WORK SESSION:
Session opened at 4:00 p.m. by Mr. McNeil.
Discussion of Consent Agenda
Mr. Holladay, Ms. Cronise, and Ms. Mahoney provided brief overviews of
the Consent Agenda items. Staff and the commissioners discussed
various aspects of the petitions.

PUBLIC HEARING:
Mr. McNeil called the meeting to order at 7.00 p.m. Mr. Azar gave the
invocation and led the pledge of allegiance.
Mr. McNeil provided all petitioners scheduled to be heard tonight, the
opportunity to continue their petition. All petitioners agreed to have their
petitions heard by the three Planning Commissioners present.
The petition of Ted Alan Leneave to obtain a Special Use Permit to
construct an accessory apartment on 0.89 acre, located at 2132
River Oaks Drive, Catawba Magisterial District.
Mr. Ted Leneave spoke regarding the petition. He stated he and
his family want his parents to live with them in an accessory
apartment. He stated they currently live in the residence but would
prefer to have their own stove in order to prepare their own meals.
He stated they will not be charged rent. Mr. Thomas Leneave
stated they want to live with their son but would like to have their
own living area. Mr. Obenshain expressed concern regarding a
letter which had been received from the homeowners association
requesting certain conditions be placed on the SUP. He
recommended not applying those conditions. Mr. Leneave stated
they would not rent the apartment out. He stated only family would
live in the proposed apartment.
Mr. Azar then made the motion to recommend approval of the SUP
request:
AYES: Azar, McNeil, Thomason
NAYS: None
ABSENT: Hooker, Jarrell
Motion passed 3 -0.
2. The petition of Richard and Judy Taylor Wagner to rezone 0.369
acre from R -1, Low Density Residential District, to C -1, Office
District, for the operation of a beauty salon, located at 3722
Colonial Avenue, Cave Spring Magisterial District. Mr. Tim Beard,
Roanoke County Planning Department, presented the staff report.
Mr. Azar inquired about changes between the previous and
proposed petitions. Mr. Beard discussed changes to the petition.
Mr. McNeil inquired about VDOT comments. Mr. Beard discussed
drainage and sight distance issues.
Mr, Richard Wagner spoke regarding the petition. He provided a
brief history and description of the property. He stated all salon
workers will be independent contractors not employees of the
salon. He stated the interior changes are within the residential
scope of his building permit. He discussed parking requirements.
He stated he has reduced worker stations from 8 to 5. He
discussed the traffic study for the existing studio on Brambleton

Avenue. He stated he has lived in the area 37 years. He stated
the salon would be a low- impact use. Mr. Azar noted the current
zoning is residential. He inquired about access. Mr. Wagner stated
most of the nearby businesses have access from Colonial Avenue
with one having access from a side road. Mr. Thomason
expressed concern regarding traffic impact to the area. Mr.
Wagner stated their will be 5 stations including his wife's station.
He discussed parking availability for customers. Mr. Azar
expressed concern regarding customer parking for customers
which are waiting. Mr. McNeil expressed concern regarding the
traffic analysis of Brambleton Avenue being compared to Colonial
Avenue. Mr. Wagner stated he did not think Colonial Avenue
would be more congested. Mr. Thomason expressed concern
regarding homes being built in Roanoke City impacting traffic on
Colonial Avenue. Mr. Wagner stated the salon's traffic would be
minimal.
Ms. Margaret Sharpe, 3651 Cedar Lane, spoke against the petition.
She stated they do not want the neighborhood to be a cut - through
for traffic. She also expressed concern regarding the safety of
children from the nearby school and ball field. She stated frequent
accidents prohibit residents from being able to access their homes.
She stated newly constructed homes in Roanoke City will impact
the area. She stated the citizens have fought against some of the
commercial businesses in the area.
Mr. Mark Overstreet, 3835 Thompsons Lane, spoke against the
petition. He stated there is no positive outcome for the area if the
property is rezoned. He expressed concern regarding devaluing of
property values. He stated citizens living near Colonial Avenue do
not want it to be another Brambleton Avenue, they want it to remain
residential. He stated the amount of opposition in the
neighborhood is significant. He noted handicapped spaces would
be dedicated spaces for the handicapped patrons only.
Mr. Ray Jamison, 3621 Colonial Avenue, spoke against the
petition. He expressed concern regarding increased traffic and
accidents. He also expressed concern regarding insufficient
parking and stormwater management.
Ms. Liz Edlich, 3596 Parkway Drive, spoke against the petition.
She expressed concern regarding traffic issues and accidents. She
questioned the validity of the traffic study. She also expressed
concern regarding difficulty enforcing the proffers.
Ms. Cindy Webster, 4714 Colonial Avenue, stated she has lived on
Colonial Avenue for over 30 years. She stated the petitioner's
property is located in a neighborhood conservation area. She
discussed the two properties which have recently been rezoned,

