ROANOKE COUNTY PLANNING COMMISSION
WORK SESSION MINUTES –JANUARY 18, 2005

WORK SESSION:
Session opened at 4:00p.m. by Ms.Hooker.
Approval of Agenda
Mr.Azarmoved to approve the agenda. Motion passed 5-0.
Discussion of Spot Blight Abatement
Mr. Joel Baker discussedthe Spot Blight Abatement Process document which was
adopted by the BOS. He stated this procedure is implemented after a lengthy process
in which the property owner does not adequately improve theblightedproperty. He
explained the requirements and timeframe involved in implementing this process. Mr.
Baker answered questions from the Commissioners regarding the procedure.
Discussion of CIP Process
Mr. McNeil discussed his role as a member on the CIP Committee. He explained the
process the committee followedwhen developing the recommendations.He explained
the committee does not determine funding of budget items. The Commissioners and
Mr. Mahoney discussed the Planning Commission’s desire to have more involvement in
the CIP process.
Discussion of Proposed Regional Jail
Mr. Jarrell discussedthe procedure usedby the Regional Jail Citizens’ Committee. He
explained the matrix system used to rate the various sites. Mr. Mahoney discussed the
time constraints regarding the proposed jail. He explained that a rezoningpetition
wouldmost likely not be presented to the Planning Commission until sometime in 2006.
Ms. Hooker stated that it is very important to keep the public informed and updated on
this matter.

Discussion of 2005 Work Plan
Ms. Scheid reviewed the Draft Implementation Strategies for the Community Plan. She
explained more in-depth work can be done on the 2005 Work Plan after theBoard of
th
Supervisors makes a decision on the Community Plan at theirJanuary 25meeting.
Mr. Mahoney noted most elements appear to be tied to the Growth Management
section. He reviewed the options available to the Board of Supervisors with respect to
the Community Plan.
Comments
Mr. Scheid reminded theCommissioners of the upcoming Community Meetings which
include:
1) Rockydale Quarries –1/18/05 at Clearbrook Civic League building.
2) Public Safety Building –1/24/05 at Glen Cove Elementary
3) Verizon Wireless –1/27/05 at Roanoke Valley Moose Lodge
Mr. Beard provided an overview of Roanoke City’s proposed Colonial Green
development. He stated the public hearing will be 1/20/05 at 1:00 p.m. in the Municipal
Building.
Ms. Hooker reminded allmembers to submit the required Statement of Economic
Interests to the County Attorney.
