HomeMy WebLinkAbout11/19/2002 - MinutesROANOKE COUNTY PLANNING COMMISSION WORK SESSION MINUTES — NOVEMBER 19, 2002 Present: Mr. Todd Ross Mr. Al Thomason Mr. Kyle Robinson Ms. Martha Hooker Mr. Don Witt Ms. Janet Scheid Mr. Tim Beard Ms. Susan Carter, Recording Secretary WORK SESSION: Session opened at 4:00 p.m. by Mr. Todd Ross. Approval of Agenda Mr. Robinson moved to approve the agenda. Motion passed 5-0. Update of Cotton Hill Land Co., LC Petition Ms. Scheid reviewed a memo received from Mr. Natt regarding the petition. She explained the procedure regarding the petitioner's request to the BOS for the PC to hear the petition request a second time. She stated the BOS will decide at their November 19`h meeting whether or not to refer it back to the PC to rehear. Mr. Witt stated that the rezoning petition offers some control over the development regarding access. Mr. Thomason expressed concern as to the reasons the PC should rehear the petition again. Ms. Scheid explained that the petitioner has expressed a desire to present a more defined plan including reduced density and trees and buffering. Mr. Ross inquired about county water and sewer accessibility in the Route 221 area. Ms. Scheid stated county water and sewer lines end at Cotton Hill Road at this time. Mr. Ross requested maps of water and sewer lines and zonings of surrounding properties if the petition is referred back to the PC. Cash Proffers Ms. Scheid led a discussion on cash proffers. She stated the policy will be for rezonings only. Mr. Ross expressed concern the fees may be cost prohibitive for builders. Ms. Scheid stated more research is necessary before the policy can be drafted. Mr. Robinson expressed concern about the cost of education, emergency services, etc. which the county currently pays when a new subdivision is developed. Mr. Witt stated other counties in Virginia have adopted a cash proffer policy. Ms. Scheid stated staff will need to wait for the BOS to indicate their direction on this issue before more time is invested in research. Mr. Ross stated the county should have the total package together before presenting it to the public. Mr. Robinson expressed concern the cost of the cash proffer would be passed on to the home buyer.
