ROANOKE COUNTY PLANNING COMMISSION
MINUTES –JANUARY 3, 2006

WORK SESSION:
Ms.Hooker called the meeting to order at 4:00p.m.
Approval of Agenda
Mr.Azarmoved to approve the agenda. Motion passed 5-0.
Approval of Minutes
Mr. Jarrellmoved to approve December 6,2005Planning Commission Public
HearingMinutes. Motion passed 5-0.
Approval of Consent Agenda
Mr.Azar moved to approve the consent agenda. Motion passed 5-0.
Approval of Planning Commission Meeting Dates
Mr. Jarrell moved to approve the meeting dates. Motion passed 5-0.
Planning Commission Elections
Mr. McNeil nominated Mr. Azar,Chairmanfor 2006. Mr. Azar nominated Mr.
Jarrell,Vice-chairmanfor 2006.Both nominations passed unanimously.
Comments
Ms. Scheid and commissioners made plans to visit the jail site as their
th
worksessionon January 17.
Mr. John Chambliss, Assistant County Administrator, briefly discussed the
Western Virginia Regional Jail Authority petition. He described the site. Mr.
McNeil asked about the rezoning timeline. Mr. Chamblissexplained the
procedure which included funding approval. Ms. Hooker expressed concern
regarding the timing of the Section 2232 Review.

PUBLIC HEARING:
Mr.Azarcalled the meeting to order at 7:00p.m. Mr.McNeilgave the
invocation and led the pledge of allegiance.
1.The petition of Vistar Eye Center to rezone 1.14 acresfrom C-2C, General
Commercial District with Conditions to C-2, General Commercial District for
the operation of a medical office, located at 5296 Peters Creek Road,

Catawba Magisterial District
2.The petition of FriendshipManor Apartment Village Corporation to rezone
3.564 acres from R-3C, Medium Density Multi-Family Residential District
with Conditions to C-2, General Commercial District, and to obtain a Special
Use Permit for the construction of a Life Care Facility, located at 6509
Carefree Lane and 6920 Williamson Road, Hollins Magisterial District. Ms.
Becky Mahoney, Roanoke County PlanningDepartment, presented the staff
report.
Mr. Compton Biddle, Esquire, spoke representing the petitioner. He stated
the requested rezoning wouldbring the property into conformitywith the
current land uses of the property.He stated they do not plan to develop or
change the structure that is currently on the property. Mr. Biddle explained
the zoning map of the siteand surrounding property. He stated most of the
existing building is on C2 zoning. Mr. McNeil expressed concern regarding
rezoningthe propertyfrom R3 to C2. Mr. Biddle stated the petitioner plans
to leave the remaining property R3. Mr. Azar noted the rezoningwould
bring the property into compliance.
Mr. Jarrell then made a favorable recommendation to approve the rezoning:

NAYS:None

Mr. Jarrell then made a favorable recommendation to approve the special
use permit:
AYES:Thomason, Azar, Hooker, McNeil, Jarrell

3.The petition of Eric Eanes and Todd Conner to rezone 8.92 acres from C-
2S, General Commercial District with Special Use Permit to R-3, Medium
Density Multi-Family Residential District for the construction of a townhouse
development, located at 7656 Williamson Road, Hollins Magisterial District.

Final Orders
1.The petition of the Roanoke County Planning Commission to review
Section 30-71, EP Explore Park District, and related sections 30-29, and
was
30-80 through 30-88 of the Roanoke County Zoning Ordinance
approved by the Board of Supervisors at the Public Hearing on
December 20, 2005.
2.The petition of Virginia Living Histories, Inc. and the Virginia
Recreational Facilities Authority to rezone 774+acres from EP, Explore
Park District with existing master plan and existingproffered conditions,
to EP, Explore Park District with new master plan and new proffered
was approved by the Board of Supervisors at the Public
conditions
Hearing on December 20, 2005.
There being no additional business, the meeting was adjourned at7:16p.m.
