MINUTES –May 3, 2005

WORK SESSION:
Session opened at 4:00 p.m. by Ms.Hooker.
Approval of Agenda
Mr.Thomasonmoved to approve the agenda. Motion passed 4-0.
Approval of Minutes
Mr.Thomasonmoved to approve the April 5, 2005PCPH minutes and April 19,
2005Worksession minutes. Motion passed 4-0.
Discussion of KTP, LLC Community Meeting
Mr. Holladay gave a brief overview of the Community Meeting. He stated the
developer and engineer presented revised site development plans. He explained
the site plan highlighting stormwater management, buffering, and signage. He
reviewed the revised conditions.
Approval of Consent Agenda
Mr.Azarmoved to approve the consent agenda. Motion passed 4-0.
Update on Shelton Property –Spot Blight Abatement –Joel Baker, Building
Commissioner
Mr. Joel Bakerprovided an update regarding the progress of property
improvementsand stated that he was not pleased with the progress to date. Mr.
Thomason suggested requiring written progress reports from the contractor. Mr.
McNeil suggested notifying the property owner again of impending action
regarding the property.He suggested using a process server to deliver notice.

Ms. Scheid stated the Planning Commission is scheduled to hear the case June
7, 2005.
Comments
Mr. Beard provided information regarding a Community Meeting scheduled for
Monday, May 9, 2005, 7:00 p.m. at the Brambleton Center -Room 16to discuss
the Christopher Irvine petition.Mr. McNeil discussed Colonial Avenue Alliance
Overlay Guidelines.
Ms. Scheid stated a Community Meeting will be held May 23, 2005 at 6:30 p.m.
at Bonsack Baptist Church to discuss the Fralin & Waldron petition.

The meeting was adjourned for site viewing at 4:30p.m.

PUBLIC HEARING:
Ms.Hookercalled the meeting to order at 7:00p.m. Mr. Thomason gave the
invocation and led the pledge of allegiance.
1. The petition of Seaside Heights, LLC,to rezone .98 acres from C1, Office
District to C-2, General Commercial District and to obtain a Special Use
Permit on 2.22 acres for the operation of a fast food restaurant and drive-thru
located at the intersections of Brambleton Avenue, Colonial Avenue and

2.The petition of KTP, LLC to obtain a Special Use Permit for the construction
of mini-warehouses on 5.602 acres, located at 1918 Washington Avenue,
Vinton Magisterial District. Ms. Janet Scheid, RoanokeCounty Planning
Department, presented the staff report. She provided a history of the petition
and discussed the revisedplan.
Mr. Alex Perkins of KTP, LLC and Mr. Clark Eden of Eden & Associates, PC,
spoke regarding the petition. They provided a power-point presentation for
explaining the site plan. This included information onstormwater
management, E & S control, landscaping, utilities, and signage. Petitioner
also used an aerial photo of the propertyto describethe site plan.Mr. Azar
asked if the petitionersagree with the proffered conditions. Both Mr. Perkins
andMr. Eden indicated they agree with the revised conditions. Mr. Azar
asked for more information regarding positioning of the doors and lighting.
Mr. Perkins described the direction of the doors and typesof lighting to be
used. Ms. Scheid asked for clarification regarding the revised site plan. Mr.
Clark stated the name of revised site plan is KTP, LLCMini Storage, dated
May 2, 2005.
Mr. Azar then made the motion to recommend approval of the special use
permit with the following conditions:
1.The site shall be developed in substantial conformance with the plan for
KTP, LLC Mini Storage, dated May 2, 2005.
2.Maximum building height shall be 16 feet.
3.Building exterior colors shall be sand/light tan and dark green.
4.Building roof pitch shall be a minimum of 4:12.
5.Signage shall be monument style, and per the standards in the C1 zoning
district.

3.The petition of Fralin & Waldron, Inc. to rezone approximately 50 acres from
AG-3, Agriculture/Rural Preserve District to R-1, Low Density Residential
District for the construction of single family dwellings, located northwest of the
5800 block of Crumpacker Drive and 6200block of Apple Harvest Drive,

Hollins Magisterial District.
Citizens Comments
Several citizens were present for Fralin & Waldron petition. Ms. Scheid
answered questions and provided copies of the petition to the citizens.
Final Orders
1.The petition of Nextel Partners, Inc., to obtain a Special Use Permit to
construct a 199 ft. broadcast tower, located at 432 Bandy Drive, near Windy
was approved with conditionsby

the Board of Supervisors at the Public Hearing on April 26, 2005.
2.The petition of Alan and Gayle Jamison to rezone 79.09 acres from I-2,
Industrial District to AG-3, Agricultural/Rural Preserve District in order to
construct a single family residence, located at 4518 Morgan Conner Lane,
was approved with conditions by the Board
Catawba Magisterial District
of Supervisors at the Public Hearing on April 26, 2005.
3.The petition of James C. and Laura B. Parrish to obtain a Special Use Permit
for the construction of an accessory apartment, located at 3216 Lawndale
was approved with conditions by
Road, Windsor Hills Magisterial District
the Board of Supervisors at the Public Hearing on April 26, 2005.
There being no additional business, the meeting was adjourned at 7:45p.m.
