County Administrator Ms. Annie Krochalis WORK SESSION: Session opened at 4:00 p.m. by Mr. Thomason. Approval of Agenda Mr. Azar moved to approve the agenda as amended. Motion passed 3 -0. Approval of Minutes Mr. McNeil moved to approve the April 6, 2004 PCPH minutes and April 20, 2004 Worksession minutes. Motion passed 3 -0. Approval of Consent Agenda Mr. Azar moved to approve the consent agenda. Motion passed 3 -0. Kahn Development Ms. Scheid stated the developer has proceeded with a land trade with the adjoining property owner. She stated the R1 property, further up Keagy Road, would no longer be a part of the petition. She explained the new conceptual map. She stated the 5 acres acquired from the Mr. Via would provide an additional 700 linear feet of frontage on Route 419. She explained the access on the conceptual plan. She stated the new accesses would provide safe, adequate ingress and egress to Rt. 419 and better access on Keagy Road than that previously requested. Mr. Azar inquired about VDOT's recommendation. Ms. Scheid stated they have reviewed preliminary information on the new access points and had positive feedback. Mr. Azar inquired about ingress and egress on Keagy Road. Ms. Scheid confirmed that Kahn would have an ingress and egress on Keagy Road further up the hill from the previous location. Mr. Azar inquired about buffering. Ms. Scheid stated they would have to provide screening and buffering between the C2 and R1 property. She stated Mr. Earle Atkins informed the BOS at their April 25 meeting that he was in support of the revised plan. Roanoke County Public Safety Building Mr. Dan O'Donnell explained the aerial photo of the property. He stated the existing youth counseling center will be relocated to Salem. Ms. Krochalis asked if the existing house would be torn down. Mr. O'Donnell stated they have researched having the house moved but since portions of the house have been added -on, it would be very difficult and costly. He stated the site is comprised of approximately 8 acres. Mr. McNeil asked about surrounding zoning. Ms. Scheid stated that properties immediately surrounding the site are zoned C1 and that R1 zoning exists in the near vicinity. Closed Meeting pursuant to the Code of Virginia Sec. 2.2- 3711.A.29 discussion by the Planning Commission of confidential proprietary records excluded from disclosure pursuant to Sec. 2.2- 3705.A.56, for the proposed Public Safety Communications Center /Public Safety Building. Mr. Azar motioned to go into closed session at 4:16 p.m. Motion passed 3-0 Certification Resolution Mr. Al Thomason certified the closed session at 4:25 p.m. Mr. McNeil motioned to approve the Certification Resolution. Motion passed 3 -0. Comments Mr. Azar suggested visiting some of the sites on the Consent Agenda due to the numerous petitions. Mr. Mahoney stated he has a conflict of interest regarding the Member One Credit Union petition since he is currently on their board of directors. Site Viewing The meeting was adjourned for site viewing at 4:31 p.m. 2 PUBLIC HEARING: Mr. Thomason called the meeting to order at 7:01 p.m. Mr. Rodney McNeil gave the invocation and led the pledge of allegiance. 1. The petition of Balzer & Associates, Inc. to rezone 4.83 acres from 11 C Industrial District with Conditions to R1 Low Density Residential District for a development of single family housing located at Tract B1 -A -2 of Mason Subdivision, Hollins Magisterial District. Mr. Thomason noted the petition had been continued at the request of the petitioner until June 1, 2004. Three citizens were present. Mr. Sean Horne, Balzer & Associates offered to explain the site proposal to the citizens privately. 2. The petition of Roanoke County Board of Supervisors to rezone .800 acres from R1 SUP Low Density Residential District with Special Use Permit to C1 Office District in order to construct a public safety building, parking and access road located at 5929 Cove Road, Catawba Magisterial District. Ms. Janet Scheid, Roanoke County Planning Department, presented the staff report. Mr. Dan O'Donnell represented the petitioner. Mr. McNeil noted the discussion held during the Worksession familiarized them with the property. Mr. McNeil then made a favorable recommendation to approve the petition: Mr. Azar asked for clarification regarding surrounding zoning. Mr. O'Donnell stated the house parcel is zoned R1 and that properties immediately surrounding the subject parcel are zoned C1. AYES: Thomason, Azar, McNeil NAYS: None ABSENT: Hooker, Jarrell Citizens Comments There were no citizen comments. Comments Ms. Scheid stated that all Planning Commissioners are encouraged and welcome to attend all 6 community meetings scheduled and that she hoped each commissioner would be able to attend the Community Meeting in their district. She stated some of the meetings would be combined with civic league meetings which should provide increased citizen attendance. She stated the drafts of the Community Plan revisions will be placed on the county website on Wednesday, May 5. She stated the meetings have been publicized on RVTV, a block ad and article in The Roanoke Times, and notification to the civic leagues, fire departments, libraries, surrounding localities, Back Creek Civic League members, and Smart Growth Task Force participants. Mr. McNeil asked who would conduct the meetings. Ms. Scheid stated she and other staff members would conduct the meetings. She reviewed the meeting format. Mr. Thomason asked if the meetings would be recorded. Ms. Scheid stated to date no plans have been made to record the meetings. She reviewed the locations of the meetings. Mr. Azar stated it would be important to follow the format so as not to have a debate style meeting. Mr. Azar asked about the duration of each meeting. Ms. Scheid stated the meetings would end at 9:00 p.m. Final Orders The petition of Slate Hill I, LLC, Slate Hill II, LLC, and Woodcliff Investments, LLC, to rezone 4.92 acres from C2C General Commercial District with Conditions to C2 General Commercial District, 8.03 acres from C1 Office District to C2 General Commercial District, and 17.01 acres from R3 Medium Residential District to C2 General Commercial District in order to construct a general office and retail sales facility located at 4486 Summit Street, Cave Spring Magisterial District was continued by the BOS to May 25, 2004. 2. The petition of Jeff Bennett to obtain a Special Use Permit to operate a custom manufacturing business on 3.56 acres, located at 4040 Jae Valley Road, Vinton Magisterial District was approved with conditions by the Board of Supervisors at the Public Hearing on April 27, 2004. 3. The petition of D. Gregory Roberts to obtain a Special Use Permit to conduct a home .occupation in an accessory building on 2.14 acres, located at 5228 Ponderosa Drive, Catawba Magisterial District was approved with conditions by the Board of Supervisors at the Public Hearing on April 27, 2004. 4. The petition of Marc I. Wilson to obtain a Special Use Permit to conduct recreational vehicle sales on 1.4088 acres, located at 3328 Peters Creek Road, Hollins Magisterial District was approved with conditions by the Board of Supervisors at the Public Hearing on April 27, 2004. E 5. The petition of Kahn Development Company to rezone 9.9 acres from C1 Office District to C2 General Commercial District and 5.8 acres from R1 Low Density Residential District to C2 General Commercial District in order to construct a general office and retail sales facility located at Route 419 near its intersection with Keagy Road, Windsor Hills Magisterial District was sent back to the PC by the BOS to hear on June 1, 2004.
