WORK SESSION:
Session opened at 4:00 p.m. by Mr. Thomason.
Approval of Agenda
Ms. Hooker moved to approve the agenda as amended. Motion passed 5-
0.
Discussion of George Golf Design, Inc.
Ms. Scheid explained the petition was continued due to an error in the
legal ad. She explained that the Planning Commission Public Hearing for
this petition would be August 10, 2004 at 7:00 p.m. She gave a brief
history of the property and explained current zoning of property. She
stated that the petitioner designs and builds golf courses and does not
develop residential houses. Ms. Scheid explained that the petitioner may
later sell off a portion of the property for residential development to
complete his financial package and that staff would encourage a PRD for
the area if a rezoning for higher density was desired. Mr. Azar suggested
placing conditions on property. Mr. McNeil asked why the golf course and
housing development could not be one project. Ms. Scheid explained the
petitioner has a closing deadline and needs an answer on the SUP prior to
that deadline. Mr. Azar stated the petitioner will be coming back to
acquire a rezoning since he was unsure of the amount of houses he wants
to build. He stated the petitioner plans to address questions at the Mount
Pleasant Community Meeting on August 5, 2004. Mr. Covey stated that
alternatives to public water and public sewer could be the development of
a community water system and the use of a mass drainfield. He stated
the petitioner would be required to go through a 2232 Review if a public
water and sewer system are necessary for development.
Approval of Consent Agenda
Ms. Hooker moved to approve the consent agenda. Motion passed 5-0.
Approval of Minutes
Mr. Azar moved to approve the July 6, 2004 minutes. Motion passed 5-0.

PUBLIC HEARING:
Mr. Thomason called the meeting to order at 7:00 p.m. Mr. Thomason
gave the invocation and led the pledge of allegiance.
Citizen Comments
Ms. Elizabeth Abe spoke regarding the petition of George Golf Course.
She presented questions regarding the concept plan, 2001 proffers
regarding fertilizer runoff, environmental impact or feasibility studies, the
acreage dedicated to the golf course and/or residential use, the number of
houses to be built, and the amount of the rezoning fee for the project.
Petitions
1. The petition of Double D Mini -Mart, Inc. to obtain a Special Use
Permit to operate a car wash, located at 7443 Williamson Road,
Hollins Magisterial District. Mr. John Murphy, Roanoke County
Planning Department, presented the staff report.
Mr. Jarrell asked about the location of entrances and exits. Mr.
Murphy indicated there would be two access points. Mr. Azar
asked about creating an exit onto Plantation Road. Mr. Murphy
explained the traffic flow.
Mr. Ed Natt, Esquire, spoke representing the petitioner. He
presented a site plan depicting new access and traffic flow that staff
had not reviewed. He compared the old site plan to the new site
plan by L&W Engineers and Surveyors. He stated they had met
with VDOT regarding the ingress and egress locations. He
provided a brief history of the property. He stated the carwash
would normally use 85% recycled water, however, during drought
conditions the water has the capability of being 100% recycled. He
explained the proposed entrances and exits. Mr. Azar expressed
concern regarding the closeness of entrances to the centerline.
Mr. McNeil asked if the entrances would be grandfathered. Mr.
Natt stated since it is a new use they will need to acquire a new
entrance permit. Mr. Murphy explained the zoning ordinance
regarding entrances. Ms. Scheid noted staff has not had an
opportunity to review the revised site plan. Mr. Natt stated the
petitioner will comply with VDOT regulations. Mr. Azar suggested
having one ingress and one egress onto Williamson Road. Ms.
Hooker asked staff about the proposed entrances. Mr. Murphy
explained potential problems regarding traffic flow on Williamson
Road. Mr. Natt stated the petitioner will comply in accordance with
Roanoke County Ordinance.
Mr. Jarrell then made the motion to recommend approval of the
request with the following conditions:
1. The site shall be developed in general conformity with the
Williamson Road Hollins Masterplan Design Guidelines, to be
administered by planning staff.
2. The site shall have one access point on Williamson Road and
one access point on Plantation Road both of which shall
include an entrance and exit lane. The access points shall be
in compliance with the Roanoke County Zoning Ordinance and
VDOT standards.

2. The petition of Barry M. and Janet B. Fitzgerald to rezone 4.514
acres from 12 Industrial District to R1 Low Density Residential
District in order to construct single family dwellings, located at 5132
Poor Mountain Road, Catawba Magisterial District. Mr. John
Murphy, Roanoke County Planning Department, presented the staff
report.
Mr. McNeil inquired about the zoning of surrounding properties. Mr.
Murphy stated surrounding properties are zoned R1. Ms. Hooker
asked if only one home would be built on the property if it is
rezoned. Mr. Murphy affirmed the petitioner plans to build one
home on the parcel.
Mr. Ed Natt, Esquire, spoke representing the petitioner. He stated
some of the property is located in the floodplain. He stated the
area is mostly residential in nature. Ms. Hooker noted Economic
Development has indicated they are not opposed to this rezoning.
Ms. Hooker then made the motion to recommend approval of the

3. The petition of Jerry Douglas Kidd, Inc. tla Brookside Auto Sales, to
obtain a Special Use Permit to conduct recreational vehicle sales,
located at 6718 Williamson Road, Hollins District. Mr. David
Holladay, Roanoke County Planning Department, presented the
staff report.

