WORK SESSION:
Session opened at 4:00p.m. by Ms.Hooker.
Approval of Agenda
Mr. Azar moved to approve the agenda. Motion passed 5-0.
Approval of Minutes
Mr.Thomason moved to approve the May 3, 2005minutesand May 10, 2005
minutes. Motion passed 5-0.
Approval of Consent Agenda
Mr.Azar moved to approve the consent agenda. Motion passed 5-0.
Discussion of Bikeway Plan
Mr. Anthony Ford, Traffic Engineer, discussed the priority list oftheBikeway
Plan. He explained the considerations used to determine level of service. He
stated Mr. Tim Beard, Ms. Liz Belcher, other surrounding localities, VDOT, and
area bicyclists also participated in the process. He reviewed the goals forthe
Bikeway Plan. Hepresented andexplained maps. He discussed the difference
between the Priority List and Visioning List. He requested input from the
Planning Commission regarding the Priority List.He stated residential streets
were not included on the list since they are already low speed areas. Mr. McNeil
asked if trails would be suitable for biking and walking citizens. Mr. Ford stated
although the trails on the list are being developed primarily for biking, most trails
will also accommodate pedestrians. He noted some trails will link totrails being

developed in otherlocalities. The commissioners discussed specific areas listed
on the plan. Ms. Belcher explained the how the greenway planconnects tothe
bikewaysplan. Mr. Ford provided an explanation regarding the procedure which
will be followed in order to acquire approval of the plan. He stated the plan will
ultimately be submitted to the Board of Supervisors for consideration. Mr.
Thomason inquired aboutincluding Mt. Chestnut Road. Ms. Belcher explained
the road currently has low traffic.
Ms. Kristen Peckman requested two items on the Visioning List bemovedup to
the Priority List: Peters Creek Road to Woodhaven Road and Williamson Road
to the Roanoke City limits. Ms. Hooker asked if road improvement funding
would cover bike lanes. Mr. Ford stated bike lanes would be covered with major
improvements only.
Ms. Barbara Duerk recommended adding paint to righthandside of bike lane.
She stated bicyclists would also like abetter grade of paving. She requested
biking areas be cleaned more frequently. She also requested an access area be
developed between the Blue Ridge Parkway and existing amenities along Rt.
220.She stated the lanes would also help emergency vehicles trying to
maneuver through traffic. Mr. Ford noted the Route 220 corridor issue would be
addressed by the Route 220 Improvement Plan as previously discussed at the
Bikeway Plan meeting. Ms. Duerk also mentioned funds are available for safe
routes to school.
Comments
Mr. Joel Baker, Building Commissioner, provided a brief update on renovations
being made to 3821 Colony Lane property.

PUBLIC HEARING:
Ms. Hookercalled the meeting to order at 7:00p.m. Mr.Steve Azargave the
invocation and ledthe pledge of allegiance.
1. The petition of Seaside Heights, LLC,to rezone .98 acres from C1, Office
District to C-2, General Commercial District and to obtain a Special Use
Permit on 2.22 acres for the operation of a fast food restaurant and drive-thru
located at the intersections of Brambleton Avenue, Colonial Avenue and

2.Request of the Roanoke County Building Commissioner to consider spot
blight abatement of property at3821 Colony Lane, Cave Spring Magisterial
District.Mr. Joel Baker, Roanoke County Building Commissioner, presented
the staff report. He provided a brief history of the property. He provided an
update of the progress being made on the property. He stated the property
repairs areapproximately 80-85% completeandcounty inspectors have
inspected the property. He stated the property should return to full tax
assessment value when complete. Mr. Bakerreviewed options available to
the Planning Commissionandrecommendedcontinuing the request with
periodic updates on the property. Mr. Jarrell requested the prospective date
of construction completion. Mr. Baker stated the construction should be
complete within 2-3 weeks. Mr. Jarrell expressed concern that a continuance
may extend time contractors take to finish the project. Mr. Baker stated it is
important to prevent the blight from returning. Mr. Jarrell suggested that Mr.
Baker planto do final inspection in 30 days. Mr. Baker stated he could
provide an update in one month. Mr. Azar agreed a 90 day extension is too
long. He suggested requiring completion in phases in order to insure
compliance. Ms. Hooker suggested Mr. Baker provide an update in 30 days
and a formal report in 90 days.
Ms. Hooker then made the motion to continue the request untilSeptember 6,
2005,with Mr. Baker providing an update to the commission at their next
meeting on July 5, 2005.

