Approval of Agenda Mr.Azar moved to approve the agenda. Motion passed 5-0. Discussion of CIP Process Ms. Cathy Tomlin, Budget Analyst, discussed the Citizens’ Committee’s role in the CIP process. She provided an overview of the FY2005-2006 Capital Improvement Program Review Committee Evaluation and Recommendations. She discussed ranking of projects and funding of recommendations. She stated that the schools used a similar CIP process. Mr. Thomason stated he participated in the Roanoke County School Board’sCIP process. Mr. McNeil stated the county’s CIP process is good. He discussed ways to integrate the Planning Commission into the process. Ms. Hooker agreed the commissioners should be more involved in the process. Ms. Scheid noted that many of the CIP projects do not apply to the Community Plan. Mr. McNeil stated the Planning Commission should interface with the school board regarding growth and long-range infrastructure needs. The commissioners and staff discussed becoming involved in Roanoke County SchoolBoard’s CIP process.Ms. Tomlin explained the CIP Summary of Projects and Funding will requireapprovalby the Board of Supervisors.Mr. Azar expressed concern regarding involvement in school board affairs other than growth and infrastructure issues. Mr. Brent Robertson, Budget Director, agreed that moreinvolvement of the Planning Commission in the CIP process would be beneficial. He discussed changes which have been made to the CIP process. He suggested allowing the Planning Commission to act asan intermediary between the county and the school board to discuss common CIP issues. 1 Comments of Planning Commissioners and Planning Staff Mr. McNeil reported on the Community Meeting held to discussthe Christopher Irvine petition.
