WORK SESSION MINUTES — MARCH 20, 2001

WORK SESSION:
Session opened at 4:07pm by Mr. Al Thomason.
Approval of Agenda
Mr. Al Thomason moved to approve the agenda. Motion passed 5 -0.
Approval of Minutes
No minutes were approved.
Discussion of View Sheds
Terry Harrington presented the 1 -73 Corridor information. The Commonwealth
Transportation Board will select a corridor joining 1 -81 and Rte. 220 on April 18, 2001.
Western — through the Mountain passes
Eastern — Exit 150 /Daleville /Botetourt & Bedford Counties (Physically outside of
Roanoke County)
Central —1 581 through the city with Upgrade — SW County — 3-4 different
segments (Vinton, Roanoke Mountain)
Once the route is selected, analysis will be ready in 60 days per ECH. The
Environmental Impact is very detailed regarding every aspect of the corridor. The
corridor will be a 1 000f wide.
The major areas of analysis to advise /inform the BOS regarding are:
(However, these issues are somewhat difficult to determine at this time — the route
selected will define the specific issues.)
1) Timing — 5 -15 years (when do we plan for Land -Use changes ?)
2) Crossings /interchanges — Impacts of Crossings
3) Impacts on Viewsheds, Blue Ridge Parkway, A. T.
4) Stormwater Management
5) Traffic Impact on Secondary Roads
6) Recreation Areas — Spring Hollow (Western Corridor)
7) Influx of Construction Workers - Trailer /Campgrounds — Impact on Schools,
Traffic, Public Safety, Social Services (371 is a 419 bypass — would it be used as
a by- pass ? -- Noise Levels
8) Public Service — response times, Routes, Parks, W & S, Schools, Existing
impacts and growth impacts
9) Limited Access vs. Non - Limited Access
10)Access /Use of Bike Routes
11)Greenway Routes
Mr. Al Thomason motioned that the April Work Session be re- scheduled from Tuesday,
April 17, 2001 to Tuesday, April 24, 2001 at 3:30pm. All approved motion.
Comments of Planning Commissioners and Planning Staff
Terry Harrington— Religious Land Use Teleconference 1St week of May - Included will
be lawyers, planners and commissioners from around the country. Location is to be
determined. Should schedule for 2 -3 hours.
4 Square Evangel Church 1 Rev. Wright — Request for Special Use
Permit will be coming back through the process — amend requirements.
Route 460 /Route 11 — VDOT Releasing on April 3, 2001 at Glenvar
High School. Issues include the median / 6 lanes rather than 4 lanes with 2 emergency
lanes — taking additional property.

Doug Freeman — rezoning to C -1 for Office Complex
