Ms.Hookercalled the meeting to order at 4:00 p.m.
Approval of Agenda
Mr. Azar moved to approve the agenda. Motion passed 5-0.
Approval of Minutes
Mr. Azar moved to approve the PCPH January 4, 2005 and PCWS January 18,
2005 minutes. Motion passed 5-0.
Approval of Consent Agenda
Mr. Azarmoved to approve the consent agenda. Motion passed 5-0.

PUBLIC HEARING:
Ms.Martha Hookercalled the meeting to order at 7:00p.m. Ms.Hookergave
the invocation and led the pledge of allegiance.
1.The petition of Nextel Partners, Inc., to obtain a Special Use Permit to
construct a 199 ft. broadcast tower, located at 432 Bandy Drive, near Windy

District to C-2, General Commercial District and to obtain a Special Use
Permit on 2.22 acres for the operation of a fast food restaurant and drive-

3.The petition of Mid-Atlantic Realty, Inc. to rezone .68 acres from I-1C,
Industrial District with Conditions to C-2C, General Commercial District with
Conditions for theconstruction of a retail store, located at the northwest
corner of Peters Creek Road and Cove Road, Catawba Magisterial District.
Mr. Tim Beard,Roanoke County Planning Department, presented the staff
report.
Ms. Hooker expressed concern regarding prospective signage on the
property. Mr. Beard stated no other CVSfacility located in the county has
used excessive signage. He deferred the question to the petitioner. Ms.
Hooker asked if it complies with the transition guidelines. Mr. Beard stated
the parcel appearsto betailored to a small scale business. He stated this is
a core type proposal. Ms. Hooker expressed concern forsurrounding
neighborsregarding lighting. She also inquired about the status of the
billboard currently on premises. Mr. Beard stated if CVS purchases the
property, theyhaveverbally agreedto remove the billboard. He stated he
does not have lighting specifications at this time.He noted buffering and
screening would be addressed during site plan review. Mr. McNeil inquired
if CVS would be allowed to remove the billboard. Mr. Beard deferred to the
petitioner.
Ms. Sue Whaley, Mid-Atlantic Realty, spoke representing the petitioner.
She stated Mid-Atlantic Realty is the contract purchaser. She explained the
site plan. She stated her firm primarily develops drug stores properties.
She stated the billboard is on a month to month lease. She stated they
have not performed lighting testing. She stated if the petitioner does
purchase the property, they will comply with the landscape ordinance. She
stated she was unsure exactly how much signage CVS would require. Ms.
Hooker asked if the petitioner would proffer the site plan presented. Ms.
Whaley stated since CVS only has an option on the property, she cannot
guarantee the property would be developed as proposed. Mr. Jarrell asked
for a more detailed explanation of the site plan. Ms. Whaley provided an
overview of the site plan. Mr. Thomason requestedmore information

regarding the site plan. Ms. Whaley stated the site plan as presented was
for informational purposes. Mr. Beard stated only .68 acres are included in
the rezoning proposal. He stated thisportion of the property is currently
zoned I-1. He stated the remainder of the property is currently C-2. He
provided a brief explanation of the current zoning of the property. Ms.
Hooker expressed concern regarding landscaping and buffering if it is not
proffered. Mr. Beard stated these issues are regulatory and would be
addressed during site plan review. Mr. Thomason stated the petitioner
should proffer the site plan sothe Commission knows what the end product
is prior to the Planning Commission ruling on the petition. Mr. Azar
suggested not making a recommendation on the rezoning until the property
is sold. Ms. Hooker expressed concern that no other large company would
be interested in the property since it is an angular lot. She noted the
proposed site plan would improve the lot. Mr. McNeil noted since the
rezoning was only for a portion of the parcel, many other businesses could
developthe property already zonedC-2. Mr. Thomason stated he cannot
support the request until more concrete information is available.
Ms.Hookerthen made a favorable recommendation to approve the
rezoning with the following conditions:
1.The property shall be developed as a C-2 use.
2.Entrances onto Peters Creek Road shall be reduced to one (1) right-in
and right out; entrances onto Cove Road shall be reduced to one (1) full
movement entrance.
3.All buildings constructed on the property shall have exposed exterior
walls (above finished grade) of face brick, natural stone, dryvit, stucco,
decorative split face block and/or glass or of an equivalent, permanent
architecturally finished material. No building shall be covered with or
have exposed to view any painted or unfinished concrete block, sheet or
corrugated aluminum, asbestos, iron or steel. Roofing materials shall
either be asphalt shingle or standing metal seam if a raised roof; if a flat
roof system is used, a perimeter parapet of dryvit, standing metal seam
and decorative split face block or brick shall be used.
4.The proffered conditions set forth in Ordinance 82592-8 dated August
25, 1992 and Ordinance 102291-10 dated October 22, 1991 are hereby
removed.

