WORK SESSION:
Session opened at 4:05pm by Mr. Witt.
Approval of Agenda
Mr. Thomason moved to approve the agenda. Motion passed 5 -0.
Approval of Minutes
No minutes were approved.
Discussion of Route 111460 West Corridor Master Plan — Design Guidelines
Mr. Jack Ellinwood and Mr. Bobby Wampler of Engineering Concepts made a
presentation. They stated that they had developed several maps in association
with the draft as well as compiled data from several other design guidelines such
as Clearbrook, Hollins, and Colonial Avenue. This new plan will become a basis
of future guidelines for the County. Janet gave a history of the past meetings.
She stated that there were few relevant comments given during the meetings and
that the main issue concerned the "median." Staff had decided not to have
additional meetings. Ms. Scheid stated that the road improvements might be 8-
10 years in the future but that staff and the PC should proceed with the plans
now so that they would be ready when approval did come. Staff stated that
graphics should be a part of the plan packet. Mr. Witt stated that he liked the last
objective but that he didn't see any guidelines relative to improved water quality.
Mr. Lowe stated that the new Stormwater Management Ordinance addresses
BMP. Mr. Witt stated that LID techniques must be included in the county
ordinance if possible. Ms. Hooker mentioned that the wording regarding strip
malls was questionable. ( #4 Strip malls are discouraged, but under some
guidelines, may be encouraged.) Mr. Robinson asked for more information
concerning the 15' vegetative strip and stated that he was looking for an
alternative for flexibility.
Ms. Hooker stated that she was pleased to see tree preservation addressed in
the plan. Mr. Ross stated that in II.A. it reads that the requirement for new
buildings will be compatible with what is already there and noted that in certain
circumstances we may not want new development to match existing
development. Mr, Witt questioned pedestrian circulation and whether or not it
will or can be developed on Route 460. Ms. Scheid stated that there is potential
for this pedestrian circulation given the existence of the public library and public
school. Mr. Witt stated that his impression was that there is desire to encourage
walkways, these intentions need to be shown in the guidelines. It was also
stated that in V.C. the last sentence should also include "ground face," Ms.
Scheid mentioned a concern about the wording in V.C. regarding "metal" and that
there are many types of "metal" fabrications available (i.e. Land Rover building).
Ms. Hooker asked if utility crossings could interfere with plantings. ECl stated
that they could. Mr. Witt questioned the 20' buffer requirement between
residential to agricultural zoning in F.1.a. It was stated that it was in our current
subdivision ordinance. Mr. Witt then questioned the use of 18' site lighting poles
as opposed to the 20' pole (VII.A.). It was stated that the 18' pole is used in the
Clearbrook area.
Discussion of Chan es to Colonial Avenue Route 419 to Brambleton
Proiect
Mr. Beard gave a history of the past meetings, which included Fuzzy Minnix,
Elmer Hodge, Arnold Covey, Janet Scheid and Tim Beard. An explanation of the
maps was also given. Mr. Witt questioned why money was being spent for
straightening the road. It was stated that there were few accidents in the area.
Mr. Robinson questioned the traffic count on the road. Mr. Thomason
questioned whether money should be spent on this road due to the financial state
of VDOT.
Mr. Beard stated that at this point, a one -year review is being recommended by
the citizens. Mr. Robinson questioned what input the PC has. Ms. Scheid stated
that the purpose of this meeting today was only to bring the PC "up to speed" on
the issue.
Ms. Scheid re- stated that staff needs to re -visit how the Colonial Avenue area got
on the 6 year plan and that the process needs to be re- vamped. It was also
stated that there needs to be a level of review prior to placing an area on the 6-
year plan.
Comments of Planning Commissioners and Planninci Staff
Mr. Ross asked for an update of the Clearbrook car dealership. Ms. Scheid gave
the history of the area.
Planning Commission asked for the opportunity to review the draft Storm Water
Management Ordinance.
