Call to Order
Ms. Hooker called the meeting to order at 6:04 p.m.
Approval of Agenda
Mr. James made a motion to approve the agenda, which passed 3-10.
Landscavina Proiects at Merriman Roundabout and allona Williamson Road near
Hollins University
Ms. Cronise presented a PowerPoint presentation regarding the VDOT Comprehensive
Roadside Management Program (CRMP), including landscaping requirements, signage
requirements, renewal of agreement, and locality requirements. Ms. Cronise and the
Commissioners discussed placement, installation, and maintenance of signage. Ms.
Cronise stated the County has approved three projects within two years with two
additional projects being proposed. She provided updates on existing CRMP projects,
including Williamson Road at Plantation Road, Williamson Road at Peters Creek Road,
and Colonial/Penn Forest Roundabout.
Ms. Cronise reviewed the Proposed CRMP Projects, including Merriman Roundabout
Maintenance and Williamson Road Medians along Hollins University frontage. Mr.
Marrano inquired about lighting regulations near the Merriman Roundabout and Penn
Forest/Colonial Avenue Roundabout. Mr. Holladay and Mr. Thompson discussed this
issue. Ms. Cronise discussed landscaping, visibility, and signage of the proposed
projects. Ms. Cronise and the Commissioners discussed the next steps for the
projects.

Transportation Projects
Mr. Holladay provided a PowerPoint presentation regarding current and completed
transportation projects. He discussed the Route 221 Widening Project which included
two 4-lane bridges over Back Creek, a left turn lane to Cotton Hill Road, a new bridge
on Cotton Hill Road, and alignment of Ran Lynn Road and Cotton Hill Road. He
discussed the Route 11/460 Widening Project which includes 2.1 miles of 4-lane divided
highway, right shoulder lane for bicycle access, and a sidewalk on north side from Fort
Lewis Elementary School to Fort Lewis Baptist Church. Mr. Holladay and the
Commissioners discussed project delays and estimated completion date.
Mr. Holladay discussed the Exit 140 Park & Ride project, noting it is a VDOT
administered project. He stated consultants have been hired to complete the
preliminary engineering phase. He stated no right-of-way needs are anticipated. He
stated the design will include features to lessen the impact to adjacent neighbors. Mr.
Holladay reviewed the status of the Plantation Road Streetscape project, noting
consultants have been developing plans for phased construction. He and the
Commissioners discussed funding and the project timeline. Ms. Cronise provided an
update of the greenway development in the Hollins area.
Mr. Holladay discussed the VDOT Six-Year Improvement Program, including the Route
220 Bridge over Back Creek and Crowell Gap Road turn lanes, noting preliminary
engineering of the project is underway. He reviewed the VDOT Secondary Six-Year
Plan, including upgrading Cotton Hill Road to meet current standards. He discussed
McVitty Road/Old Cave Spring Lane, noting preliminary engineering has been
completed. The Commissioners and staff discussed citizen concerns regarding
straightening of McVitty Road/Old Cave Spring Lane, including increased traffic and
speeding.
Mr. Holladay discussed the VDOT Revenue Sharing Program, including replacement of
culvert on Farmington Drive for Mudlick Creek downstream from Hidden Valley High
School. He stated this project will require an 8-week closure during summer months.
He discussed Regional Planning of Roanoke Valley Alleghany Regional Commission
(RVARC), includiing Regional Pedestrian Plan and Roanoke River Blueway Plan. Mr.
Holladay and the Commissioners discussed river access and water trails. Mr. Holladay,
Mr. Thompson, and Commissioners discussed bicycle lane designations, regulations,
and signage.
Citizens' Comments
There were none.
Other Comments
Mr. James stated he had received an inquiry from a property owner regarding the status
of the Corporate Properties petition. Mr. Thompson and the Commissioners discussed
the status of the petition.
Mr. Thompson stated the Community Meeting regarding Airport Road Holdings 11, LLC
will be held on April 17, 2014, at 6:30 p.m., at Burlington Elementary School.

Mr. Thompson and the Commissioners discussed possible work plan topics, including
reviewing overlay districts and land use designations within each corridor.
With no further business or comments, Ms. Hooker adjourned the meeting at 8:09 p.m.