3.The petition of Fralin & Waldron, Inc. to rezone approximately 50 acres from
AG-3, Agriculture/Rural Preserve District to R-1, Low Density Residential
District for the construction of single family dwellings, located northwest of the
5800 block of Crumpacker Drive and 6200 block of Apple Harvest Drive,
Hollins Magisterial District.Ms. Janet Scheid, Roanoke County Planning
Department, presented the staff report.

Mr. Steve Claytorand Mr. Andy Kelderhouse ofFralin & Waldron, Inc., Mr.
Steven Lemon,Esquire, and Mr. Kirk Lumsdenof Lumsden Associates
represented the petitioner. Mr. Claytor stated his firm is the contract
purchaser. He stated they are requesting to rezone approximately 50 acres.
He stated the density on the proposed site will beless than in the surrounding
subdivision.He stated he supports the conservation designation on the
surrounding 153 acres –remaining portions of Crumpacker tract.He noted
public water and sewer are available in this area. Mr. Claytorstated there will
be no direct accessfrom this subdivision to the LaBellevue subdivisionand
thatall roads will beconstructed according to VDOT standards. He
presented and explained the site plan.He briefly reported on the Community

Meetingheld on May 23.Petitioner stated that F&Wwill comply with DEQ
and county regulationsand thatconstruction will most likely begin in
approximately two years. He stated the houses will be valued in the
$325,000 range. He noted Mr. Ron Crawford of the Read Mountain Alliance
supports the petition. Mr. Thomason askedabout location of utilities. Mr.
Kelderhouse stated their intent is to place new utility lines underground. He
stated the existing powerline, which is a major source of power, will remain.
Mr. Azar inquired about water accessibility. Mr. Kelderhouse stated the
capacity needed is availableand thatthey are planning to develop additional
water storage. He noted this will also improve conditionsintheLaBellevue
area.
Mr. Ken Blackman, 5716 Fieldview Drive, expressed concern regarding
sediment controland stormwater runoff.He stated currently stormwater
runoff comes through the streets of the adjoining development. He stated
problems have not been addressedby the developer.He also expressed
concern regarding access. He provided photographs of area showingrecent
stormwater runoff. Mr. Azar asked if a silt fence had been installed. Mr.
Blackman stated silt fencing hadnot been installed in the area to which he
was referring. Mr. Azar asked ifhe had contacted DEQ. Mr. Blackman stated
he had spoken only to the builder regardingthis issue.
Mr. Alan McPherson, 5911 Windcrest Drive,stated he has lived at this
location for 10 years. He stated his main concerns are traffic and access.
He noted most traffic will come down Crumpacker Drive. He noted with the
addition of 65 housesthatthere will be a significant increase in traffic.
Mr. Andy Kelderhouse stated he would visit Mr. Blackman’s siteto address
stormwater issues. He stated there would be a major drainage course beside
Ciderhouse Drive. He explained the Crumpacker Road design. Mr. Claytor
noted the Fire & Rescue Department had reported no concerns with the plan.
Mr. Jarrell asked how many houses could be built on the remaining 153 acres
if zoning remained AG-3. Mr. Kelderhouse stated they could build
approximately 75 houses by right if that property stayed AG-3. Mr. Thomason
asked about stormwater management plans. Mr. Kelderhouse stated the
projecthad not yet been totally engineered. He discussed the prospective

