Steve Azar Mr. Rodney McNeil Mr. Al Thomason Ms. Martha Hooker Staff Present: Mr. Philip Thompson Mr. Tarek Moneir Ms. Megan Cronise Ms. Janet Scheid Ms. Susan Carter, Recording Secretary EVENING SESSION: Mr. Azar called the meeting to order at 7:00 p.m. Approval of Agenda Mr. McNeil moved to approve the amended agenda. Motion passed 5 -0. Approval of Minutes Ms. Hooker moved to approve the December 5, 2006 PCPH minutes. Motion passed 5 -0. Approval of Consent Agenda Mr. Jarrell moved to approve the consent agenda. Motion passed 5 -0. Approval of Planning Commission Meeting Dates Mr. Thompson moved to approve the meeting dates with the July Planning Commission Public Hearing being held on Monday, July 9, 2006. Motion passed 5 -0. Planning Commission Elections Mr. McNeil nominated Mr. Jarrell, Chairman for 2007. Ms. Hooker nominated Mr. McNeil, Vice - chairman for 2007. Both nominations passed unanimously. Public Hearinq Petitions: The petition of Hidden Valley Villas, LLC to rezone 24.46 acres from R -1, Low Density Residential, to R -3, Medium Density Multi - Family Residential, in order to construct multi - family dwellings at a maximum density of 5.15 dwelling units per acre, located at 4800 Keagy Road, Windsor Hills Magisterial District. (Continued) Annual ReportlAnnual Work Plan Mr. Thompson stated this information would be available at the commission's next meeting. Discussion of Cluster Ordinance Mr. Thompson provided a brief history of the Cluster Ordinance. Ms. Cronise introduced Ms. Joyce Graham and Ms. Meredith Jones who designed the Village of Toms Creek located in the Town of Blacksburg. Ms. Cronise provided a powerpoint presentation of this development. She and the commission discussed the cluster development elements incorporated within this design. Ms. Hooker inquired about water and sewer issues with regard to zoning. Ms. Cronise explained options. Mr. Thomason expressed concern regarding the practicality of this type of development in a mountainous area. Mr. McNeil inquired about permanent conservation of designated open space. Ms. Cronise explained the easement will be included in the deed. Mr. McNeil suggested the homes should be of various types. He stated the ordinance should be specific regarding restrictions. Mr. Azar questioned the need for a cluster ordinance in the county. He suggested cluster developments be heard by the Planning Commission in the same manner as PRD's. Ms. Hooker inquired specifically about the Toms Creek development. Ms. Graham explained the procedure which was necessary due to density of the development. Ms. Hooker expressed interest in further discussing the need for cluster development. She noted the importance of saving resources which make the area unique. Mr. McNeil reiterated the need for strict regulations. Mr. Thomason concurred with Mr. McNeil. Mr. Jarrell suggested going to see the Toms Creek development. Mr. Thompson and Ms. Cronise stated they will make arrangements for the visit. Final Orders Mr. Philip Thompson presented the Final Orders. The petition of Lexington Falls, LLC, to rezone approximately 2.35 acres from C -'I, Office District, and R -3, Medium Density Multi - Family Residential, to C -2, General Commercial District, and to obtain a Special Use Permit in order to construct a drive -thru restaurant, located at 6065 Peters Creek Road, Hollins Magisterial District was approved by the Board of Supervisors at the Public Hearing on December 19, 2006. Citizen Comments There were none. Comments of Commissions and Staff 2 Mr. Thompson stated Community Meetings are being scheduled on January 30 and February 1 in the Mount Pleasant area to discuss the Mount Pleasant Community Plan with area citizens. He stated a Community Meeting in order to discuss CRT has been tentatively scheduled for January 25 Mr. Jarrell requested pay increases for the Planning Commissioners, Mr. Thompson discussed procedure. Mr. Jarrell thanked Mr. Azar for his admirable performance during his term a Planning Commission Chairman.