Mr. Jarrell asked if the petitioner would be conducting sales and
service. Mr. Holladay stated the petitioner was prohibited from
providing outside storage by Roanoke County Design Standards.
Mr. McNeil asked for clarification regarding the parcels to be
included in this petition. Mr. Holladay indicated the parcels which
were to be included.
Mr. Jerry Kidd, 6718 Williamson Road, spoke representing
Brookside Auto Sales. Mr. Jarrell asked Mr. Kidd about the
property behind the petitioner's property. Mr. Kidd stated a house
is located behind the property. He stated there would be
approximately 100 ft. separation. Ms. Scheid stated screening
would only be an issue if the petitioner was going to store vehicles
with missing parts. Mr. Jarrell asked the petitioner if he plans to
provide service to the vehicles. Mr. Kidd indicated he does not
have plans to service the vehicles. Mr. Jarrell noted Mr. Kidd has
improved the appearance of the property.
Mr. Jarrell then made the motion to recommend approval of the
request with the following conditions:
1. Recreational Vehicle Sales and Service shall be allowed
only as an accessory use to Automobile Dealership, Used.
2. No more than five (5) recreational vehicles will be displayed
for sale at any one time.

4. The petition of Virginia PCS Alliance, LC dba NTELOS, to obtain a
Special Use Permit to construct a telecommunications facility,
located at 7401 Barrens Road, Hollins District. Mr. Tim Beard,
Roanoke County Planning Department, presented the staff report.
Ms. Hooker requested information regarding the height of the
communications tower. Mr. Beard stated NTELOS and Roanoke
County have indicated they need the height to hopefully diminish
the proliferation of other towers in order to better provide coverage
of the area.
Ms. Jessie Wilmer, spoke representing NTELOS. She provided
background information and statistics regarding the proposed
tower. She stated they are currently conducting lease negotiations
with Roanoke County. She stated coverage in the Peters Creek
area is `spotty.' She stated the current tower will not support new
equipment. Ms. Hooker asked if this tower is approved would they
need additional towers in the area in the future. Ms. Wilmer stated
although she did not think they would need more towers in the
area, she is unsure of this as more carriers are added.
Ms. Anne Marie Green, Director of Roanoke County General
Services, stated the higher level tower will boost both the 911
System and the paging system for Public Safety. She stated the
county will also receive rent for the tower placement.
Mr. Antonio Edmonds, Manager of Operations for NTELOS, stated
he resides in North Barrens Estate. He stated he is in favor of the
petition since the towers will benefit the area.
Mr. Azar asked for clarification of the SUP. Ms. Scheid noted the
SUP will pass with the property. Mr. McNeil expressed concern
regarding NTELOS abandoning the tower in the future. Ms. Wilmer
stated the county would have the opportunity to purchase the tower
if that was to occur.
Mr. Jarrell then made the motion to recommend approval of the
request, reading from a finding of facts, with the following
conditions:
1. The site and location of the broadcast tower shall be in
conformity with the concept plan prepared by Patton Harris Rust
& Associates PC, revision dated June 18, 2004.
2. The broadcast tower shall be constructed only in conjunction
with the facility compound shown on sheet ST2 of the concept
plan.
3. The maximum height of the broadcast tower shall be 199 feet.
4. Per Federal Aviation Administration review, no marking or
lighting of the proposed antenna tower is required and none
shall be installed.

5. The petition of Star City Comics and Games to obtain a Special
Use Permit to operate a commercial indoor amusement facility
located at 5728 Williamson Road, Hollins Magisterial District. Mr.
David Holladay, Roanoke County Planning Department, presented
the staff report.

Mr. McNeil asked if food and beverages would be sold at the
facility. Mr. Holladay stated some food has previously been sold at
the business.
Mr. Terrance Harrington, Marsh -Witt Associates, PC, spoke
representing the petitioner. He stated the building formerly housed
Delongs Furniture. He stated the petitioner is moving a growing
business and that the business location is in conformity with the
Comp Plan. He explained that peak hours for the business would
not conflict with peak traffic hours on Williamson Road and that
there would be no outside equipment to disturb the neighbors. He
also stated there would be no ABC license and that food sales
would be via vending machines only. He described surrounding
businesses and uses. He stated possible additional parking needs
would be determined during site plan review. He introduced the
owner, Mr. Pete Hoefling.
Mr. Jarrell then made the motion to recommend approval of the
request with the following conditions:
1. Parking shall be provided at one space per three persons,
based on maximum building occupancy load.
2. The site shall be limited to one entrance from U.S. 11,
Williamson Road

Final Orders
1. The petition of Balzer & Associates, Inc. to rezone 4.83 acres from
11 C Industrial District with Conditions to R1 Low Density Residential
District for a development of single family housing located at Tract
B1 -A-2 of Mason Subdivision, Hollins Magisterial District was
withdrawn by petitioner,
2. The petition of Sam L. and Mercedes P. Hardy to rezone 1.3 acres
from AG3 Agricultural Preserve District to PRD Planned Residential
District and rezone 97 acres from AR Agricultural Residential
District to PRD Planned Residential District, located south of
Whistler Drive and Creek Circle and east of Apple Grove Lane,
Windsor Hills Magisterial District was approved by the Board of
Supervisors at the Public Hearing on July 27, 2004,

Comments
Ms. Scheid stated Mr. Mike Chandler, Chandler Planning, reviewed the
Comp Plan with staff on July 27, 2004 and made several suggestions
regarding additional analyses. She reminded commissioners about the
PCWS with Mr. Chandler on August 17, 2004 at 4:00 p.m. in the 4th Floor
Training Room. She also reminded the commission about the BOS
Worksession on August 31, 2004 with Mr. Chandler at 5:00 p.m. She
encouraged the commissioners to attend the meetings.
Ms. Scheid noted the Mountain Pleasant Civic League would be meeting
on August 5, 2004 at 7:00 p.m. at the Mount Pleasant Firehouse. She
stated the George Golf Course petition would be discussed during this
meeting.
There being no additional business, the meeting was adjourned at 8:28
p.m.
