Approval of Agenda Ms.Hookermoved to approve the agenda. Motion passed 4-0. Approval of Minutes Ms.Hooker moved to approve the October 3, 2006 PCPH minutes. Motion passed 4-0. Mr.McNeilmoved to approve theOctober 24, 2006 PCWS minutesas amended. Motion passed4-0. Approval of Consent Agenda Mr.Thomasonmoved to approve the consent agenda. Motion passed 4- 0. Planning Commission Bylaws Ms. Hooker inquired about notice of meetingrequirements. Mr. Thompson and Mr. Obenshain discussed requirements. Ms. Hooker moved to approve the revised Planning Commission Bylaws. Motion passed 4-0. Comments There were no comments. Site Viewing The meeting was adjourned for site viewing at4:30p.m. 1 EVENING SESSION: Mr. Azar called the meeting to order at 7:00 p.m. Ms.Hooker gave the invocation and led the pledge of allegiance. Old Business 1.The petition of Wayne Fralinto obtain a Special Use Permit for the construction of a mini-warehouse facility on 14.76 acres, located at 5627 Williamson Road, Hollins Magisterial District. Ms. Megan Cronise, Roanoke County Planning Department, presented the staff report. Mr. Ed Natt, Esquire, spoke representing the petitioner. He provided a brief history of the petition. He discussed citizen concerns discussed at the September5, 2006 Planning Commission Hearing. He requested the commissioners consider permitting an aluminum fence instead of wrought ironfence. He also noted the placement of utility poles on the concept plan is tentative. Mr.Jarrell stated aluminum fencing would require less maintenance. Mr. McNeil inquired about the fence surrounding the property. Mr. Natt stated the fence would be installed for security purposes with barbed wire around the top except on the neighborhood side. Mr. Azar expressed concern regarding barbed wire on the fencing. Ms. Cronise explained this was not staff’s recommendation. Mr. Natt explained Dr. Fralin requested the barbed wire to provide more security for the mini-warehouses. Mr. Jarrell stated the barbed wire would protect stored belongings and secure the property. Mr. McNeil stated the barbed wire would deter thieves and offer better security. He inquired about protecting the viewshed. Mr. Natt stated adequate screening would be provided. Ms. Cronise explained landscapingoptions.Mr. Azar complimented Ms. Cronise on her research and presentation. Mr. Jarrell then made the motion to recommend approval of the request with the following conditions: 1)The site shall be developed in substantial conformance with the Preliminary Site Plan for Wayne Fralin, Safe Place Storage Units, dated December 22, 2005 and revised through October 16, 2006 and prepared by LMW, P.C., except that aluminum fencing will be utilized instead of wrought iron fencing; and 2)Option 2 shall be utilized to screen stored vehicles from the Bonhill Drive residences, as shown on sheets 4 and 5 of the Preliminary Site Plan for Wayne Fralin, Safe Place Storage Units, dated December 22, 2005 and revised through October 16, 2006 and prepared by LMW, P.C. The motion passed by a vote of 5-0. 2 AYES:Thomason, Azar, McNeil, Hooker, Jarrell NAYS:None ABSENT:None Public HearingPetitions: 1.The petition of Laura Quarles toobtain a Special Use Permit to operate a commercial indoor sports and recreation facilityon 1.53 acres, located at 7525 Hitech Road,HollinsMagisterial District. (Withdrawn at the request of the petitioner) 2.The petition of Hidden Valley Villas, LLC torezone 24.46 acres from R-1, Low Density Residential, to R-3,Medium Density Multi- Family Residential, in order to construct multi-family dwellings at a maximum density of 5.15 dwelling units per acre, located at 4800 (Continued until Keagy Road, Windsor Hills Magisterial District. December 5, 2006 at the request of the petitioner) 3.The petition of Chris McMurry toobtain a Special Use Permit to construct townhouses on 1.264 acres at a maximum density of 9.5 dwelling units per acre, located near the intersection of Route 648 and Route 11,HollinsMagisterial District.Mr. Josh Gibson, Roanoke County Planning Department, presented the staff report. Mr. Jarrell expressed concern regarding the ability of emergency vehicles to make u-turns in the cul-de-sac. He inquired about Fire & Rescue coverage. Mr. Gibson explained coverage. Mr. Jarrell inquired about impact on schools. Mr. Gibson discussed impacts on schools. Mr. McNeil inquired about elevationsand exterior standards. Mr. Gibson provided photocopies received earlier today. He discussed designed standards. Mr. Azar inquired about property access and stormwater management. Mr. Gibson explained both issues. Mr. Azar inquired about land disturbance. Mr. Gibson stated the petitioner plans towork with the contours of the land according to the proposed plan. He stated the parking area will need to be graded. Mr. McNeil inquired about the type of stormwater pondand buffering of the pond. Mr. Gibson stated it will be a dry pond.He stated no buffering plans were submitted with the current plans. Mr. Chris McMurry spoke regarding the petition. He explained the concept plan including landscaping and gradingplans.He stated since they are unsure of the stormwater pond size requirements for this site,they did not include it on the current plan. He discussed proposed plantings. He discussed stormwater management. He stated dumpsters will be screened by a wooden