4. The petition of Jerome Donald Henschel, PC Architecture to obtain a
Special Use Permit to construct a multi-purpose facility for Ebenezer Baptist
Church, located at 7049 Thirlane Road, Catawba Magisterial District. Mr.
John Murphy, Roanoke County Planning Department, presented the staff
report.
Ms. Hooker expressed concern regarding parking for parishioners. Mr.
Murphy stated parking facilities will be located behind and beside the

building. Mr. Jarrell inquired about Fire and Rescue services. Mr. Murphy
stated the Hollins Fire and Rescue Department has a 4-5 minute response
time.
Mr. McNeil and Ms. Hooker inquired about parking at the facility. Mr.
Jerome Henschel, Architect, spoke regarding the petition. He stated
parking would be available on both the side and rear of the building. He
stated adequate space is available for the parking areas. Mr. Jarrell asked
about the number of additional spaces being added. Mr. Henschel stated
75 parking spaces will be added.
Mr. Ernest Sweetenberg, 7314 Wood Haven Road, spoke in favor of the
petition. He stated the church also owns property across the street from the
main church if overflow parking is needed. Mr. Murphy stated a parking
facility use across the street would be allowed and would requiresite plan
review.
Ms.Hookerthen made a favorable recommendation to approve the request
with the following conditions:
1. The site shall be developed in substantial conformity with the master site
development plan prepared by Jerome Donald Henschel, PC
Architecture, dated December 6, 2004.
2. The exterior building and roof colors of the proposed multi-purpose
family life facility shall match the existing muted color scheme of the
existing church facility. (Brown, tan, white and brick colors)

5.The petition of Cellco Partnership d/b/a Verizon Wireless to obtain a Special
Use Permit to construct a 199 ft. broadcast tower and ancillary facilities,
located at 3233 Catawba Valley Drive, Catawba Magisterial District. Mr.
David Holladay, Roanoke County Planning Department, presented the staff
report. He stated the Roanoke Appalachian Trail Club viewed the site and
did not objectto the proposed tower.He also stated the community meeting
went well. Mr. Azar inquired about possible co-location on existingtowers.
Mr. Holladay stated the Masons Cove tower is only slightly above the
treeline. He stated available sites on that tower have been taken.
Mr. Gregory Tully, spoke representing the petitioner. He introduced Mr. Bill
Watskey and Mr. Keith Simmonsboth representing the petitioner. He
stated they researchedmanyother siteswhich would not have provided
adequate coverage. He also stated the proposed site has more tree
coverage which makes the tower less visible. He reviewed methods his
organization used for community outreach. Ms. Hooker questioned proffer
#2. She suggested removing the FAA reference in proffer #2. Mr. Jarrell
noted coverage is needed in that portion of the county.

Ms.Hookerthen made a favorable recommendation to approve the SUP
with the following conditions:
1.The broadcast tower shall be a monopole design, with a maximum
height of 199’.
2.The broadcast tower shall not be lighted.
3.The broadcast tower shall be constructed of non-reflective materials to
reduce visibility and reduce light reflection.
4. The broadcast tower shall be structurally capable of carrying at least
three other vendors.
5.The broadcast tower shall be located in the lease area shown on the
concept plan entitled “Verizon Site Name: Bradshaw Road”, prepared
by Engineering Concepts, Inc, with engineers stamp seal date of
12/10/04.

There were no citizen comments.
Comments
Ms. Scheid reminded the Planning Commission there is a BOS Work Session
to discuss the Comprehensive Plan on February 8, 2005 beginning at
approximately 4:00 p.m. She encouraged the commissioners to attend the
work session.
Final Orders
1.The petition of M & M Developers, LLC, to rezone 17.034 acres from R4C,
High Density Residential District with Conditions to R4C, High Density
Residential District with Amended Conditions for thedevelopment of single
family housinglocated at Plantation Road at theintersection of Hershberger
was approved by theBoard of
Road, Hollins Magisterial District
Supervisors at the Public Hearing onJanuary 25, 2005.
2.The petition of the Roanoke County Planning Commission to amend Section
30-74-4 (A)of the Roanoke County Zoning Ordinance. The purpose of the
proposed amendment isto change the reference date for the Flood
Insurance Study for Roanoke County prepared by the Federal Emergency
Management Agency. The reference date will reflect the new Flood
was approved by
Insurance Study date of February 4, 2005, as amended
theBoard of Supervisors at the Public Hearing on January 25, 2005.
