HomeMy WebLinkAbout12/16/2003 - MinutesROANOKE COUNTY PLANNING COMMISSION WORK SESSION MINUTES — DECEMBER lb, 2003 Present: Mr. Al Thomason Mr. Steve Azar Mr. Don Witt Ms. Martha Hooker (arrived after elections) Mr. Todd Ross Ms. Janet Scheid Mr. David Holladay Mr. Tim Beard Mr. Chris Lowe Ms. Susan Carter, Recording Secretary WORK SESSION: Session opened at 4:01 p.m. by Mr. Don Witt, Approval of Agenda Mr. Todd Ross moved to approve the agenda. Motion passed 4 -0. Elections for 2004 Mr. Steve Azar nominated Mr. Al Thomason, Chairperson for 2004 and Ms. Martha Hooker, Vice- Chairperson for 2004. Both nominations passed unanimously. Mr. Witt nominated Ms. Janet Scheid, Secretary, and Planning Staff members, Alternate Secretaries, in her absence. Discussion of Letter to Mr. Len Boone Mr. Thomason questioned the timing of sending the letter to Mr. Boone. He expressed concern Mr. Boone would discontinue fund - raising for the viewshed protection. Mr. Witt reviewed the history of Mr. Boone's promise that was not kept. He stated he hoped the letter would encourage him to keep his promise. Mr. Ross recommended sending the letter since Mr. Boone previously stated he would complete the plantings. Ms. Scheid stated that although this is type of notice has not been sent by the PC in the past, it is an appropriate issue for the PC to address. Mr. Azar stated he did not feel the letter would command attention since the PC does not have significant authority. Ms. Hooker stated she thinks the letter will illicit concern from Mr. Boone. Mr. Ross stated he believes the PC should inform Mr. Boone of their concerns. He suggested those members who agree can sign the letter and those who do not agree can abstain. Mr. Witt asked the commissioners for a show of hands if they would like to sign the letter. All commissioners raised their hands, indicating they wanted to sign the letter. Discussion of Comprehensive Plan: Schedule Ms. Scheid stated Land Use and Urban Service Boundaries would be the major topics during future worksessions. She reported on a meeting she attended with Mr. Covey and Mr. Hodge. She stated the Comp Plan is scheduled for presentation to the BOS in February 2004. She stated she is unsure if another Community Meeting will be conducted prior to the public hearings. Mr. Witt referred to a past Community Meeting regarding density issues in the Bent Mountain area. He noted the citizens were displeased with the proposed restrictions. Mr. Thomason stated the area might now be more receptive to density protection. Ms. Scheid explained the property owners often view their land as a legacy to pass to their heirs. She stated citizens might now be more interested in preservation of the rural areas. She gave a brief history of former efforts regarding density restrictions in various rural areas. Mr. Witt stated if density restrictions are too stringent, development would not be economically feasible. Ms. Scheid explained rural cluster developments might be an agreeable alternative. Adjournment The meeting was adjourned at 4:28 p.m. for the PC to attend a reception for Mr. Fuzzy Minnix and the BOS Joint Worksession to discuss the Comprehensive Plan.
