WORK SESSION MINUTES -APRIL 20, 2004

WORK SESSION:
Session opened at 4:10 p.m. by Mr. AI Thomason.
Approval of Agenda
Ms. Hooker moved to approve the agenda as amended. Motion passed 4 -0.
Discussion of Community Plan
Ms. Scheid stated the Catawba Ruritan Club has invited the commissioners and staff to
attend their May 25 meeting. She stated staff plans to discuss the Comp Plan with this
group during the meeting. Ms. Hooker stated it is important to find concerned citizens
who would like to attend these meetings. Ms. Scheid suggested combining areas of the
county by generally following the 1 -81 corridor. Mr. Azar stated Vinton and Mount
Pleasant could be combined. Mr. Thomason suggested combining Cave Spring and
Windsor Hills meetings at RCAC. Mr. Charles Hofer stated RCAC or Back Creek
School would be acceptable. Mr. Thomason asked if a separate meeting would be held
for Bent Mountain. Ms. Krochalis stated more people from the area would attend if the
meeting was held on Bent Mountain. Ms. Scheid stated the Vinton /Mount Pleasant
meeting could be held at the Charlie Hill Senior Center or Vinton Public Library. She
suggested combining the Hollins and Glenvar meeting. Ms. Hooker asked if meetings
could be added if a civic league requests a meeting. Ms. Scheid affirmed staff always
accepts an invitation to attend a civic league meeting. Ms. Hooker inquired about the
deadline for submitting the Comp Plan. Ms. Scheid stated legally the deadline was
December 2003 but the BOS has allowed more time. She stated it is important to keep
on schedule and present the Comp Plan to the PC in July 2004, if possible. Mr. Azar
stated consistency is needed when setting Community Meeting dates. He suggested
having all meetings on a particular day of the week. Staff and PC members discussed a
tentative schedule for meetings: Vinton /Mount Pleasant 516 - Vinton Public Library or
Charlie Hill Senior Center; Hollins / Glenvar 5113 - Glen Cove Elementary; Cave
Spring /Windsor Hills 5120 - RCAC; Catawba 5125 - Fire Station or Community Center;
Bent Mountain 5127 - Fire Station or Bent Mountain School. All meetings will be held at
7:00 p.m. Ms. Scheid stated the BOS would like to have a Joint Worksession with the
PC which will most likely take place in June. She stated display stations could be set
up. Ms. Hooker stated it is important to receive input from the citizens. Ms. Scheid
stated staff would be present to answer questions and receive citizens input regarding
displays. Ms. Hooker stated the project should remain a moldable project. Mr. Azar
asked if more specific information regarding the Comp Plan was available. Ms. Scheid
stated specific recommendations would be available for the Community Meetings. Mr.
Hofer stated citizens will appreciate the presentations. Ms. Krochalis noted Glenvar and
Hollins areas are far apart in distance. She stated she hoped meetings would stay
small and allow for general discussion. She requested more specific information prior to
the Community Meetings, if possible. Mr. Hofer stated Back Creek citizens started their
educational process during their latest civic league meeting. He stated Ms. Jenny
Henderson is the current president of the Back Creek Civic League. Ms. Krochalis
stated Mr. Bruce Coffey is the current president of the Bent Mountain Civic League.
Comments of Planning Commissioners and Planning Staff
Mr. Azar inquired about having closed sessions for the PC to discuss personnel matters
and recently received e- mails. Mr. Thomason asked staff to contact Mr. Mahoney
regarding this request. Ms. Scheid stated she will contact Mr. Mahoney regarding
closed session discussions. Mr. Azar also requested the procedure and structure of the
worksessions be reviewed. Ms. Hooker stated she would like to be present to
participate in this session. Ms. Scheid also noted PC members could also speak with
staff regarding their concerns.
Ms. Scheid stated the May 18 will be left open to use as a worksession if deemed
necessary.
