MINUTES -- JANUARY 2, 2001

WORK SESSION:
Mr. Al Thomason called the meeting to order at 4:18pm.
Mr. Thomason thanked the Commission for electing him Chairperson for 2001.
He also thanked Kyle Robinson for the excellent job he performed as Chair in
2000. Mr. Thomason requested that during 2001 the Commission arrive back
from dinner by 6:45pm to allow adequate time to prepare for the evening session.
Approval of Agenda
Mr. Kyle Robinson moved to approve the agenda. Motion passed 5 -0.
Approval of Minutes
There were no minutes for approval.
Approval of Consent Agenda
Mr. Don Witt moved to approve the agenda. Motion passed 5 -0.
Site Viewing
The meeting was adjourned for site viewing at 4:29pm.
PUBLIC HEARING:
Mr. Al Thomason called the meeting to order at 7:00pm. Mr. Todd Ross gave the
invocation and led the pledge of allegiance.
1. There was a Petition by Mr. Jerry Letterman to obtain a Special Use
Permit for Mini - Warehouses located at 4520 Barley Drive, Catawba
Magisterial District. Mr. Tim Beard, Roanoke County Planning, presented
the Staff Report for this petition. The main staff concerns regarding this
petition were the VDOT proposal to widen Route 11 and the impact the
widening would have on the property development in the future. The
proposed widening is tentatively set up for at least 5 years from now --
depending on funding. These 74 "relocatable modules" are scheduled to
be built in three phases for a total of 11,000 ft. The Staff did not
recommend the plan due to the Route 11 widening. If approval was
recommended, the staff suggested the following condition be attached to
the permit: All storage building doors be neutral or earthtone in color.
Ms. Hooker had a concern regarding the "reasonable time frame" (5
years) for the VDOT widening in relation to the petition and buildings in
setback.
Mr. Witt had a concern regarding the buildings.
Mr. Al Thomason asked Mr. Jerry Letterman, 703 Apperson Drive, Salem,
VA 24953 to present his petition. Per a conversation with VDOT, Mr.
Letterman was told the preliminary plans do not affect his property
drastically and to continue plans.
Mr. Kyle Robinson asked who advised Mr. Letterman of this response. Mr.
Letterman preferred not to mention a name. Mr. Witt has talked with
VDOT regarding similar projects and was told similar information. Mr.
Letterman verified to Ms. Hooker that the units were identical to regular
stationary units. Also, Ms. Hooker asked about the numerous stub -outs
on the property -- Mr. Letterman stated that these were septic clean outs
and may be tapped out to store RV's in the future. Mr. Ross asked how
long Mr. Letterman had owned the property — he stated since June 1999.
Mr. Thomason questioned the idea of investing in property that VDOT has
a final say on. Questions regarding fabrication and exact colors of
buildings were asked by Ms. Hooker and Mr. Thomason. Mr. Robinson
asked what the plans were if VDOT does not allow an entrance permit and
what would be done with buildings if VDOT does need to take property.
Mr. Letterman stated that he would move buildings to another property or
sell.
Ms. Hooker then made the motion to approve Special Use Permit with the
following conditions:
• All storage buildings and doors be neutral or earthtone in color.
Mr. Todd Ross, Mr. Kyle Robinson and Mr. Don Witt added the additional
conditions:
• All buildings be portable, no cost to VDOT to move them and
• The construction of the units be will similar to the phasing plans as
stated on the site plans dated November 22, 2000.
Ms. Hooker agreed to amend her motion.

sandwiches.

2. Tim Snyder Peter's Creek request from C2C to C2 — no change
3. Special Use Permit for First Team Auto Mall — all buffering needs to be
maintained - any disturbed by natural disaster must be replaced.
There being no additional business, the meeting was adjourned at 7:35pm.