stating they were low impact for the neighborhood. She presented
charts and discussed them. She stated land use will impact road
use. She expressed concern regarding the petitioner's building
permit revocation. She also expressed concern regarding the
completeness of the traffic study.
Ms. April Moore, 4060 Crawford Road, expressed concern
regarding increased traffic impacting the nearby school. She
stated the proposed salon would be cheaper than renting space in
a mail. She expressed concern regarding impacts to pedestrian
and bicycle traffic.
Mr. David Thomason, 3650 Parkwood Drive, stated the back yard
area may be too small to contain required parking and buffering.
He expressed concern regarding vehicles cutting through the
neighborhood during inclement weather. He requested the
commission deny the petition.
Ms. Katherine Visco, 3762 Fairburn Drive, stated a light is needed
at the intersection of Green Valley Road and Colonial Avenue. She
expressed concern regarding an increase in traffic.
Ms. Richelle Flici, 4061 Crawford Road, expressed concern
regarding increased traffic and the safety of children in the
neighborhood.
Mr. Azar stated the property is correctly zoned. He discussed the
negative impact the rezoning would have on the area. He stated he
does not see any significant changes from the previous petition.
Mr. Thomason expressed concern regarding increased traffic with
additional homes being constructed on Colonial Avenue. Mr.
McNeil expressed concern regarding the location of the petitioner's
property being on the corner of a major entrance to the
neighborhood.
Mr. McNeil then made the motion to recommend denial of the
rezoning request:
AYES: Azar, McNeil, Thomason
NAYS: None
ABSENT: Hooker, Jarrell
Motion passed 3 -0.
3. The petition of Jatin Patel to rezone 0.844 acre from C -2C, General
Commercial District with Conditions, to C -2, General Commercial
District, to remove proffered conditions on property located near the
8000 block of Plantation Road, Hollins Magisterial District. Mr.
Philip Thompson, Roanoke County Planning Department,
presented the staff report.

Mr. Sean Horne, Balzer & Associates, spoke regarding the petition.
He stated it conforms to the guidelines of the Comprehensive Plan.
Mr. McNeil inquired about use of property. Mr. Horne stated the
petitioner plans to construct a hotel or other by-right use. He
provided a brief history of the existing conditions, noting they were
applied when the property was zoned B -3. Mr. Azar noted the
current Zoning Ordinance would regulate uses allowed in the C -2
zoning.
Mr. Azar then made the motion to recommend approval of the
rezoning request:

4. The petition of Roanoke County Board of Supervisors, Roanoke
County Economic Development Authority, Novozymes Biologicals,
Inc., and Tecton Products, LLC, to rezone 25.3 acres from R -'l,
Low Density Residential, to PTD, Planned Technology
Development, and to amend the covenants, conditions, and Master
Plan on 454.25 acres zoned PTD, Planned Technology
Development, at the Center for Research and Technology (CRT),
located near the 5300 block of Glenmary Drive, Catawba
Magisterial District. Mr. Philip Thompson, Roanoke County
Planning Department, presented the staff report.
Mr. Doug Chittum, Roanoke County Economic Development, spoke
regarding the petition. He stated the proposed plan would be land
sensitive and more adaptable for companies; however, it would be
more stringent on some issues. He discussed both the current and
proposed Master Plan. He stated less grading and fewer roadways
would be needed. He stated some of the property would be
topographically difficult to develop. He explained the proposed
plan focuses more on allowable uses. He discussed the additional
parcel. He discussed the traffic impact analysis. He stated the
new plan should reduce traffic. He stated Corporate Circle may
need to be widened if traffic is increased.
Ms. Sharon Lamar, 5808 Prunty Drive, requested the petition be
continued until more information is provided to the members of the
surrounding community. Mr. McNeil inquired about the Community
Meeting. Mr. Thompson discussed the meeting which was held in
January 2007. Mr. Chittum discussed the buffering. He stated the
petitioners would like to be good neighbors to the surrounding
community. He stated all industrial traffic would access from
Glenmary Drive. He offered to meet with residents prior to the
Board of Supervisors public hearing. Mr. McNeil inquired about
impacts to the neighbors. Mr. Chittum discussed buffering and
future development of the property in reference to its closeness to
residents. Mr. Thompson discussed buffering requirements. Mr.
Azar stated the proposed changes create less impact on land use
and more of an ease of development which would better protect the
community.
Mr. Azar then made the motion to recommend approval of the
rezoning request:
AYES: Azar, McNeil, Thomason

ABSENT: Hooker, Jarrell
Motion passed 3 -0.

Comments
Mr. Thompson discussed vacant staff positions within the Planning
Department.
Mr. Thompson discussed the May 22, 2007, BOS Work Session during
which the Stormwater Management Ordinance will be discussed.
Mr. Azar then made a special request to reconvene on May 8, 2007, at a
BOS /PC Joint Work Session to discuss General Land Use Provision of HB
3202.
There being no additional business, the meeting was adjourned at 8:53
p.m.
