Approval of Agenda Mr. McNeil moved to approve the agenda. Motion passed 5 -0. Discussion of Center for Research and Technolo Mr. Doug Chittum, Director of Economic Development, reviewed the history of the development. He introduced Ms. Evie Sloan, Mr. Chad Adkins, and Mr. David Hill from Hill Studio, and Mr. Tim Mullins from Thompson & Litton. He and other members of the team provided a powerpoint presentation showing the current businesses and available parcels. Mr. Chittum discussed reasons for needing updates to the plan. He explained the purpose of the Design Review Team. He also discussed the January 25, 2007, Neighborhood Meeting. Mr. Mullins discussed traffic projections and the current businesses located within the park. Ms. Sloan discussed future land use. Mr. Hill discussed the park's compliance with the Comprehensive Plan. He discussed environmental considerations including preservation of views. He stated they are exploring bedrock in certain portions of the property. He discussed rezoning in order to attract more businesses. He discussed the topography of the area. He provided a description of each parcel. Mr. Chittum discussed trails. Mr. Mullins discussed utilities for the sites. He stated turn lanes into the park may be needed. Ms. Sloan discussed covenants of the property. She stated they are trying to simplify the covenants. She provided a summary of changes. Mr. Hill discussed public and private signage guidelines, lighting, and landscaping. Mr. Chittum discussed the timeline for the rezoning application. Ms. Hooker discussed the importance of celebrating this type of development. She inquired about buffering. Mr. Hill discussed buffering on the additional 25 acre parcel. She inquired about covenants for current businesses. Mr. Chittum and Ms. Sloan explained that the current businesses would have the option to stay with the old 4 covenants. Ms. Hooker asked about caverns on the property. Mr. Hill stated current borings have not located any caverns. Ms. Hooker complimented the participating entities for their cooperation in the development of the park. Mr. McNeil inquired about rights of current residents. Mr. Chittum stated although the Design Review Team is citizen driven, current park residents were invited to provide input. Mr. McNeil inquired about roads. Mr. Chittum discussed road maintenance. Mr. Azar asked if any of the property would be residential. Mr. Chittum stated none of the property would be designated residential. Discussion of Cluster Ordinance Ms. Cronise reviewed maps. She provided a copy of Rules and Regulations and the Declaration of Covenants and Restrictions for the Village of Tom's Creek. Ms. Cronise and the commissioners reviewed Cluster Questions, Parts 2 and 3. Staff and commissioners discussed various aspects of cluster housing. Comments of Planning Commissioners and Planning Staff Mr. Thompson stated there will not be a Planning Commission Public Hearing on March 6, 2007.
