ROANOKE COUNTY PLANNING COMMISSION MINUTES

WORK SESSION:
Session opened at 4:00p.m. by Ms. Hooker.
Approval of Agenda
Mr. McNeil moved to approve the agenda as amended. Motion passed 5-0.
Approval of Minutes
Mr.Thomasonmoved to approve the July 19, 2005PCWS minutesas amended.
Motion passed 5-0.
Mr. Azarmoved to approve the August 16,2005PCPH minutes. Motion passed
5-0.
Approval of Consent Agenda
Mr. Jarrellmoved to approve the October 4, 2005Consent Agenda. Motion
passed 5-0.
Spot Blight Abatement
Mr. Holladay stated Mr. Joel Baker, Building Commissioner, has requested a
continuance in order to insure the property is fully in compliance. The Planning
Commission members agreed to continue the request until October 4, 2005. Mr.
Holladay and Ms. Scheid discussed progress being made on the property.
Comments
Mr. Azar asked staff for a brief update on changes tothe Lester George request.
Mr. Holladay provided a brief history and explained proposed changes included
in the PRD request. Mr.McNeil inquired about the definition and permitted uses
of a PRD. Mr. Holladay and Ms. Scheid explained.

PUBLIC HEARING:
Ms. Hooker called the meeting to order at 7:00p.m. Mr.Jarrellgave the
invocation and led the pledge of allegiance.
The petition of Lester George to rezone 375+acres from ARCS, Agricultural

Residential with conditions and a special use permit and ARS, Agricultural
Residential with special use permit to Planned Residential District. The
property islocated at3687 Pitzer Road,Vinton Magisterial District.The
purpose of the Planned Residential District petition is to develop a golf
course resort and residential community with other uses per Section 30-47-
2 B such as a clubhouse,restaurant and overnight cottage
accommodations, and to develop a maximum of 89 single family residences
on 375+acres for a density of .24 residential units per acre.Mr. David
Holladay, Roanoke County Planning Department, presented the staff report.
Mr. Lester George spoke regarding the request. He provided an update
stating the plan is being revised in order to attractaninvestment group.He
stated 270 out-of-town memberships and 50 local memberships will be
offered forthe golf course. He stated the Mt. Pleasant Civic League
membershavebeen good partners. He explained thatovernight lodging is
needed for this type of developmentsince most people will be coming from
outsideofthis area.He describedthe development asrustic in style. He
stated they have partneredwith Balzer & Associates for theproject. Mr.
McNeil inquiredabout future modifications to Pitzer Road. Mr. George
stated they do not plan to make any major changes to the roadand that
they hope to be able to tunnel underthe road for golf cart passage. He
noted the traffic analysis was created using information for a public course.
Mr. Thomason inquired about the number of people visiting the course each
day. Mr. George reviewed the average number of visitors in regard to the
projected membership. He discussed that corporate dues will support the
development, not day-to-day green fees. He stated this type of golf course
does not rely on local membership. Mr. Jarrell inquired about weather
restrictions. Mr. George stated they may close the facility for a month or two
during the winter months.
Ms. Ona Early, 3387 Mt. Pleasant Boulevard, spoke on behalf of the Mt.
Pleasant Civic League. She stated the members of the civic league are in
favor of the petition. She stated this is smart growth for our area.
Mr. Azar noted the Mt. Pleasant Civic League supports the petition. He also
stated approximately 50% of the land will remainopen space. Hethen
made the motion to recommend approval of the request:

FINAL ORDERS
1.The petition of Caveness Properties, LLC to rezone .156 acres from R-3,
Medium Density Multi-Family Residential District to C-1, Office District for
the construction of aparking area in conjunction with an office, located at
was approved by the
5604 Starkey Road, Cave Spring Magisterial District
Board of Supervisors at the Public Hearing on August 23, 2005.
2.The petition of Vision Builders, LLC to obtain a Special Use Permit to
operate a convenience store on approximately 1.9 acres, located at 6044
was approved by the
Peters Creek Road, Hollins Magisterial District
Board of Supervisors at the Public Hearing on August 23, 2005.
