Approval of Agenda Ms. Hooker moved to approve the agenda. Motion passed 4-0. Discussion of Comprehensive Plan Mr. David Holladay explained the future land use maps and drawings. He suggested each PC member along with their BOS member meet with Planning Staff to discuss maps of each district in more detail. He stated changes on land use maps are primarily due to topography of the land and availability of public water and sanitary sewer. He stated some residential land use designations are proposed to be changed to rural land use designations. He stated rural preserve designations will be mostly on steeply sloped areas. Mr. McNeil inquired about topographical maps. Mr. Holladay stated that general slope maps are available and being used when evaluating the future land use maps. Mr. Holladay reviewed the maps with the commissioners. Mr. Thomason stated he has received a phone call regarding village centers in the Bent Mountain area. He expressed concern more development could create the need for more services in the area. He discussed the potential for development on the Poage Farm. Mr. Holladay stated waterlsewer capabilities would need to be considered regarding future development in this area. He stated few changes have been made to the maps in urban areas. Mr. Covey stated Mr. Elmer Hodge suggested having Mr. Mike Chandler review our Comprehensive Plan and its linkages with the CIP. He stated Mr. Chandler may want to meet with the PC. He noted the Comp Plan is the only petition on the agenda for the PCPH on July 6, 2004. Mr. Thomason stated he was disappointed at the turnout of citizens at the Community Meetings. Mr. Holladay and the commissioners discussed schedules regarding individual meetings to review the future land use maps. Comments of Planning Commissioners and Planning Staff Mr. Thomason discussed the Hardy property viewing with the commissioners. Mr. McNeil requested more guidance regarding ridgeline protection. Mr. Thomason stated 'ridgeline' needs to be defined. Mr. Covey stated it may be difficult to protect every ridgeline. He stated determination may need to be made for each individual project. Mr. Covey stated this issue will be part of the Zoning Ordinance process. Mr. Holladay provided examples of criteria other localities use to when determining ridgeline protection.