fence. Mr. Jarrell requested more details regarding dumpsters. Mr. McMurry discussed the location and screening. Mr. Jarrell inquired about hoursdumpsters could be emptied. Mr. McMurry deferred the question to Mr. Rob Baba. Mr. McNeil inquired about parking 3 requirements. Mr. Gibson discussed the concept plan. Mr. McNeil asked about roadside parking. Mr. McMurry stated parking would be allowed only in the designated parking area. Mr. Gibson and Ms. Cronise discussed parking requirements. Mr. Rob Baba, Courtesy Investment Group, LLC, spoke regarding the petition. Mr. Jarrell inquired about the hours dumpsters would be emptied. Mr. Baba stated they would have hours which are agreeable with residents. Mr. McNeil suggested placing a condition restricting time dumpsters could be emptied. Mr. Obenshain stated the noise ordinance would likely control this issue. Mr. Gibson stated noise complaints are referred to the police department. Mr. Jarrell inquired about by-right building. Mr. Thompson stated six single family homes could be built with current zoning with all fronting Williamson Road. Ms. Hooker expressed safety concerns if individual driveways would empty directly onto Williamson Road if by-right homes are built. Mr. McNeil asked about driveway access with proposed development. Mr. Gibson stated the petitioner will have to confirm plans with VDOT for a commercial entrance. Mr. Azar stated townhomes are a better fit with one entrance for the development. Mr. Jarrell expressed concern regarding the u-turns of emergency vehicles. He noted the impact on the schools would not be excessive. Mr. Jarrell then made the motion to recommend approval of the request with the following conditions: 1.Substantial conformance with the submitted conceptual plans dated 11/1/06 and prepared by McMurry Surveyors, Inc. to include the following: Type A landscaping shall be installedat the northern property boundaries (bounding parcel # 027.08-02-30.00 and parcel # 027.08-02-29.00); on the eastern property boundary, a Type A buffer shall be installed along the eastern boundary (bounding parcel # 027.08-02-22.00) except at Lot #8 on the conceptual plan, where a modified Type A landscape buffer shall be installed where width requirements will be a minimum of 10 feet. 2.Light poles shall be downward-facing, limited to a maximum height of 10 feet, and shall be of a style that conforms to the Williamson Road Hollins Village Masterplan Design Guidelines. 3.Signs adjacent to Williamson Road shall be limited to one (1) monument-type sign. 4.The townhouse groups shall incorporate staggered front and rear setbacks so that no single group contains more than two (2) units with like front and rear setbacks. The motion passed by a vote of 5-0. 4 AYES:Thomason, Azar, McNeil, Hooker, Jarrell NAYS:None ABSENT:None Final Orders Mr. Philip Thompson presented the Final Orders. 1.The petition of The Rebkee Companyto rezone 4.494 acres from R- 1, Low Density Residential, to C-2,General Commercial, in order to construct a retail sales facility, located at 3909 Challenger Avenue was and 3911 Challenger Avenue,VintonMagisterial District approved by the Board of Supervisors at the Public Hearing on October 24, 2006. 2.The petition of Virginia Living Histories, Inc.to review proposed water and sewer line extensionsto Explore Park per section 15.2-2232of theCode of Virginiafor consistency with the adopted Community Plan, located at 3900 Rutrough Road,VintonMagisterial District was approved by the Board of Supervisors at the Public Hearing onOctober 24, 2006. 3.The petition of Holrob Investments, LLC to rezone 4.1+acres from AR, Agricultural Residential District, to C-2,General Commercial, and CVOD, Clearbrook Village Overlay District, and to obtain a special use permit to operate a retail sales establishment with gross floor area greater than 50,000 square feet, garden center, and minor automobile repair facility on 41+acres, located in the 5200 block of Franklin Road, Stable Road, Clearbrook Lane, Singing Hills Road, was approved by and Sunset Drive, Cave Spring Magisterial District the Board of Supervisors at the Public Hearing onOctober 24, 2006. Comments Mr. Jarrell motioned to defer the next Planning Commission meeting to December 5, 2006. The motion passed 5-0. Mr. McNeil stated he would like more detailed informationbefore hearing and voting on a petition. Ms. Hooker discussed that the petitioner wants to see if the development is possible before substantially investing in the project. Mr. Thompson stated the concept plan is presented until detailed engineering can be acquired later in the development process. Mr. Azar stated he would like as much information as possible prior to the Planning Commission Public Hearing. Ms. Hooker inquired about Explore Park. Mr. Thompson provided an update. Mr. Thomason expressed concern regarding continuances. He statedthe petitionersneed more definitive reasons to postpone hearings. He suggested requiring more information at the time of application. Mr. Thompsondiscussed options. Mr. Azar stated petitions should betabled and not placedon the agenda if the information packets for the PC and 5 BOS are not identical. Mr. Thompson and Mr. Obenshain explained options of the BOS. Mr. Jarrell stated some cases are broughtbefore the PC to see the type of questions which will be asked at the BOShearing.
