Discussion of Route 220 Corridor Study Discussion Mr. Holladay provided a brief history of the process. He discussed the timeline of the study. He discussed the first and second tier sites. He provided an overview of the maps. He stated flood maps have been revised and are now more accurate. Ms. Hooker inquired about the acreage of the sites. Mr. Holladay discussed acreage of the sites. He also discussed transition designation, water and sewer services, and the proposed 1 -73 corridor. Mr. Altizer inquired about a pump station. Mr. Gary Robertson, WVWA, discussed this issue. Mr. Flora expressed concern regarding core designation and steep slopes. Mr. Holladay explained zoning and topographical obstacles. Mr. Flora expressed concern regarding costs of having a site engineered prior to the rezoning. He stated standards need to be set first. He stated some sites would be suitable for residential development. Mr. Holladay discussed rezoning guidelines. Mr. Church expressed concern that only frontage area would be included in the development of the corridor. Mr. Wray noted the length of the waterline would need to be considered for development. Mr. Robertson discussed this issue. Mr. Holladay discussed challenging sites and engineering requirements. Mr. Flora stated costs of engineering may be prohibitive to smaller businesses. Mr. McNamara suggested not making the requirements too rigid. He suggested using "may" provide on guidelines. He stated mixed use should be encouraged. Mr. Mahoney discussed repayment of revenue bonds and costs if developed as residential and not industrial. Mr. Flora discussed the importance of considering the best use of the property. Mr. McNamara suggested providing options to the developer. Mr. Mahoney discussed legal issues. Mr. Wray suggested including verbiage that existing houses would not be required to hook -up to the new waterline. Mr. Covey stated this issue is already covered within the zoning ordinance. Mr. Mahoney discussed the constraints of adopting the corridor. BOS, PC, and staff discussed various wording revisions. Discussion of Proffers, PRD, and Private Roads Mr. Thompson discussed the submission process regarding PRD. He discussed the need for a countywide set of standards. He discussed differences between a cluster development and a PRD. He discussed the need for standardized language within the ordinance. Mr. Wray expressed concern regarding access to roads. Mr. Thompson and Mr. Covey discussed road standards. Mr. McNeil inquired about other issues with PRD's. Mr. Thompson discussed various problems in other PRD's. He discussed the construction of trails within the PRD. Mr. Covey stated trails which are on the masterplan are proffered during the rezoning process. Mr. Mahoney discussed proffers approved by the BOS during the rezoning. Mr. Altizer inquired about conveyance of proffers with the sale of property. Mr. Mahoney explained proffers are conveyed with the sale of the property. Mr. Covey discussed sureties and bonds posted by the developer. Mr. Mahoney discussed current provisions in the ordinance. Mr. Altizer discussed accountability. Mr. McNamara discussed the importance of enforcement. Mr. Flora discussed the importance of proffers being clear and concise. Mr. Wray inquired about the enforcement process. Mr. Thompson and Mr. Murphy discussed the enforcement process. Mr. Hodge discussed inspection and enforcement of proffers. Mr. Wray discussed the public amenities being able to access the development. Mr. McNeil inquired about road standards. Mr. Covey stated private roads will need to meet state standards. Approval of Agenda Mr. Jarrell moved to approve the agenda. Motion passed 4 -0. Discussion of Regional Greenwa s Plan Resolution Ms. Scheid provided a brief history of the plan. Mr. McNeil moved to adopt the resolution. Motion passed 3 -1. Mr. Thomason stated he opposed the resolution due to lack of funding for the greenways. Ms. Scheid and Mr. Thompson discussed various funding methods. Mr. McNeil inquired about right of ways. Ms. Scheid discussed the right of way acquisition process. Mr. Thompson noted the difficulty of acquisition without detailed design plans to present to landowners. Mr. Thomason expressed concern other localities are more progressive with their greenway development. Mr. Jarrell stated the greenways are helpful by getting people out into the community. Mr. Murphy suggested coordinating greenways with development. Mr. Jarrell then closed the public hearing to Route 220 Corridor Study. Comments of Planning Commissioners and Planning Staff The commissioners and staff discussed revisions for the Route 220 Corridor Study. They discussed the map scenarios. Mr. McNeil made the motion to approve and forward to the BQS the Resolution Recommending Approval and Adoption of an Amendment to the Comprehensive Plan Incorporating the Route 220 Corridor Study with additional notes and Map Scenario #3. Motion passed 4 -0.