location of detention ponds.He noted the ordinance would require
stormwater management compliance. Mr. Thomason asked about the slope
of the area,expressing concern about stormwater runoff. Mr. Kelderhouse
and Mr. Kurt Lumsden discussed the slope of the site.Mr. Azar expressed
concern about ridgetop protection. Mr. Claytor stated they have no plans to
develop the more steeply slopedarea closer to the ridgetop. He stated he is
confident they can comply with requirements. Mr. Jarrell asked about
stormwater management provisions on Crumpacker Drive. Mr. Kelderhouse
stated it will be a closed system with curbing. Mr. Claytor stated some of the
topography at this site will prevent development. He stated they have no
plans to develop the remaining 153 acres that is designated conservation.
Mr. Jarrell stated he was sympathetic to citizens’ concerns regarding
stormwater management.
Mr. Jarrellthen made the motion to recommend approval of the rezoning
request with the following proffer:
1. Total lot subdivision count will not exceed 65 lots and will be generally
consistent with the submitted “Concept Plan Showing Future Sections of
The Orchards”, dated March 23, 2005, prepared by Lumsden Associates,
PC.

4.The petition of Daniel W. Doss to obtain a Special Use Permit for the
operation of a used automobile dealership on .467 acres, located at 6717
Williamson Road, Hollins Magisterial District.Ms. Kate Youngbluth, Roanoke
County Planning Department, presented the staff report. Mr. Jarrell
questioned condition limiting operating hours on Saturday. Ms. Youngbluth
stated the intent was to limit noise on weekends. Ms. Scheid noted the
Planning Commission has the ability to revise the conditions. Mr. Jarrell
stated closing at 1:00 p.m. on Saturdays creates a hardship for the petitioner
since surrounding car lots remain open later on Saturday.He suggested
allowing the petitioner to remain open until 6:00 p.m. on Saturday. Mr.
Thomason referenced a letter received from adjoiner, Michelle Compton Still,
expressing concern regarding buffering of noise from roadway. Ms.
Youngbluth stated pine trees bordering the property will remain. She noted
since the conditions suggest a 20 car limit,there shouldbe no need to
remove the existing building.
Mr. Daniel Dossspoke regarding the petition. He expressed appreciation for
allowing him to remain open on Saturday. He requested allowing him to have
25 vehicles on the lot, noting surrounding lots have many more vehicles on
display. He stated he has 28 spaces already marked in the lot. Ms.
Youngbluth stated the 20 car limit was intended to prevent overcrowdingon

the lot. Ms. Scheid noted otherlotswhich are overcrowded have parked cars
in the right of way.
Ms. Marie Compton, spoke representing her daughter, Michelle Compton Still.
She stated her daughter wants the existing row of trees and the building to
remain since they create a buffer from the noise between her house and the
petitioner’s property. Ms. Hooker stated if the existing building and pine trees
stay, Ms. Still’s concerns will have been addressed.
Mr. Jarrell asked if the exterior ofthe building would be altered.Mr. Doss
stated only cosmetic changes would be made to the exterior of the building.
Mr. Azar inquired about signage. Ms. Scheid noted staff does not intend to
impose signage restrictions on this site. Mr. Doss discussed his signage
plans which will be in accordance withC-2zoning regulations. Ms. Hooker
inquired about Williamson Road redevelopment guidelines. Ms. Youngbluth
stated this property is outside of the Williamson Road overlay district.
Mr. Jarrell then made the motion to recommend approval of the SUP request
with the following conditions:
1.Landscaping shall include a ten-foot planting adjacent to any public street
right-of-way. Within this planting strip, one large deciduous, large
evergreen or small deciduous tree shall be planted every thirty (30) linear
feet. Such planting materials shall otherwise comply with the landscaping
requirements contained in Section 30-92 of the Zoning Ordinance.
2.The maximum number of vehicles allowed on site for saleis 25.
3.Operating hours shall be limited to Monday –Saturday 9 a.m. to 6 p.m.
and no business allowed on Sunday.
4.No changes shall be made to existing building except those of a cosmetic
nature.

was approved by the

Board of Supervisors at the Public Hearing on May 24, 2005.
